SANFORD J. LEEDS McCOMBS SCHOOL OF BUSINESS Sandy Leeds is a member of the Finance Department faculty at The University of Texas and President of The MBA Investment Fund, L.L.C. He teaches graduate level courses, including Corporate Finance, Advanced Corporate Finance, Investments, and Portfolio Management/ Security Analysis. He has a J.D. from The University of Virginia School of Law and an MBA from The University of Texas at Austin. He is a member of the Texas State Bar and holds the Chartered Financial Analyst designation. Prior to joining the faculty, Sandy managed money for a private money management firm. He was one of four portfolio managers responsible for approximately $1.6 billion of assets. He spent the majority of his time analyzing publicly traded companies. He also has extensive experience implementing option strategies. In addition to money management experience, Sandy also has significant legal experience. He has conducted approximately 100 jury trials and 100 bench trials. He has participated in the regulation of the securities industry, conducting the hearing against most of the principals involved in the Sterling Foster case (a $75 million fraud). He has also advised attorneys on financial related litigation involving options, hedge funds, and other matters. Sandy Leeds is an experienced executive education teacher. At the McCombs School of Business, he teaches in the Executive MBA program in Dallas, as well as in international general management programs. He has received numerous teaching awards, including the Joe D. Beasley Teaching Award (a school-wide award for teaching in the graduate program), the Outstanding Core Professor (full time MBA program), the Outstanding Professor of the University of Texas at Austin MBA Program at Dallas/Ft. GIRARD MILLER PFM GROUP, GOVERNING MAGAZINE Girard Miller is a senior strategist at the PFM Group working in the fields of public funds, OPEB strategies and retirement plan finance. In 2008 he was a voting member of the Governmental Accounting Standards Board. Previously, Girard was the president of the Janus mutual funds and was Chief Operating Officer of Janus Capital Group, Inc., a global investment company with $170 billion of assets under management. Prior to that, he was the president and chief executive officer of the ICMA Retirement Corporation for ten years after heading Fidelity Investments public funds group. His columns, Girard Miller on Public Money, appear regularly in Governing Magazine and its online management letter. Girard s career began in the public sector. After working for ten years in local governments in New Jersey and Michigan, he joined the professional staff of the Government Finance Officers Association (GFOA) in 1981. He authored 12 publications for GFOA and founded its Public Investor newsletter for investment professionals. Most recently, GFOA produced an updated edition of his Elected Official s Guide to Government Finance. Girard earned a B.A. degree from the University of Washington (Seattle); he is a master of public administration graduate of the Maxwell School of Public Affairs of Syracuse University; and he holds a master s degree in economics from Wayne State University in Detroit. He is a Chartered Financial Analyst (CFA) and a past fellow of the National Academy of Public Administration. 5

DONALD E. POWELL BANK OF AMERICA BOARD MEMBER Donald Powell began his banking career in 1971 at The First National Bank of Amarillo, eventually serving as President and Chief Executive Officer. Mr. Powell was appointed chairman of the Federal Deposit Insurance Corporation (FDIC) for the years of 2001 through 2005 by President George W. Bush. During the end of his service with the FDIC he was named federal coordinator of long-term hurricane recovery efforts on the Gulf Coast, serving in this post from 2005 until 2008. Mr. Powell has a long list of accomplishments highlighted by his 2008 Presidential Citizens Medal presented to him by then President George W. Bush for his work rebuilding the Gulf Coast after the devastating hurricanes of 2005. In March 2008 he was named the Director of Stone Energy Corporation. On June 5, 2009, Mr. Powell was appointed to serve on the Bank of America Corporation Board of Directors, positions that he still serves today. He has worked for over 30 years in the financial services industry. Mr. Powell also has a long history of community service ranging from Cal Farley s Boys Ranch, the Franklin Lindsay Student Aid Fund and the Amarillo Housing Board. Mr. Powell received his B.S. in economics from West Texas State University and is a graduate of The Southwestern Graduate School of Banking at Southern Methodist University. 6

T. BOONE PICKENS BP CAPITAL MANAGEMENT T. Boone Pickens, founder and chairman of BP Capital Management, is principally responsible for the formulation of the energy futures investment strategy of the BP Capital Commodity Fund and the BP Capital Equity Fund. BP Capital manages one of the nation s most successful energy-oriented investment funds. Every $1 investors put into the commodity fund managed by BP Capital at its inception had a value of $46 at year-end 2009, an annualized return of about 35 percent. In July 2008, Boone launched a grass-roots campaign aimed at reducing this country s crippling dependence on imported oil. In television ads, on his Pickens Plan website (www. pickensplan.com), and in personal appearances, he is spelling out how our dependence on foreign oil is an addiction that threatens our economy, our environment and our national security, and ties our hands as a nation and a people. His New York Times Best Seller, The First Billion is the Hardest, also details what this country must do to win back its energy independence. He has not been shy in predicting oil and gas prices and more often than not has been uncannily accurate. As a result, he is a frequent guest on some of the nation s most-watched business programs (CNBC has coined him the Oracle of Oil ). Pickens is also aggressively pursuing a wide range of other business interests, from water marketing, wind power and ranch development initiatives to Clean Energy, a company he founded and took public in 2007. Clean Energy is advancing the use of natural gas as a cleaner-burning and more cost-effective transportation fuel alternative to gasoline and diesel. He also created the Mesa Power Group, LLC, to explore numerous other alternative energy initiatives. Pickens was founder of Mesa Petroleum in its various forms beginning in 1956. Mr. Pickens career at Mesa spanned four decades. Under his leadership, Mesa grew to become one of the largest and most well-known independent exploration and production companies in the United States; Mesa produced more than 3 trillion cubic feet of gas and 150 million barrels of oil from 1964 to 1996. PHILIP C. SVAHN FULBRIGHT & JAWORSKI, L.L.P. Phil Svahn is a senior associate in Fulbright & Jaworski L.L.P. s Austin location. He focuses his practice on representing institutional investors and investment funds in connection with alternative asset investments. His work with institutional investors includes reviewing and negotiating investment documentation which includes: limited partnership agreements, subscription agreements, management agreements, private placement memoranda and negotiating and preparing side letters. Phil is experienced in internal compliance matters, co-investments, advisory board matters, fund dissolution, and secondary transactions. His experience in alternative asset investments includes private equity funds (debt/loan, buy-out, infrastructure, energy and strategic), real estate funds (core and development), hedge funds, fund of funds, and venture capital funds. Additionally, Phil represents technology companies in mergers and acquisitions, joint ventures and other strategic alliances, as well as other general business and financial matters. Phil was Lead Counsel for one of the largest public pension plans in the United States in connection with its investments in over 50 private equity funds, real estate funds, and other alternative investments. Phil earned his B.A. in Political Communication from The George Washington University in 1992. He received his J.D., magna cum laude, from Syracuse University College of Law in 1998 and his M.P.A. from Maxwell School of Citizenship in the same year. While in law school, Phil was honored as a member of the Order of the Coif and the Justinian Honor Society. He was admitted to practice law in Texas in 2001. 9

