Hon. Karen S. Adam Presiding Judge Pima County Juvenile Court Tucson, AZ Judge Adam has been on the bench since 1981, and was appointed as a Superior Court Judge in 2010. She is currently the Presiding Judge at Pima County Juvenile Court Center and also presides over Family Drug Court. She graduated from the University of Arizona with a BA in Sociology, and continued on to earn her law degree. She is a member of the Board of Trustees for the National Council of Juvenile and Family Court Judges. Sharon Amatetti Senior Public Health Analyst Center for Substance Abuse Treatment Substance Abuse and Mental Health Services Administration Rockville, MD Ms. Amatetti is a Senior Public Health Analyst for the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), and Coordinator of the Center s Women and Families Coordinating Committee. She is responsible for ensuring that women, youth, and family issues are coordinated with the other SAMHSA centers and Federal agencies, and that adequate attention to this population is incorporated throughout all CSAT programs. She also manages the Center s activities pertaining to child welfare and the impact of parental alcohol and drug abuse on children. Her work in this area includes management of an inter-agency agreement with the Administration for Children, Youth and Families to advance cross-system coordination, which in part involved the development and management of the National Center on Substance Abuse and Child Welfare. Teresa Anderson Family Drug Court Defense Attorney Polsinelli Shughart Overland Park, KS Ms. Anderson handles family court appointments for the firm s attorneys, which primarily includes allegations of abuse and neglect of children in Jackson County. She also has extensive courtroom and bench trial experience in the family law area and is responsible for the preparation and disposition of these cases. She is currently working as a guardian ad litem in multiple child custody cases. Ms. Anderson served as a trial attorney and supervised personnel in the Public Defender Juvenile Office from 1998-2000. She also supervised new trial lawyers as co-counsel in over 50 jury trials. Hon. Karen Ashby Presiding Judge Denver Juvenile Court Denver, CO Judge Ashby was appointed to the Denver Juvenile Court bench in September 1998. Prior to her appointment, Judge Ashby practiced in the Denver Trial Office of the Colorado State Public Defender for five years and was in private practice specializing in criminal trials, appeals and family law. She hears all types of juvenile cases and presently serves as the presiding judge of the Denver Juvenile Court. She has pioneered the family integrated drug court where charges against parents with both drug and neglect violations are heard jointly. Judge Ashby s goal is to make Denver s Juvenile Court a model for the nation. Judge Ashby graduated from Williams College in Massachusetts and received her law degree from the University of Denver Law School in 1983.

Alexis Balkey Program Associate Ms. Balkey currently serves as a Program Associate with the National Center on Substance Abuse and Child Welfare at Children and Family Futures, Inc. (CFF). She assists with project management and reporting tasks to compile and synthesize information on the lessons, results and policy and practice innovations of the FDC TTA Program. Ms. Balkey has over five years of experience in FDC management and provision of TTA. As a Registered Addiction Specialist, Ms. Balkey has a robust knowledge of alcohol and other drug treatment programs, services for women, trauma, co-occurring disorders and recovery support services. Ms. Balkey received a Bachelor of Arts in Psychology and Bachelor of Arts in Criminal Justice from Temple University. Ms. Balkey is certified by the Breining Institute, College for the Advanced Study of Addictive Disorders. Larry Bennett Professor Jane Addams College of Social Work, University of Illinois at Chicago Chicago, IL Dr. Bennett is an Associate Professor at Jane Addams College of Social Work, University of Illinois at Chicago where he also received his Ph.D. in 1990. He was a co-founder of the Turning Point Domestic Abuse Offenders Program in 1985. Dr. Bennett is the author of articles and book chapters on substance abuse and domestic violence, adolescent peer sexual harassment, batterers, and batterer intervention programs, and is co-author of Evaluation of services for survivors of domestic violence and sexual assault (Sage Press, 2002). Dr. Bennett has served on the domestic violence advisory groups of several public agencies, including the Illinois Department of Human Services and the Chicago Department of Public Health. He also served on the Consensus Panel on Family Violence of the U.S. Center for Substance Abuse Treatment, and since 1997 has chaired the Illinois Substance Abuse - Domestic Violence Interdisciplinary Task Force. Dr. Bennett also practices in Crystal Lake, Illinois, limiting his portion of the practice to court ordered child custody evaluation. Dr. Bennett is a Licensed Clinical Social Worker in the State of Illinois. Russ Bermejo Program Associate Mr. Bermejo currently serves as a Program Associate with the National Center on Substance Abuse and Child Welfare at Children and Family Futures, Inc. (CFF). In this capacity, he facilitates technical assistance regarding child welfare and substance abuse related issues for multiple projects. Mr. Bermejo has 12 years of experience in public child welfare practice, including nearly 10 years as a Senior Social Worker with Orange County Children and Family Services. His casework primarily focused on family reunification, family maintenance, or permanency planning. Mr. Bermejo has extensive experience in working with children and families involved in the juvenile dependency court system. Mr. Bermejo earned a BA in Sociology from the University of California, Los Angeles and a Masters in Social Work, from California State University, San Bernardino.

