4 GUIDANCE NOTES CHURCH SECURITY Church security Every day te churches are likely to suffer from theft, vadalism or arso. This equates to a attack o oe i every four churches durig the course of a year. Lock away all valuable ad portable items ad where practical keep these i a good quality safe. Isurace ca provide moetary compesatio but ca ever compesate for the loss of part of a church s history. It is obviously better to reduce the risk of loss i the first place. Arso Remember that arso is basically a security problem, but you ca take simple precautios to prevet it happeig. Remove all uwated items that could be used to start a fire. Esure that ay petrol for lawmowers is kept away from the church. A automatic itruder alarm system will deter ot just thieves but arsoists as well ad will alert you to the fact that someoe is o the premises. Aythig suspicious see by those livig close to the church or oticed whe visitig or ispectig the premises should be immediately reported to the Police. Safes Valuables should be kept i a safe or strogroom whe ot beig used. We will be happy to advise regardig suitable types. All safes should be securely achored to the fabric of the buildig. Keys These should be kept i the persoal custody of a resposible official or i a secure place away from the church, e.g., the mase or church official s home. If doors ca be opeed from the iside, large articles or furiture ca easily be removed by thieves. Where the security of doors eeds to be improved, fit locks that comply with BS 3621. The vestry will ofte be cosidered a target from a prospective thief s poit of view ad should therefore be secured accordigly. Access doors should be fitted with mortice deadlocks of at least five levers which comply with BS 3621. Widows should be fitted with bars or grilles. Methodist Isurace should always be cotacted prior to the istallatio of security devices i order for specificatios to be agreed.

I the case of lead or copper roofig materials, cosideratio should be give to replacemet with less theft-attractive material followig a theft. I some cases this is the oly practical solutio. Look at how a fire may be started ad how this risk could be miimised by the reductio or removal of combustible materials or improvig the security of the buildig. Whilst this equipmet ca be extremely useful it is vulerable to theft. Laptops should ot be put dow whe i a public area. Physical security for electroic equipmet The majority of churches use computer equipmet of some type. These are geerally portable, saleable ad therefore very attractive to thieves. Church computers are commoly either kept i the church or circuit office, at the mase or at the home of aother church official. May churches use portable projectors ad soud systems. These items, like computers, are most attractive to thieves. The physical security that we would ormally recommed would iclude: perimeter doors secured by five lever mortice deadlocks to BS 3621; accessible opeig widows should be protected by key operated widow locks; if possible, equipmet should be sited such that it is ot readily visible from the outside; purchase receipts should be retaied or the model ad serial umbers recorded which will help the Police ad Methodist Isurace i the evet of ay theft; electroic equipmet should be permaetly marked with a idetifyig ame ad postcode. Markigs should be promietly visible ad/or advertised to deter would-be thieves. Leased or reted equipmet should ot be marked without the prior agreemet of the compay cocered; lockdow plates ad computer eclosure devices (preferably tested to LPS 1214 category I ad II) ca be used to secure computer ad acillary equipmet to desks/work surfaces; projectors ad soud equipmet should be protected by security eclosures. Laptop security Due to their highly portable ature laptops are eve more vulerable to theft tha PCs ad the followig security measures should be followed: uder ormal circumstaces do ot leave laptops uatteded eve for short periods; if for some reaso a laptop has to be left uatteded the it should be secured i a purpose-built store/security cabiet or at least out of sight i a locked room; laptops should ot be put dow whe i a public area; the laptop should be etched with a idetifyig ame ad postcode. If the item is leased, the a check should first be made with the leasig compay; laptops should ot be left i offices overight uless they are locked withi purpose-built laptop storage uits or, as a miimum, i a locked filig cabiet; details of the laptop icludig serial umbers must be recorded i the assets register together with the ame of the perso to whom it has bee issued; carry cases should ot advertise the fact that they cotai a computer; if travellig by car keep the laptop i the boot of the car ad keep both boot ad doors locked;

