Her work in this area includes management of an inter-agency agreement with the Administration for Children, Youth and Families to advance cross-system coordination, which in part involved the development and management of the National Center on Substance Abuse and Child Welfare. Teresa Anderson Family Drug Court Defense Attorney Polsinelli Shughart Overland Park, KS Ms. Anderson handles family court appointments for the firm s attorneys, which primarily includes allegations of abuse and neglect of children in Jackson County. She also has extensive courtroom and bench trial experience in the family law area and is responsible for the preparation and disposition of these cases. She is currently working as a guardian ad litem in multiple child custody cases. Ms. Anderson served as a trial attorney and supervised personnel in the Public Defender Juvenile Office from 1998-2000. She also supervised new trial lawyers as co-counsel in over 50 jury trials. Hon. Karen Ashby Presiding Judge Denver Juvenile Court Denver, CO Judge Ashby was appointed to the Denver Juvenile Court bench in September 1998. Prior to her appointment, Judge Ashby practiced in the Denver Trial Office of the Colorado State Public Defender for five years and was in private practice specializing in criminal trials, appeals and family law. She hears all types of juvenile cases and presently serves as the presiding judge of the Denver Juvenile Court. She has pioneered the family integrated drug court where charges against parents with both drug and neglect violations are heard jointly. Alexis Balkey Program Associate Ms. Balkey currently serves as a Program Associate with the National Center on Substance Abuse and Child Welfare at Children and Family Futures, Inc. (CFF). She assists with project management and reporting tasks to compile and synthesize information on the lessons, results and policy and practice innovations of the FDC TTA Program. Ms. Balkey has over five years of experience in FDC management and provision of TTA. As a Registered Addiction Specialist, Ms. Balkey has a robust knowledge of alcohol and other drug treatment programs, services for women, trauma, co-occurring disorders and recovery support services. Ms. Balkey received a Bachelor of Arts in Psychology and Bachelor of Arts in Criminal Justice from Temple University. Ms. Balkey is certified by the Breining Institute, College for the Advanced Study of Addictive Disorders. Larry Bennett Professor Jane Addams College of Social Work, University of Illinois at Chicago Chicago, IL Dr. Bennett is an Associate Professor at Jane Addams College of Social Work, University of Illinois at Chicago where he also received his Ph.D. in 1990. He was a co-founder of the Turning Point Domestic Abuse Offenders Program in 1985. Dr. Bennett is the author of articles and book chapters on substance abuse and domestic violence, adolescent peer sexual harassment, batterers, and batterer intervention programs, and is co-author of Evaluation of services for survivors of domestic violence and sexual assault (Sage Press, 2002). Dr. Bennett has served on the domestic violence advisory groups of several public agencies, including the Illinois Department of Human Services and the Chicago Department of Public Health. He also served on the Consensus Panel on Family Violence of the U.S. Center for Substance Abuse Treatment, and since 1997 has chaired the Illinois Substance Abuse - Domestic Violence Interdisciplinary Task Force. Dr. Bennett also practices in Crystal Lake, Illinois, limiting his portion of the practice to court ordered child custody evaluation. Dr. Bennett is a Licensed Clinical Social Worker in the State of Illinois. Russ Bermejo Program Associate Mr. Bermejo currently serves as a Program Associate with the National Center on Substance Abuse and Child Welfare at Children and Family Futures, Inc. (CFF). In this capacity, he facilitates technical assistance regarding child welfare and substance abuse related issues for multiple projects. Mr. Bermejo has 12 years of experience in public child welfare practice, including nearly 10 years as a Senior Social Worker with Orange County Children and Family Services. His casework primarily focused on family reunification, family maintenance, or permanency planning. Mr. Bermejo has extensive experience in working with children and families involved in the juvenile dependency court system. Mr. Bermejo earned a BA in Sociology from the University of California, Los Angeles and a Masters in Social Work, from California State University, San Bernardino.
