Consequence Assessment for Dam Failure Course: 2-day course focused on how consequence assessment is an important part of risk management strategies, how to establish initial priorities using consequence data, and how consequence estimation plays an important role in emergency preparedness efforts Provides participants with the information needed to define and estimate consequences for dam failure scenarios Dam-Break Flood Mapping for Emergency Planning Training Course: 1-day course focused on providing participants with working knowledge on the Decision Support System for Water Infrastructure Security (DSS-WISE) (flood inundation modeling) as part of the Dams Sector Analysis Tool (DSAT) Web-based platform Provides participants with hands-on experience using a 2D flood simulation model

Exercise Activities Dams Sector TTX Toolbox (DSTET): Toolbox to assist sector partners in planning and conducting security-based tabletop exercises in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines Toolbox contents include exercise planner instructions, a facilitator and evaluator handbook, situation manuals, facilitator briefing slides, invitation letters, sample feedback forms, videos, and exercise reference materials Multiple scenarios included: Active Shooter Threat (Initial Response Phase, Tactical Phase, and Assessment Phase) International Adversary Threat (International Threat Phase, Domestic Threat Phase, and Domestic Attack Phase) Cybersecurity Threat (Internal & External Scenarios)

ATPlanner-Dams Implementation: Joint DHS-USACE efforts to enhance and provide access to the Anti-Terrorist Planner for Dams (ATPlanner- Dams) software tool ATPlanner-Dams provides approximate blast damage levels through simplified assessments based upon generic attack vectors Initial pilot study conducted in San Diego, CA and completed in January 2011, involving six dams owned by the City of San Diego In September 2011, DHS and USACE completed a joint effort with the New Jersey Department of Environmental Protection to conduct a similar study involving several Stateregulated dams

Summary The Dams Sector s security and resilience posture will continue to be enhanced through multiple initiatives addressing priority issues: Support implementation of Executive Order (EO) 13636 Improving Critical Infrastructure Cybersecurity and Presidential Policy Directive (PPD)-21 Critical Infrastructure Security and Resilience Expand sector partnerships, and enhance communication and information sharing across all critical infrastructure partners Continue to work with sector stakeholders to identify, prioritize, and pursue mission-essential research and development needs Continue DSAT collaborative efforts, including development of onsite and virtual training opportunities for emergency managers and dam safety officials Conduct technical seminars and specialty workshops to offer information on fundamental security and resilience concepts for dams, levees, hydropower plants, and related critical infrastructure