Phil Breitenbucher Family Drug Court Program Director Mr. Breitenbucher serves as the Program Director of the Office of Juvenile Justice and Delinquency Prevention Family Drug Court Technical Assistance Program, and the Project co-director for the SAMHSA Children Affected by Meth-amphetamine (CAM) grant program, at He has nearly 15 years of experience in the management of public child welfare and community-based prevention services, including the implementation and management of three FDC sites, four Family Resource Centers as well as various prevention, diversion and early intervention programs. He manages the design and implementation of an effective TAT model, utilizing a wide range of computer-based and communications technologies. He also works with national experts and State FDC Coordinators on the development of FDC Guidelines and Mentor Courts. Mr. Breitenbucher received his Master of Social Work from California State University, San Bernardino and his Bachelor of Arts in Psychology from California Baptist University. Commissioner Phillip Britt Drug Court Commissioner 35th Judicial Circuit Kennett, MO Phillip Britt was appointed Drug Court Commissioner for the 35th Judicial Circuit of Missouri in July 2002. He oversees six separate treatment courts in the 35th Circuit. Commissioner Britt heads the multijurisdictional Southeast Missouri Veterans Treatment Court serving veterans in six counties in Southeast Missouri. Prior to being appointed Drug Court Commissioner, he served two terms in the Missouri House of Representatives, representing the 163rd House district. Commissioner Britt also served as Dunklin County Assistant Prosecuting Attorney from 1995-1998 and Pemiscot County Assistant Prosecuting Attorney from 1997-1998, prior to being elected state representative. Commissioner Britt received his B.S. in Political Science from Southeast Missouri State University and his J. D. from the University of Missouri-Columbia School of Law. Commissioner Britt serves as Chairman of the Missouri Supreme Court Committee on of Drug Court Professionals. He is a member of the State Advisory Council for the Missouri Division of Alcohol and Drug Abuse. Vivian Brown Founder and Retired CEO PROTOTYPES Los Angeles, CA Dr. Brown is the founder and Chief Executive Officer of PROTOTYPES, Centers for Innovation in Health, Mental Health and Social Services. PROTOTYPES is a multi-facility, multi-service agency with services provided throughout California and Washington, D.C. Dr. Brown has more than 30 years of experience developing innovative, community-based services. Dr. Brown received her doctorate in Clinical Psychology from the University of Southern California. She is an adjunct Associate Professor of Psychiatry at UCLA and a Fellow of the American Psychological Association. She is a member of the SAMHSA National Advisory Council and the Narcotics and Dangerous Drugs Commission. Most recently, she was elected as a Distinguished Practitioner in the National Academy of Practice in Psychology.

