Developments single service system shortages currently: insufficient for achieving persons r- aim ESF projects 2005-2008 PITRA I and II research about r- situation, development of r- service descriptions, quality assessment, need for educational training
Developments: r-programs Project PITRA II: need for rehabilitation programs (complex rehabilitation) better cooperation between municipality social work units, Social Insurance Board, Estonian Unemployment Insurance Fund and rehabilitation service providers > cooperation pilot project

Rehabilitation education need for training in rehabilitation field, service providers have higher education in medicine, nursing, social work, psychology, special education, physiotherapy etc, but not in rehabilitation steps in rehabilitation education: training projects (ESF finance) changes in universities programs
