Challenges of the European energy mix by 2030

2020 Goals: Global energy mix 20 / 20 / 20 (% compared to 1990) Accounting for 35% of RES in the electric mix Goal to be achieved in UE (21%) with 2014 perspective 2

2030 Goals: First draft of the Commission Global energy mix 40 / 27 /?? (% compared to 1990) Accounting for 45% of RES in the electric mix What is a challenge with regard to: Competitiveness Quality of service 3

Strategic lines in energy and environment at horizon 2030 Communication of the Commission in January 2014 European Council March 20 & 21 To consider the balance of Affordable energy prices Industrial competitiveness Safety and security of supply Achievement of environment al goals 4

Next steps European Council in June Commission analysis about safety supply Interconnections goals for 2030 Final adoption of 2030 goals, including energy efficiency targets in connection with the result of the policy development. Council in October 2014 with new Commission and Parlament. 5

Traditional concept of sustainable development Economic growth Environmental care Social welfare Continuous improvement of social welfare through economic growth without compromising the welfare and growth of future generations 6

Energy sustainability Profitable sources + Competitiveness + Subsidies Immature sources Renewable sources + Protection of future generations + Depletion of natural sources Polluting sources First class service + Quality of life + Loss of social welfare Poor service conditions Localized sources + Strategic reserve + Risk of supply Delocalized sources 7

Energy component of sustainable development Competitiveness Environment Welfare 8

Energy component of sustainable development Energy localization Competitiveness Environment Welfare New dimension of energy sustainability concept: energy resources localization 9

Some data about the suitability and convenience of the energy localization 30% of the gas consumed in the EU comes from Russia Half of the Algerian gas passes through Morocco Half of Russian gas goes through Ukraine Gas Spain imported from Algeria 70% of gas used The Arab Spring (not affecting Algeria and Morocco) left without gas supply to Israel and caused supply risk in Italy. 10

Uncertainty of geostrategic energy policy that makes each time more important: Redefining the concept of strategic reserves The review of some geopolitical paradigms Enhancement of energy localization 11

Some data about current energetic mix Installed capacity in EU-27 Source: EURELECTRIC 12

Some data about current energetic mix Annual electricity generation in EU-27 according to their primary source Perspectives 2030 EU-27 Source: EURELECTRIC Electric generation EU-27 2020 13

Conclusion The EU has a certain leeway with regard to electricity generation, but still depends heavily on geopolitically uncertain energy resources. But it is necessary to go deeply into the goals of energy localization by researching, validating and using all energy resources in a safe and competitive way, with high quality and environmental friendliness. All means that the use of any power source must be free of ideologies. 14