Shannon Carey Executive VP and Senior Research Associate NPC Research Portland, OR Dr. Carey is an Executive Vice President and Senior Research Associate at NPC Research. She has worked in the criminal justice field for over 15 years, focusing particularly in the area drug courts and cost analyses. She is currently Principal Investigator for statewide cost-benefit evaluations of adult drug courts in the State of California and in the State of Oregon, a statewide study of drug courts in Florida and New Mexico and process, impact and costbenefit studies in Family Treatment Drug Courts in Oregon. Dr. Carey has also led the efforts to create online tools that drug courts can use to determine their own costs and benefits. She has been involved in process, outcome and/or cost evaluations in over 150 adult, juvenile, DUI, reentry and family treatment drug courts nationally. Hon. James Stanley Carmical Chief District Court Judge State of North Carolina, 16B District Court Lumberton, NC Paul Cary Director Toxicology Laboratory, University of Missouri Columbia, MO Mr. Cary is Director of the Toxicology and Drug Monitoring Laboratory at University of Missouri Health Care in Columbia, Missouri. He is actively involved in the management of a nationally-recognized toxicology laboratory (SAMHSA-certified) that performs drug testing. He has authored numerous scientific publications and monographs, has served on a variety of clinical and technical advisory committees, teaches at the university, is involved in drug testing research, and serves as a consultant in toxicology-related matters. Mr. Cary has also provided judicial education and has been certified as an expert and has provided expert testimony in court (local, state, and federal) and in labor arbitration. He serves as visiting faculty for the National Association of Drug Court Professionals, the Center for Court Innovation, the National Council of Juvenile and Family Court Judges, and the National Drug Court Institute. Judge Carmical has served North Carolina for over twenty years as a District Court Judge presiding in Robeson County and has been a Drug Court Judge for five years. Since his appointment as Chief Judge, Judge Carmical has implemented programs providing avenues for resolving conflict in a less adversarial, more effective way. These include mandatory family financial mediation and child custody mediation programs as well as his district s first drug treatment court. He is a graduate of Wake Forest University, and the University of North Carolina s School of Law.

Penny Clodfelter Family & Juvenile Drug Court Program Mgr. Jackson County Federal Drug Court Kansas City, MO Ms. Clodfelter is the Program Manager of the Jackson County Family and Juvenile Drug Court, Kansas City, Missouri and also coordinated the Linkage Project for the Court. From 1988-1993, she was employed by the Illinois Department of Children and Family Services as a Child Welfare Specialist. Ms. Clodfelter works part-time as a clinical social worker in the Emergency Department of Children's Mercy Hospital, Kansas City. She serves as faculty for the National Drug Court Institute, and a consultant for the Department of Justice and Health and Human Services. Ms. Clodfelter has a Master's Degree in Social Work from the University of Illinois and a Bachelor's Degree in Political Science and Legal Studies from Illinois State University. She is a licensed clinical social worker in both Missouri and Kansas. Ms. Clodfelter is a founding director of Amethyst Place and has served on their Board since 2000 and has held the office of Chair, Treasurer, and currently Secretary. Ms. Clodfelter was elected to the Board of the Missouri Association of Drug Court Professionals in 2008 and was appointed to the Missouri Supreme Court Alternative Treatment Courts Committee in 2008. Stephanie Covington Co-founder Institute for Relational Development/ Center for Gender and Justice La Jolla, CA Dr. Covington has more than 25 years of experience in the addiction field and is recognized for her pioneering work in both the public and private sectors. Educated at Columbia University and the Union Institute, Dr. Covington has served on the faculties of the University of Southern California, San Diego State University, and the California School of Professional Psychology. Dr. Covington has published extensively and authored three books: Leaving the Enchanted Forest: The Path from Relationship Addiction to Intimacy, Awakening Your Sexuality: A Guide for Recovering Women, and A Woman s Way Through the 12-Steps. She has authored two treatment curricula titled Helping Women Recover: A Program for Treating Addiction, with a special edition for the criminal justice system; and Beyond Trauma: A Healing Journey for Women. Her newest publication is the curriculum Voices: A Program of Self-Discovery and Empowerment for Girls. Dr. Covington is based in La Jolla, California, where she is the Co-Director of both the Institute for Relational Development and the Center for Gender and Justice. Hon. Jeri Cohen Circuit Court Judge 11th Judicial Circuit Court of Florida Miami, FL Judge Cohen is currently a circuit judge in the Eleventh Judicial Circuit Juvenile Dependency Division. She received her JD at Georgetown Law and has presided over a Dependency Drug Court for the last 12 years. Her drug court was an original mentor court for The Center for Substance Abuse Treatment. Judge Cohen received a four-year National Institute of Drug and Alcohol grant, along with University of Miami School of Epidemiology to study motivational casework in family drug court.

