The success of Earth Civilizations in cosmical R&D [2-9,48] is predicted of multicriterial optimization for cosmological academy aims & cosmological leading of International Academy Institutions in all UN COSPAR-IAF-IAA-IISL, etc. activities 2

CRITICISM & ANALYSIS OF SCIENTIFIC COSMOS STRATEGIES AND EAST-WEST COSMOS STRATEGY EVOLUTION All development of E-W Micro-Cosmos and Macro-Cosmos Strategies up to 1975 is constructed on the bilateral Scientific and Defense Cosmos Strategies, following Cold War antagonistic paradigm for full domination - 1 of 2 Political Systems In the moment of the 60 th IAC the World waits brain New Strategical Initiatives from UN not only for N. Korea and S. Korea normalization in Union. The World waits from UN - New World Order & New E-W Cosmos Strategy Fundamental to Cosmos Era transition in Fourth Wave (Fig. 1)!... In the 40-years period 1945-1975 the generation of IAF (1950-51 Paris-London) is the New Origin for Earth Civilizations, aimed to the Cosmos R&D [16-17, 40] and long-time Cosmos Strategy. That s the reason to making strategical review of this period from 1 st IAC to 60 th IAC. The right choice of Eugen Albert Sänger (1951-1953), W. Germany, as The 1 st President of IAF (Fig. 2), is a proof that antagonistic strategy is contraproductive not only for E-W relationships, but many times regressive for Western Civilization sustainable development. That s one fantastic positive moment not only for West Europe & USA. USSR leaders permanently made experiments to translate every one talent from W. Europe to USSR. USA leaders too. In this historical moment the life and scientific achievements of E. A. Sänger are not well-known, especially his innovative Mechanik der Photonenstrahlantriebe ( Mechanics of Photon Rockets ), actual for SDI actualizations [9, 51]. The International Academy of Astronautics (IAA) was founded in Stockholm [8] on August 16, 1960 in the period of cosmos enthusiasm and strategic cosmical escalation, after The third Geophysical Year Beginning of Cosmos Era 3

(See Fig. 3 including tomographic system integration of this period). Fig. 3. Cosmos Our Home In the Past, Present and Future! - IAF - Centrum of all Cosmos Institutions. Synergetics of World- Wide and International Cosmical Institutions and Organizations, important for Scientific Cosmos Strategy Evolution: UN, ICSU, UNESCO, IAF, IAA, COSPAR, IISL, NASA, ESA, NATO, Etc. Institutions. The IAA is world space academy leader for all disciplines of astronautics and non-military uses of space and the ongoing exploration of the solar system. But in this moment to be formal academy leader is not enough [8,9,16-17,26-29,45-52] The 1 st Academy's President Dr. Theodore von Karman is absolutely successful choice, too, as one of the most important figures in the evolution of rocketry The 2 nd Academy's President Dr. Dr. Frank J. Malina developed "the classical academies served in a remarkable manner the phenomenal advance of man's new method of understanding Nature and of applying this understanding for the benefit of mankind". The Strategy of IAA is based on the tradition of the great classical scientific academies of the 17th century in Rome, London, and Paris, which fostered scientific enquiry and the exchange of ideas and new information in the earliest days of modern science. That s absolutely right choice... The IAA coordinates closely with national academies to foster a spirit of cooperation and progress that transcends national boundaries, cultures, and institutions. That s great as Principle Strategy. But - absent as real normal politics in E-W Relationships!... That s Cosmos Tragedy for Eastern countries after the collapse of USSR Empire!... The process of permanent total emigration of Sciences is absolutely amoral act for Eastern and Western Governments. But outside of moral categories The Brain outflowing is contraproductive not only for Eastern World! It s totally contraproductive for all Earth Sustainable Development!... I am absolutely sure that the last collapse of USA is result of synergetical disbalance of inside and outside forces, especially for Cosmos R&D!!!... For example, in recent years, in IAA joint meetings list everybody can see Global Set of Academy Institutions: French Academy of Sciences; Royal Society, Royal Netherlands Academy of Arts and Sciences; Royal Society of Canada, US National Academy of Sciences; US National Academy of Engineering; US Institute of Medicine; Austrian Academy of Sciences; Israel Academy of Sciences; Norwegian Academy of Science and Humanities; Chinese Academy of Sciences; Academy of Sciences of Turin; Australian Academy of Sciences; Australian Academy of Technological Science and Engineering; Royal Netherlands Academy of Arts and Sciences, and Brazilian Academy of Sciences. But Eastern & Central Europe NATO countries absent in this Global Network Academy System!!! Rusian Academy of Sciences absent too!!! As sustainable development point of view that s General Fatal System Error (GFSE) for all UN Strategy and Politics; GFSE - for World Bank (WB) and International Monetary Fund (IMF). Finally That s absolutely GFSE for EU, especially for ESA. Absolutely GFSE for NATO and for all Euro-Atlantic Strategies, especially for the Main Strategy Cosmos Strategy. The right input is only one Total Changing of all Global Strategies and Politics to R&D in Cosmos R&D, including as minimum 20% budgets and 20% investments in Space R&D and Cosmos conversion to all Global activities. 4

Personalities of Nobelists [21] Albert Einstein (14.III.1879-18.IV.1955) and 1 st President (1955-1959) of World Peace Council Jean Frederic Joliot- Curie (19.III.1900-14.VIII.1958) are historical great chance for the World Peace and Micro-Macro Cosmos Progress - Independence of antagonistic E- W political confrontation up to 1989 (Fig. 4 ). The Greatest experiment ARGUS March 19, 1959 (Space Nuclear Weapons Experiment), absolutely crazy space scientific and weapons experiment, is possible only after the dead of Einstein and Joliot-Curie Nobody know the killing radiations Argus effects for USA and World Peoples. That s the end of Strategic Initiative Atoms for Peace of President D. Eisenhower (Fig. 4). Nobody knows something about all USSR Secret Space Programs I will be happy to stop all crazy Space & Earth nuclear experiments and use only Advance Cosmos Thinking Experiments [5] It s absolutely truth, that all World sustainable development for Peace & Progress in period 1945-1989 (One Strategical 45-years Long Wave), all great USSR success of Cosmos Strategy and [16] all positive East-West Cosmos Strategy Evolution, (especially - USSR-USA) will not be possible without Leaderships of Academy of Sciences of USSR and Academy genius Presidents as M.
