DEFINITION OF PUBLIC HEALTH Public Health is what we as a society do collectively to assure the conditions in which people can be healthy. FORMATION & HISTORY Institute of Medicine, 1988 The Madison County Board of Health was established by the Madison County Board of Supervisors (Resolution 123) in May of 1994 in accordance with Section 340 of the NYS Public Health Law. It was determined that the Board of Health would consist of eight members with at least one of whom shall be a member of the Board of Supervisors, at least three of whom shall be physicians licensed to practice in the State of New York, and one member who is a representative of the City of Oneida. Board members must reside in Madison County and serve for a term of six years. The Board of Supervisors is responsible for appointing individuals to the Board of Health. The following individuals were appointed by the Board of Supervisors to serve as members on the first Board of Health: Physicians Frederick Muschenheim, M.D. Nathan Keever, D.O. Edward DeCastro, D.D.S. Legislative John Caezza, Ed.D POWERS & AUTHORITY City of Oneida Wendy Cary, Council Woman Community Deborah Rose Connie Getman Ann Cochran New York State Public Health Law (NYPHL) Title III establishes the powers and duties of the Madison County Board of Health. The Board of Health exercises these powers and performs these duties in several ways including the formulation, promulgation, adoption, and publication of, regulations, orders and directions for the security of life and health in Madison County in the form of a sanitary code (PHL 347). The board of health is also given other specific powers. The board of health may enter into contracts with other counties in order to make the necessary arrangements to progress the sanitary code (PHL 347). The Board is responsible for appointing the county s director of health (PHL 351). The board of health has specific statutory provisions for creating 4 13

Name: Sam Barr, DMD First Elected: February 2007 Term Expires: December 2012 Dentist, office in Oneida NY, since 1979 BS, Chemical Engineering, Tufts University, 1974 DMD, Boston University, 1978 Hospital residency, Albany VA, 1979 Chairman, Peer Review Committee, Madison County Dental Society Health Philosophy: Although difficult in a time of financial restraint, I believe that an aggressive public health policy would be of benefit to the community and would, in the long run, save the community money. 12 POWERS & AUTHORITY and executing an annual budget, auditing all accounts, charges, claims and demands of the health district, and submitting an estimated annual expenditures and revenues list to ensure adequate funding for the county health department (PHL 346). In addition, the Board of Health has the duty and authority to control infectious and communicable diseases and to provide for care and isolation of cases of communicable disease in a hospital or elsewhere when necessary for the protection of the public s health (PHL 2100). PURPOSE The Madison County Board of Health assures that the necessary legal authority, resources, and policies exists within the county health department and its local public health system partners to protect and promote health in Madison County. The Board of Health provides this assurance in the following ways: Provides oversight and support to assure that a collaborative and effective community health status monitoring process is in place, That the County is adequately served by a public health laboratory and an active infectious disease epidemiology program with the technical capacity sufficient to conduct appropriate epidemiological investigations, Assures the implementation of appropriate health education and community-based promotion activities, Mobilizes community partnerships to identify and solve health problems, Develops policies and plans that support individual and community health efforts, Public health laws, rules and regulations designed to protect the health of the community are appropriately adopted, disseminated, evaluated, improved, and enforced. Link people to needed personal health services and assure the provision of health care when otherwise unavailable, Assure a competent public and personal health care workforce, the availability of workforce training programs for both workforce personnel and the BOH, and the availability of leadership development programs for administrative and executive level management. Evaluate the effectiveness, accessibility, and quality of personal and population based health services, Research for new insights and innovative solutions to health problems. 5

GOVERNANCE PLANNING The Board of Health is responsible for assuring the conditions in which people can be healthy in Madison County. They do this in a number of ways. NPHPSP The Board of Health completed the National Public Health Performance Standards Program s (NPHPSP) Local Public Health Governance Performance Assessment Instrument to help them answer questions such as What are the activities and capacities of our public health system? and How well are we providing the Essential Public Health Services in our jurisdiction? Through the assessment process, the Board of Health had an opportunity to discuss and determine how they are performing in comparison to each of the ten model standards. The NPHPSP is a partnership effort to improve the practice of public health and the performance of public health systems. The NPHPSP assessment instruments guide state and local jurisdictions in evaluating their current performance against a set of optimal standards. Strategic Objectives In August of 2009, the Madison County Board of Health (BOH) held it s first annual strategic planning session to set the course for the BOH. The following strategic planning activities were initiated and completed: Amend the Rules and By-Laws of the Board of Health to reflect NYS Public Health Law. Ensure appropriate representation on the Board. Develop a benchmark for future public health activities. Gain an understanding of the NYS Sanitary Code to prepare for the development of a Madison County Sanitary Code. The Board continued its strategic agenda in 2010 by addressing the following issues: Establish a BOH mission statement, Create greater awareness of the BOH and its role and responsibilities for advancing health in Madison County through the development of a BOH brochure and web page. Strengthen relationship with the Madison County Board of Supervisors and community partners. The tails side of the coin represents our local, regional and national systems that have moral, ethical, and legal responsibilities and accountabilities to design and provide systems that enable individuals and families to thrive and be well, using the talents and gifts of the entire community. 11

GOVERNANCE PLANNING Madison County Health Improvement Plan In February 2010, the Board of Health approved the Madison County Health Improvement Plan. The Madison County Health Improvement Plan is the culmination of the diligent efforts and generous support of various organizations and individuals who live and work in Madison County and represents the strategic direction for health initiatives in Madison County. The Madison County Health Improvement Plan identifies nine strategic health areas of which four were deemed as a priority for initial implementation: Access to Health Systems, Community Economic Development, Health Literacy, and Public Policy. The Board of Health monitors the HIP activities and provides direction and guidance for its implementation.