Sharon Di Pirro-Beard Health Program Coordinator Department of Health and Human Services Sacramento, CA Ms. DiPirro-Beard has over 20 years of experience with Sacramento County Department of Health and Human Services; fifteen years working for Child Protective Services and five years for Alcohol and Drug Services. Currently she is the Dependency Drug Court Program Coordinator and the liaison between all collaborative groups involved with the Dependency Drug Court. She earned a Bachelor of Science degree from Colorado State University and a Master of Science degree in Counseling Education from California State University. Hon. Leonard Edwards Volunteer Mentor Judge/Retired Santa Clara County Superior Court Judge Center for Families, Children and the Courts San Francisco, CA Judge Edwards is the Volunteer Mentor Judge at the Center for Families, Children & the Courts, a division of the California Administrative Office of the Courts. Judge Edwards serves California s courts as a consultant specializing in juvenile and family law, domestic violence, drug courts, mediation, judicial ethics, and other issues relating to children and families within the court system. A graduate of Wesleyan University and the University of Chicago Law School, Judge Edwards served on the Superior Court of Santa Clara County for 26 years before retiring in 2006. He has served as the President of the National Council of Juvenile and Family Court Judges. Judge Edwards was awarded the William H. Rehnquist Award for Judicial Excellence, the only juvenile court judge ever to receive that award. His juvenile court was the inspiration for the book, Somebody Else s Children, by John Hubner and Jill Wolfson. Carson L. Fox Chief Operating Officer National Association of Drug Court Professionals Mr. Fox is the Chief of Operations and Chief Counsel of the National Association of Drug Court Professionals. Mr. Fox has a B.A. from University of South Carolina Honor s College (1990), and a Juris Doctor from the University of South Carolina School of Law (1993). Mr. Fox is a former prosecutor and drug court coordinator of the adult and juvenile drug courts in the Eleventh Judicial Circuit of South Carolina. Mr. Fox has also worked with the Justice Management Institute and the National Leadership Institute on developing drug court curriculum. He has served as faculty for the United States Department of State and the Organization of American States, in conducting drug court trainings in Brazil and Barbados. He has authored and co-authored drug court publications including Drug Courts in the United States, an article for the electronic newsletter for the United States Department of State, Office of Democracy and Human Rights; The Drug Court Data Collection Survey Review, (unpublished), which evaluated and critiqued the Department of Justice s drug court grantee surveys from 1997 until 2001; and Family Dependency Treatment Court: Applying the Drug Court Model to Child Maltreatment Cases, a fact sheet for the National Drug Court Institute.

Sid Gardner President Mr. Gardner serves as President of Children and Family Futures, Inc. whose mission is to improve the outcomes for children and families, particularly those affected by substance disorders. He has been Director of the Center for Collaboration for Children at California State University, Fullerton; Program Officer of the Annie E. Casey Foundation; Staff Member on the White House Domestic Council; Director of State and Local Affairs for the Children's Defense Fund; Deputy Assistant Secretary of the US Department of Health, Education and Welfare; and Consultant to the National Governors' Association, US Conference of Mayors and National League of Cities. He graduated from Occidental College and was awarded a Master s degree in Public Policy from Princeton University, and a Master s degree in Religious Studies from Hartford Seminary. Nancy Hansen Program Associate Ms. Hansen currently serves as a Performance Management Liaison and is a member of the Technical Assistance and Training Team for She conducts ongoing communication with specific Regional Partnership Grantee Programs to identify implementation or service delivery issues, and facilitates problem solving or delivery of technical assistance. Additionally, Ms. Hansen facilitates technical assistance for the Regional Partnership Support contract both with individual grantees, as well as broader strategies that support program improvement and strengthening collaborative practices. She holds a Masters of Social Work from Arizona State University. Douglas Marlowe Chief of Science, Law & Policy National Association of Drug Court Professionals Alexandria, VA Dr. Marlowe is the Director of the Division on Law & Ethics Research at the Treatment Research Institute (TRI) and an Adjunct Associate Professor of Psychiatry at the University of Pennsylvania's School of Medicine. A lawyer and clinical psychologist, his research focuses on the role of coercion in drug abuse treatment, the effects of drug courts and other diversion programs for drug-abusing offenders, and behavioral treatments for substance abusers and criminal offenders. He has published over 80 professional articles and book chapters on the topics of crime and drug abuse and is on the editorial boards of the journals, the Drug Court Review and Criminal Justice & Behavior. She joined the Riverside County Superior Court