Phil Breitenbucher Family Drug Court Program Director Mr. Breitenbucher serves as the Program Director of the Office of Juvenile Justice and Delinquency Prevention Family Drug Court Technical Assistance Program, and the Project co-director for the SAMHSA Children Affected by Meth-amphetamine (CAM) grant program, at He has nearly 15 years of experience in the management of public child welfare and community-based prevention services, including the implementation and management of three FDC sites, four Family Resource Centers as well as various prevention, diversion and early intervention programs. Commissioner Phillip Britt Drug Court Commissioner 35th Judicial Circuit Kennett, MO Phillip Britt was appointed Drug Court Commissioner for the 35th Judicial Circuit of Missouri in July 2002. He oversees six separate treatment courts in the 35th Circuit. Commissioner Britt heads the multijurisdictional Southeast Missouri Veterans Treatment Court serving veterans in six counties in Southeast Missouri. Prior to being appointed Drug Court Commissioner, he served two terms in the Missouri House of Representatives, representing the 163rd House district. He is actively involved in the management of a nationally-recognized toxicology laboratory (SAMHSA-certified) that performs drug testing. He has authored numerous scientific publications and monographs, has served on a variety of clinical and technical advisory committees, teaches at the university, is involved in drug testing research, and serves as a consultant in toxicology-related matters. From 1988-1993, she was employed by the Illinois Department of Children and Family Services as a Child Welfare Specialist. Ms. Clodfelter works part-time as a clinical social worker in the Emergency Department of Children's Mercy Hospital, Kansas City. Ms. Miller helped to implement the Dependency and Pre-filing Dependency Family Preservation Court with the assistance of two SAMHSA Family Drug Court grants and serves as director of the CAM grant. Lynette Quaid Riverside Center for Change Alumni Riverside Family Preservation Court Riverside, CA Ms. Quaid graduated from Riverside Center for Change in 2009. She continues to be involved with many of the alumni activities, which helps engage new families and raise funds to support Riverside Center for Change. Ms. Quaid takes an active role in coordinating the program s annual family picnics, monthly alumni meetings and fundraisers. Brenda Roche Program Evaluator Second Chance Homes/Center for Children and Families Billings, MT Dr. Roche is Director of Research at the Wellesley Institute. Trained in medical anthropology and public health, her research experience includes community-based research on social and health issues in urban settings, such as homelessness, sexual health, violence and psychological trauma. Dr Roche s doctorate, through the London School of Hygiene and Tropical Medicine, examined discourses on trauma that operate within the context of refugee resettlement, and how these influence health and social care practices for women (and their families) seeking political asylum in the United Kingdom. Her current work with the Wellesley Institute focuses upon practical and theoretical issues in communitybased research. Julia Roguski Director Child Protection Services at Savio House Denver, CO Ms. Roguski, MA, LPC, CACIII is the Director of Child Protection Services. She has expertise in child protection and in-home counseling with substance abusing parents. Roguski is a Licensed Professional Counselor and a Certified Addictions Counselor Level 3, providing an understanding of the co-occurring disorders of mental health and substance abuse. She has been a key person in developing two specialized family treatment drug courts in Colorado. She is an Expert Child Protection Consultant for the State of Colorado and a trainer for the National Drug Court Institute. Alisha Saulsbury T.A.M.A.R. Trauma Specialist / Clinical Supervisor For All Seasons Mental Health Clinic Easton, MD Ms. Saulsbury has over 10 years of experience working in the trauma treatment field. She is currently working with the T.A.M.A.R. Program and provides group and individual counseling for women involved in the criminal justice system who have trauma, mental health and substance abuse issues. Additionally, Ms. Saulsbury provides outpatient psychotherapy services at a community clinic. She is also an adjunct professor at Chesapeake College. Ms. Saulsbury has spoken nationally and internationally about her work in the T.A.M.A.R. Program. She holds a Master s Degree in Social Work from the University of Maryland, Baltimore and is a licensed social worker in the state of Maryland.
Beverly Snow FMJ Multi-County ASAC Coordinator Multi-County Problem Solving Courts of Minnesota Fairmont, MN Ms. Snow recently retired as the Adult Felony Multi-County Drug Court Coordinator for Faribault, Martin and Jackson Counties and Family Dependency Treatment Court. She is a graduate of Winona State University with a BS in Social Work and has worked for Dodge County as a Child Protection and Chemical Health Social Worker for 7 years. From 2004-2006 she developed and implemented the Chisago County Juvenile Drug Court program. In addition to involvement in drug court, Ms. Snow was appointed in April 2006 to the State Alcohol and Other Drug Abuse Citizen s Advisory Council and is currently the chair of the Policy Committee and Chair of the committee as a whole and Past Chair of the Board of Directors for the Center for Reducing Rural Violence. Ms. Snow has also served as Mayor of her community; City Clerk and is currently the Chairperson of the Cities Utilities Commission. Erin Telford Clinical Psychologist Children's Research Triangle Chicago, IL Dr. Telford is a licensed clinical psychologist who has been with Children s Research Triangle since 2004. She is currently the Project Coordinator and Clinical Director of Family and Child Treatment Services (FACTS), a clinic in Belleville, Illinois funded by a 5-year grant from the Administration for Children and Families. FACTS provides assessment and therapy services to a wide range of children and adolescents impacted by prenatal and environmental substance exposure, trauma, and disrupted placements. Commissioner Tamara Wagner Family Preservation Court Commissioner Riverside County Superior Court Riverside, CA Commissioner Wagner began her legal career as an associate with the law firm of Julander, Brown & Bollard in Irvine, California from 1997 until 1998. In 1999, she joined the Riverside firm of Wallin & Klarich, where she handled juvenile criminal matters and family law cases. During this time, she also served as a temporary judge for the Riverside County Superior Court for five years. Commissioner Wagner took the bench in December of 2007 and has been actively participating in several Court committees. Commissioner Wagner also volunteers for Youth Court and Mock Trial. Commissioner Wagner earned two Bachelor of Arts degrees, in Criminal Justice and Psychology, from California State University, Fullerton, and a Juris Doctorate degree from Whittier Law School in Los Angeles. Meghan Wheeler Independent Consultant Collaborative Solutions Lexington, OH Ms. Wheeler is an independent Training and Technical Assistance (TTA) Consultant in the justice, treatment and social services fields. Currently, she serves as a Senior Consultant for the National Drug Court Institute, Adult Drug Court Planning Initiative, Adult Drug Court Training Initiative and Family Drug Court Training Projects. She serves as a FDC TTA expert consultant for Children and Family Futures, Inc. (CFF) to provide on-going consultation, assists in the development of training material and provides direct TTA. Ms. Ms. Wheeler received her Master of Science degree in Administration of Justice and Bachelor of Arts degree in Psychology and Criminal Justice from Mercyhurst College, Erie, Pennsylvania.
Gwendolyn Williams Program Manager The Office of Juvenile Justice and Delinquency Prevention Washington, DC Ms. Williams is the lead staff and program leader for the juvenile and family drug court programs. She also plays a major role in developing and implementing the OJJDP juvenile mentoring programs. Prior to joining the Department of Justice, she served as a consultant to the District of Columbia Housing Authority where she provided guidance and technical assistance in organizational development to nonprofits serving public housing residents. Ms. Williams has also directed a national program that provided grants, training and technical assistance to community and faith-based organizations across the country, assisted in the development of a national training institute that served national grassroots leaders and has developed a national model for a community-based grant programs. Ms. Williams holds a B.S.W. and M.S.W. from Howard University. Charles Wilson Senior Director Chadwick Center for Children and Families San Diego, CA Mr. Wilson is the Executive Director of the Chadwick Center for Children and Families and the Sam and Rose Stein Endowed Chair in Child Protection at Children s Hospital in San Diego. He serves as the Director of the California Child Welfare Clearinghouse on Evidenced Based Practice. He co-chairs the Child Welfare Committee of the National Child Traumatic Stress Network and currently serves on the board of the California Chapter of the National Children s Alliance. Mr. Wilson was formerly the executive director of the National Children s Advocacy Center in Huntsville, AL. He served in a variety of roles in public child protection including state child welfare director. Mr. Wilson is the author or co-author of numerous publications, articles, book chapters, and Team Investigation of Child Sexual Abuse: The Uneasy Alliance.
Hon. Erica Yew Presiding Judge Santa Clara Superior Court, California Santa Clara, CA Judge Erica Yew was appointed to the Santa Clara County Superior Court in October 2001. Currently she is in the Juvenile Dependency division of the Court and presides over the Family Wellness Court. Judge Yew has been recognized for her volunteerism and leadership in areas such as family violence and diversity. Most recently, the San Jose Business Journal named Judge Yew a 2009 Women of Influence in the Silicon Valley. She received an Opening Doors to Justice Award from the Public Interest Clearinghouse and an Unsung Heroes Award from the Santa Clara County Bar Association. In October 2009, Judge Yew was appointed to the California Judicial Council, the policymaking body of the California Courts, the largest court system in the United States. Judge Yew received her undergraduate degree with honors from University of California at Berkeley in 1982 and her law degree from Hastings College of the Law in 1985. Nancy K. Young Director National Center on Substance Abuse and Child Welfare (NCSACW) Dr. Young is the director of Children and Family Futures, Inc., a California-based research and policy institute whose purpose is to improve outcomes for children and families affected by substance use disorders. Dr. Young also serves as the director of the Federally-funded National Center on Substance Abuse and Child Welfare. She has extensive experience in nearly all States and many communities on children s policy, treatment services, judicial systems affecting children and most importantly, how systems can effectively work together to improve family outcomes. Dr. Young directed a CSAT-funded multi-site evaluation of Family Drug Treatment Courts, and served as the evaluator for an Orange County-based demonstration project on the impact of recovery mentors on child welfare and substance abuse treatment outcomes. She has authored many policy analyses and evaluations reports on substance abuse, welfare, and child welfare. She received her MSW and PhD from the University of Southern California, School of Social Work.
