NORWIN SCHOOL DISTRICT JOB DESCRIPTION JOB ANALYSIS The is responsible for the management of the Technology Department including hardware, software and infrastructure. The Manager prepares the annual technology budget to meet District needs and goals, and reviews technical research and makes recommendations to the administration for upgrades and new technologies. This position manages the daily operations of the local and wide-area networks, reviews network security to prevent intrusion and other risks, and establishes and maintains effective working relationships with computer staff and District employees. ESSENTIAL FUNCTIONS 1. Holds responsibility for the management and evaluation of the Computer Center staff, including network administrator, software specialist, network technicians and department secretary. 2. Plans and manages additions, deletions and major modifications to the infrastructure. 3. Maintains efficient operations of the Computer Center, including the help desk and network resources. Resolves escalated help desk issues as necessary. 4. Develops the annual Technology budget within the guidelines established by the Director of Business Affairs, Superintendent and Board. Purchases technology items in the annual budget. Approves day-to-day budget expenditures as required to maintain network and educational functions. 5. Reviews, revises and develops policies and procedures for Technology along with the Coordinator of Educational Technology for approval by the Superintendent of Schools. Creates and develops technology policies and procedures that adhere to District, state and federal regulations. 6. Manages and programs door access systems. 7. Manages Cameras Surveillance systems including digital and analog Network Video Recorders and software. 8. Manages software licenses installed on District computers and servers. 9. Manages the purchase and renewal of technology-related annual maintenance contracts. 10. Manages the photo ID system. 11. Manages District telephony.

Holds responsibility for the Student Information System software, including server and software upgrades and security access to software modules and provides additional helpdesk support. 14. Provides software support for Professional and Guidance Staff for Skyward Gradebook and Student Grading. 15. Aides Principals and Guidance Staff in Student Scheduling. 16. Supports the Director of Business Affairs with the Financial Management System. 17. Serves as PIMS (Pennsylvania Information Management System) Administrator, and is responsible for the extraction and timely reporting of PIMS data templates including; District and Student Enrollment, Course/Highly Qualified Teacher, Staff, Safe Schools, Child Accounting, PreCode for Keystone PSSA and CDT, Special Education, Pa Technical Inventory, PreCode for Spring Keystone, Access for ELL, and Graduates and Dropouts Cohort. 18. Prepares and submits required reports to state and federal agencies as assigned by the Director of Business Affairs and Superintendent of Schools (Civil Rights Survey, and Equal Employment Opportunity Commission, etc.) 19. Extracts and updates data as required to support various systems; Choices Bridges Career Exploration, edirect CDT, edirect PSSA, edirect Keystone, Aimsweb, OnHandSchools, Pearson SuccessNet EnVision Math, First Student Transportation, Destiny Library, Elementary and Secondary School Photographers. 20. Security Administrator for Pennsylvania Department of Education WebPortal. 21. School Messenger Administrator including support and configuration of general and emergency message broadcasts. Maintains emergency contact lists. 22. Researches and evaluates new technologies as needed or recommended by the Network Administrator and District Administrators. 23. Provides in-service training programs to keep computer center personnel and District personnel informed and up to date with new technologies and upgrades to existing technologies. 24. Responsible for the maintenance of District servers. Serves as computer programmer and data base manager for the Tax Management System. 25. Interacts with peers from other districts and professional organizations for the purpose of advancing technology and management skills. 26. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District.

Generates Delinquent Tax Bills and supports the Tax Office in the collection and distribution of tax revenues. COGNITIVE ABILITIES Ability to establish and maintain rapport with staff, business associates, and general community. Ability to work on multiple tasks and prioritize appropriately. Ability to recognize areas of concern relating to technological issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively. Ability to work some evenings and weekends, sometimes with little or no notice. PROFESSIONAL QUALIFICATIONS Requirements for the position include: A Bachelor degree in Computer Science or Management Information Systems. Five years experience in managing multiple technology disciplines, systems architecture, operating systems, software development, and technical support. Excellent communication skills, analyzing abilities and management skills. Experience supervising multiple employees. Demonstrated knowledge and application of effective principles, practices and trends in this field. Ability to perform the above responsibilities at a high level. Ability to use technology for group meetings, presentations (i.e. overhead, document camera, projector and video equipment). Driver s License: Must have a valid PA driver s license. Clearances: Must have valid Act 34 (Criminal Record Check), Act 151 (Child Abuse History Check) and FBI (Federal Bureau of Investigation) Criminal History Check. Must also complete and submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of 2011. Must also accrue all training hours and content mandated by Pennsylvania Act 126 of 2012, Child Abuse Recognition and Reporting. TERMS OF EMPLOYMENT Twelve-month position. Salary and benefits will be in accordance with the Act 93 Agreement. EVALUATION Performance will be evaluated annually by the Director of Business Affairs in accordance with the provisions of Policy on Evaluation of Administrative personnel, as amended.