Avoid workig o your laptop i a public place; make sure that back-ups of the iformatio o the laptop are kept i a secure locatio ad ot i the carry case. Itruder alarm protectio for electroic equipmet It is strogly recommeded that, i additio to good physical security, a itruder alarm system is istalled where computers ad other electroic equipmet are i use. See sectio etitled Istallatio of itruder alarms. Backup data It is advisable to keep backup copies of data at aother locatio. This avoids icoveiece i the case of theft or fire. To comply with the provisios of the Data Protectio Act (see right), these should be securely protected. The Data Protectio Act The Data Protectio Act is iteded to protect idividuals agaist the misuse of automated systems. Details of iformatio held must ormally be declared by registerig with the Iformatio Commissioer s Office. There is a form specially desiged for small compaies ad systems. The eight Data Protectio Act priciples say: 1 Persoal iformatio is to be obtaied ad processed fairly ad lawfully. 2 Persoal iformatio is to be used oly for specified ad lawful purposes. 3 Persoal iformatio is to be used ad disclosed oly i accordace with those purposes. 4 Persoal iformatio held is to be adequate, relevat, ad ot excessive for those purposes. 5 Persoal iformatio held is to be accurate ad up to date. 6 Persoal iformatio must ot be kept for loger tha is ecessary. 7 A idividual is etitled to kow whether a user holds persoal iformatio about him or her, to have access to such iformatio ad, where appropriate, to have it corrected or erased. 8 Appropriate security measures are to be take agaist uauthorised access to ad accidetal loss of persoal iformatio. The data held o church computers would ot ormally be a target for theft, but data might be stole with church equipmet. Approval of safes It is importat that, before ay order is placed for a safe, the approval of Methodist Isurace is obtaied. Idetificatio of safes Safes are described by the maufacturer s ame followed by a model ame (e.g., Chubb Lichfield, Ta Cosort 2 etc). These otes provide a basis upo which to obtai comparative quotatios, however a visit by our Isurace Cosultat ad Surveyor will be required i order to approve ay specificatio prior to istallatio work beig carried out. Geeral New remote sigallig itruder alarm systems should be istalled to the curret versios of PD6662, DD263, BS8243 ad i accordace with the Associatio of Chief Police Officers (ACPO) Policy o Police Respose to Security Systems. Whilst the ACPO Policy specifies three types of alarm cofirmatio Methodist Isurace will require the alarm to be sequetially cofirmed uless otherwise agreed. I respect of BS8243 the method of usettig, whereby the mere opeig of the etry/exit route door disables all meas of cofirmatio, is UNACCEPTABLE ad the system should ot be cofigured to operate i such a way. Note where audible oly itruder alarm systems are istalled they will oly geerate a Police respose i the evet of idepedet third party corroboratio of a break-i ad the requiremets of BS8243 will ot apply. The system must be istalled ad maitaied by a compay o the official list of recogised firms of ay UKAS accredited Ispectorate ad o the local Police force list of compliat compaies. The istallers must also be approved by Methodist Isurace. Methodist Isurace ca supply a list of compaies i your area. A copy of the alarm compay specificatio must be set to Methodist Isurace for approval prior to givig istructios for the alarm to be istalled, or ay cotract siged. The specificatio must iclude cofirmatio by the alarm compay that sub-cotractors will ot be used or specify the extet to which sub-cotractors will be used. Sigallig Where the alarm has remote sigallig it must be to Grade 4 by oe of the followig methods: RedCARE GSM Dualcom Plus Dualcom GPRS G4 Ay other approved system of sigallig RedCARE GSM must iclude the Total Care maiteace service. I additio, there must be a exteral, selfactivatig bell which icorporates a strobe light. Physical security I additio to the above requiremets for the actual alarm system, certai miimum physical security precautios must be take i order to qualify for the itruder alarm discout: all accessible opeig widows must be fitted with key operated widow locks. This refers to those widows which ca be reached without the aid of a ladder. If there is ay doubt whether a particular widow requires a key operated lock this ca be clarified by oe of our Isurace Cosultat ad Surveyors; all exteral doors must be fitted with a 5 lever mortice deadlock to BS 3621 or a heavy church box lock.
