MAURITIUS PUBLIC SERVICE PUBLIC ADVERTISEMENT NO. 28 OF 2013 Vacancy for the Post of Director, Forensic Science Laboratory Prime Minister s Office REPUBLIC OF MAURITIUS Applications are invited from qualified candidates (Mauritians and Non-Mauritians) who wish to be considered for employment as Director, Forensic Science Laboratory on a contractual basis in the Prime Minister s Office for a period of one year, in the first instance. II. QUALIFICATIONS 1. Candidates should possess:- A. a Cambridge Higher School Certificate or passes in at least two subjects obtained on one certificate at the General Certificate of Education Advanced Level ; and B. a degree in Biology or Chemistry or Forensic Science from a recognised institution. OR Equivalent qualifications to A and B above acceptable to the Public Service Commission. 2. Candidates should:- (i) (ii) (iii) reckon at least ten years post qualification experience in the management and administration of a Forensic Science Laboratory; be computer literate; and possess marked managerial and leadership skills, administrative ability, drive and integrity. International exposure in the field of Forensic Science is desirable. Note Qualification at 1.A above should have been obtained prior to qualification at 1.B above. However, candidates who, as at 30 June 2003, did not possess the qualification at 1.A above will also be considered provided they hold:- a Cambridge School Certificate or passes obtained on one certificate at the General Certificate of Education Ordinary Level either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject; and 2/
(b) - 2 a Master s Degree or a postgraduate diploma from a recognised institution in one of the fields at 1.B above. Equivalent qualifications to and (b) above acceptable to the Public Service Commission. Qualification at under Note should have been obtained prior to qualification at 1.B above and at (b) under Note. NOTE OR 1. Candidates should produce written evidence of knowledge/experience claimed. 2. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities rests on the candidates. 3. The Commission reserves the right to convene only the best qualified candidates for interview. III. ROLE AND RESPONSIBILITIES To decide on matters of policy and strategic development at the Forensic Science Laboratory in general. IV. DUTIES 1. To be responsible for the management of the Forensic Science Laboratory. 2. To advise on all matters related to Forensic Science and administration of the Forensic Science Laboratory. 3. To spearhead changes of the Forensic Science Laboratory in line with approved policies. 4. To organise and supervise the work of the staff posted in the different sections of the Laboratory. 5. To assign case work to the staff of various divisions. 6. To set up training programmes for the staff and ensure implementation thereof. 7. To conduct specific tasks in his field of expertise whenever required. 8. To ensure the implementation of the Performance Management System in the Forensic Science Laboratory. 9. To use ICT in the performance of his duties. 10. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Director, Forensic Science Laboratory in the roles ascribed to him. 3/
- 3 - V. SALARY, TERMS AND CONDITIONS OF EMPLOYMENT The following conditions are applicable: A. Mauritian Candidate The selected candidate will be offered either assignment of duties against the vacancy if he/she is a serving officer or contract appointment, if he/she is not in the Public Service. 1. Assignment of duties against the vacancy (b) A public officer on permanent establishment, assigned the duties of Director, Forensic Science Laboratory, will be eligible for an allowance representing the difference between the salary of Director, Forensic Science Laboratory (Rs 92,000) and the salary of his/her substantive post. The officer will benefit from all the privileges attached to the post in accordance with the regulations governing employment in the Public Service. Telephone Rent free telephone and 100 free local call units monthly. 2. Contract Appointment Salary Rs 92,000 monthly. (b) Leave Sick Leave At the rate of 21 working days for every year of contract. Sick leave not taken in a particular year will not be convertible into cash. Casual/Annual/Vacation Leave A combination of such leave at the rate of 21 working days for every year of contract. Leave not taken may be cashed at the end of every year of contract or may be accumulated. (c) Travelling Allowance In accordance with regulations in force. (d) Passage Benefits In accordance with regulations in force. No passage benefits will be earned during the 21 days annual leave whether taken or cashed. 4/
- 4 - (e) Telephone Rent free telephone and 100 free local call units monthly. (f) Gratuity At the rate of two months salary on completion of 12 months satisfactory service. (g) Termination of Contract (i) (ii) (iii) The Government may at any time determine the employment of the officer by giving one month s notice in writing or by paying one month s salary. The officer may resign from his/her employment by giving one month s notice or by paying one month s salary to the Government. In case of misconduct, the Government may terminate the employment of the officer forthwith and thereupon all rights and advantages reserved shall cease. B. Non-Mauritian Candidate (i) Remuneration During employment, the selected candidate will draw a flat monthly salary of Mauritian Rupees 92,000 and an all inclusive negotiable monthly allowance in the range of 3,000 to 4,000 USD. (ii) Air Ticket Air tickets to Mauritius in economy class for self and spouse and dependent children below the age of 21 and at the expiry of the contract for return to the country of permanent residence. (iii) Accommodation Rent allowance at the approved rates. (iv) Shipping of personal effects An allowance to cover the cost of transport by sea up to a maximum of 160 cubic feet of personal effects (not exceeding four tons) or up to the equivalent (in Mauritian Currency) for transportation by air. (v) Telephone Rent free telephone and 100 free local call units monthly. Free overseas telephone calls not exceeding Rs 3,000 monthly 5/