KEN DeANGELIS AUSTIN VENTURES Ken DeAngelis is a founder of Austin Ventures (AV), having served as a general partner since 1981. During his more than 25-year career at AV, Ken has worked with companies at all stages of development in a wide range of industries. In recent years he has focused on technology-enabled service businesses. Ken currently serves as a director on the boards of All Star Directories, CreditCards.com, HomeAway, and Newgistics. Early in his career, Ken was with the Merchant Banking division of the Bank of Boston. Ken received his MBA from the Wharton School of the University of Pennsylvania and his BA from Harvard University. He has been active in the Austin community for many years and is currently a board member of the local PBS affiliate, KLRU-TV, and is a past-chairman. He is a member of UT Austin s Development Board and the Advisory Council of the UT McCombs School of Business, serving as recent pastchairman. He also serves on the Board of Governors, Hyde Schools, headquartered in Bath, Maine. 10

STEPHEN F. EVANS USAA REAL ESTATE COMPANY Stephen Evans is Managing Director of the Private Equity Group for USAA Real Estate Company. Stephen is responsible for the implementation of investment strategies for fund and separate account investments, investor relations and capital raising activities. Stephen joined USAA Real Estate Company in 1999 and is a seasoned professional with 23 years of real estate transaction experience providing a broad range of commercial real estate services to private, multi-national, and domestic institutional clients. Stephen graduated from the Florida State University business school in 1982 with a Bachelors of Science in Marketing. 11

BRUCE ZIMMERMAN UTIMCO Bruce Zimmerman is CEO and Chief Investment Officer of The University of Texas Investment Management Company (UTIMCO). UTIMCO, investing over $20 billion, is one of the nation s largest endowments. Prior to joining UTIMCO, Mr. Zimmerman was CIO and Global Head of Pension Investments at Citigroup. Previously at Citigroup, Bruce had been CFO and Chief Administrative Officer for Citigroup Alternative Investments, which invested over $90 billion in proprietary and client capital across a range of hedge fund, private equity, private real estate equity and structured credit vehicles. Before joining Citigroup, Mr. Zimmerman spent approximately thirteen years at Texas Commerce Bank/JPMorgan Chase in a variety of capacities including Merger and Acquisition Investment Banking, Internet and ATM Retail Management, Consumer Marketing and Financial Planning, Strategy and Corporate Development. Prior to joining Texas Commerce Bank/JPMorgan Chase, Bruce was a Manager at Bain & Company in their Boston office. Mr. Zimmerman graduated Magna Cum Laude with a Degree of Distinction from Duke University and received a MBA from Harvard Business School where he graduated with First and Second Year Honors. Mr. Zimmerman serves on the Board of Trustees of the Commonfund and the Investment Committee of the Houston Endowment. 12

DAVID A. REISMAN TEXAS ETHICS COMMISSION David A. Reisman began his service as Executive Director to the Texas Ethics Commission on October 11, 2004. He previously worked at the Pentagon in Washington, D.C. where he served from May 2002 to October 2004 as Special Assistant to the General Counsel of the United States Army. In that position, Mr. Reisman was responsible for providing opinions and advising the General Counsel and Army Secretariat on fiscal and policy issues involving the financial management of the Army. He was also responsible for assisting in the management of the Army s Ethics Program. For his work he received The Commander s Award for Public Service. Prior to that position, Mr. Reisman served from February 1998 to May 2002 as a fiscal advisor/special projects director in the Office of the Governor for the State of Texas. Prior to moving to Texas, he practiced law in Kentucky and served the Commonwealth of Kentucky as a policy and budget advisor in the Office of the Governor. Mr. Reisman has earned a Bachelor of Arts degree from West Virginia Wesleyan College, a Master of Public Administration degree from the University of Kentucky and a Juris Doctorate degree from the University of Kentucky College of Law. 13

Texas Pension Review Board The Texas Pension Review Board is mandated to oversee all Texas public retirement systems, both state and local, in regard to their actuarial soundness and compliance with state law. Our mission is to provide the State of Texas with the necessary information and recommendations to ensure that our public retirement systems, whose combined assets total in the multi-billions, are financially sound, benefits are equitable, the systems are properly managed, tax expenditures for employees are kept to a minimum while still providing for those employees and to expand the knowledge and education of administrators, trustees, the Legislature, and members of Texas public pension funds.
