The Sustainable Urban Mobility Network The Sustainable Urban Mobility Network (MobUrb) was established in 2006. Coordinated by CERTeT and animated by the participation of industrial partners related to the world of mobility as leaders in different sectors (energy, automotive, transportation, infrastructure management and environmental technology), MobUrb is now a well going discussion&working table aiming at developing and experimenting innovative solutions. Since the beginning the research activity aimed at analyzing the issues central to the debate on sustainable urban mobility and the experiences with tools and policies in the service of mobility (incentive schemes and pricing, innovative services, etc ). 2006-2007 The role of information and knowledge of phenomena related to urban mobility A scientific support to the knowledge and the governance of mobility dynamics. 2007-2008 Themes and tools for urban mobility Identification of areas of cooperation and investment for private initiative and innovative products in the context of urban mobility policies. 2008-2009 Sustainable Mobility management strategies and renewal of vehicle fleets 3
Sustainable mobility management strategies and renewal of vehicle fleets OBJECTIVES AND BASIC ASSUMPTIONS To identify and to understand the impact of the growing centrality of energy issues and environmental concerns in decision making process of fleet composition and management. ASSUMPTION The significance of the identified decision makers and their ability to influence market dynamics, in turn, lead to the understanding of the prospects for market development, with a focus on COST EFFICIENCY. ULTIMATE GOAL To highlight trends and ready-to-change of the main consumers of mobility, in comparison. The results of the survey Vehicles characteristics Fleet size: decreasing for public transport operators, local administrations and firms; slightly increasing (+1,2%) for shippers. Alternative fuels: increasing for local administrations and shippers (in primis bifuel). Firms are replacing most of their petrol cars with diesel cars, but also with bifuel and hybrid vehicles. With reference to public transport operators, alternative fuels have still a very marginal role in fleet composition (9,3%). Power and weight: decreasing for 50% of regional and local administrations, 40% of firms, 25% of public transport operators; increasing for shippers. The results of the survey Perception of contexts 1. PERCEPTION of MACRO CONTEXT: a comparison between the reference scenario and trend of the next 5 years highlights the importance of the environmental issue, in synergy with operating costs. Only third it comes the regulatory factors. 2. PERCEPTION of BUSINESS ENVIRONMENT: it is predominant the sensibility to the environmental issue, followed by the cost issue and by the necessity to adapt to the regulatory context. It is worthy to note that in the public transport sector and for the local administrations the regulatory factor is predominant, followed by cost factors. The environmental issue comes only third. 8
The results of the survey Perception of contexts 3. DRIVERS OF FUTURE CHOICES (composition, management and renewal of fleets): 1. Cost control 2. Funding accessibility 3. Opportunity to benefit from incentives Other relevant drivers: w.r.t the public transport sector, the opportunity to benefit from incentives; w.r.t. firms, the existence of specific car policies within the companies; w.r.t. shippers, the existence of limited traffic zones in the delivery areas; w.r.t the local administrations, the existence of widespread energy supply infrastructures and the availability of maintenance services. 9
Summing up I. Increasing importance of the environmental and energetic issues respect to the previous decision-making models (that used to care more about costs and status/image and preferred traditional engines/fuels). II. The new core issues (sensibility to environment and energetic issues) are not antithetic to traditional drivers. Indeed, they are synergetic, particularly because they contribute to energy consumption and cost containments. III. The public transport operators and the public administrations are very sensitive to the regulatory factor.
Key factors for a successful sustainable strategy A. Introducing and developing affordable and efficient alternatives technologies, along with energy supply infrastructures able to support the development of the RE sector. B. Developing rational mobility schemes and infrastructure systems able to curb travelling distances and fuel consumptions, also tacking action in order to reduce congestion phenomena. C. Finally, big decision-makers should pass on to private drivers the new rational consumption model, able to incorporate in the private mobility attitude the urgency for a more sustainable behavior, along with the promotion of systems and technologies consistent and in line with the schemes of the private mobility.