in 2001 as Collaborative Justice Coordinator to oversee the collaborative court programs. Ms. Miller helped to implement the Dependency and Pre-filing Dependency Family Preservation Court with the assistance of two SAMHSA Family Drug Court grants and serves as director of the CAM grant. Ms. Miller works with all partner agencies and has developed a community outreach campaign in all three regions of Riverside County. Jane Pfeifer Senior Program Associate Ms. Pfeifer has over 20 years of experience working in the criminal justice system and 13 years experience working with drug courts at the local, State and national level. As a Drug Court Program Manager, she oversaw the dayto-day fiscal, programmatic and administrative operations of the Adult and Juvenile Drug Court Programs. She served as Lead Faculty for the National Drug Court Institute, providing TTA to drug court teams across the country on FDCs, and as faculty for other organizations including NCJFCJ and National Judicial Council. Brenda Roche Program Evaluator Second Chance Homes/Center for Children and Families Billings, MT Dr. Roche is Director of Research at the Wellesley Institute. Trained in medical anthropology and public health, her research experience includes community-based research on social and health issues in urban settings, such as homelessness, sexual health, violence and psychological trauma. Beverly Snow FMJ Multi-County ASAC Coordinator Multi-County Problem Solving Courts of Minnesota Fairmont, MN Ms. Snow recently retired as the Adult Felony Multi-County Drug Court Coordinator for Faribault, Martin and Jackson Counties and Family Dependency Treatment Court. She is a graduate of Winona State University with a BS in Social Work and has worked for Dodge County as a Child Protection and Chemical Health Social Worker for 7 years. From 2004-2006 she developed and implemented the Chisago County Juvenile Drug Court program. In addition to involvement in drug court, Ms. Snow was appointed in April 2006 to the State Alcohol and Other Drug Abuse Citizen s Advisory Council and is currently the chair of the Policy Committee and Chair of the committee as a whole and Past Chair of the Board of Directors for the Center for Reducing Rural Violence. She also plays a major role in developing and implementing the OJJDP juvenile mentoring programs. Prior to joining the Department of Justice, she served as a consultant to the District of Columbia Housing Authority where she provided guidance and technical assistance in organizational development to nonprofits serving public housing residents. Ms. Williams has also directed a national program that provided grants, training and technical assistance to community and faith-based organizations across the country, assisted in the development of a national training institute that served national grassroots leaders and has developed a national model for a community-based grant programs. Charles Wilson Senior Director Chadwick Center for Children and Families San Diego, CA Mr. Wilson is the Executive Director of the Chadwick Center for Children and Families and the Sam and Rose Stein Endowed Chair in Child Protection at Children s Hospital in San Diego. He serves as the Director of the California Child Welfare Clearinghouse on Evidenced Based Practice. Hon. Erica Yew Presiding Judge Santa Clara Superior Court, California Santa Clara, CA Judge Erica Yew was appointed to the Santa Clara County Superior Court in October 2001. Currently she is in the Juvenile Dependency division of the Court and presides over the Family Wellness Court. Judge Yew has been recognized for her volunteerism and leadership in areas such as family violence and diversity. Most recently, the San Jose Business Journal named Judge Yew a 2009 Women of Influence in the Silicon Valley. She received an Opening Doors to Justice Award from the Public Interest Clearinghouse and an Unsung Heroes Award from the Santa Clara County Bar Association. In October 2009, Judge Yew was appointed to the California Judicial Council, the policymaking body of the California Courts, the largest court system in the United States. Judge Yew received her undergraduate degree with honors from University of California at Berkeley in 1982 and her law degree from Hastings College of the Law in 1985. Nancy K. Young Director National Center on Substance Abuse and Child Welfare (NCSACW) Dr. Young is the director of Children and Family Futures, Inc., a California-based research and policy institute whose purpose is to improve outcomes for children and families affected by substance use disorders. Dr. Young also serves as the director of the Federally-funded National Center on Substance Abuse and Child Welfare. She has extensive experience in nearly all States and many communities on children s policy, treatment services, judicial systems affecting children and most importantly, how systems can effectively work together to improve family outcomes. Dr. Young directed a CSAT-funded multi-site evaluation of Family Drug Treatment Courts, and served as the evaluator for an Orange County-based demonstration project on the impact of recovery mentors on child welfare and substance abuse treatment outcomes. She has authored many policy analyses and evaluations reports on substance abuse, welfare, and child welfare. She received her MSW and PhD from the University of Southern California, School of Social Work.
