CHRIS RODRIGUEZ NJOHSP OFFICE OF HOMELAND SECURITY AND PREPAREDNESS Preparedness Act Water Security in New Jersey: Partnership and Services Created by the New Jersey Domestic Security Preparedness Act, signed into law on October 4, 2001, the New Jersey Domestic Security is the State's Cabinet-level body responsible for setting homeland security and domestic preparedness policy. Established in, but not of, the New Jersey Office of the Attorney General, Department of Law and Public Safety, the task force reports directly to the Governor. Under Executive Order 5 (Corzine, March 2006), the Task Force is part of the Office of Homeland Security and Preparedness and is chaired by the Director of OHSP. October 21, 2015 Executive Order 5 Two Components The Domestic Security Preparedness Planning Group Government Stakeholder Agencies The Infrastructure Advisory Committee Infrastructure Owners and Operators In March 2006, Executive Order No. 5 created the Office of Homeland Security and Preparedness (OHSP) as a cabinet-level agency within state government. The executive order defined the office s mission as the agency responsible to administer, coordinate, lead, and supervise New Jersey s counterterrorism and preparedness efforts. Further, the executive order charged OHSP with coordinating the emergency response efforts across all levels of government, law enforcement, emergency management, nonprofit organizations, other jurisdictions, and the private sector, to protect the people of New Jersey. RST Features The Rapid Survey Tool (RST) is a nonregulatory data collection resource designed by DHS to assist critical infrastructure owners and operators in their understanding of the cyber and physical security and resilience profile of their facility. The collection and reporting process is made up of the RST application, which is used to collect information, and an associated Owner/Operator Information Center, which is used to display the comparison results provided to the facility. A survey capability that enables federal, state, and local entities to conduct an onsite survey of a facility s critical cyber and physical security and resilience profile in approximately one hour. A high-quality data collection tool to support comparative analysis and risk mitigation by a broad and diverse user community 3

Information Center Owner/Operator Information Center: Information Center: Provides owner/operator a useful dashboard Custom built for the facility and includes a comparison of the facility s responses against others in a similar sector and subsector Additional resources to help the facility owner understand the concerns and ways to mitigate those concerns. Regional maps provide additional insight into local hazards and threats. Information Center RST Benefits DHS will leverage the RST in coordination with other Federal, state, local, tribal and territorial government entities to assist critical infrastructure owner/operators with: Identifying and mitigating vulnerabilities, Detecting, preventing, and/or mitigating the effects of physical, cyber or natural threats Responding to, recovering from, and remaining resilient against allhazard events. Cyber Risk New Jersey Cybersecurity & Communications Integration Cell The NJCCIC is New Jersey s one stop shop for sharing cyber threat information between and among local, state, and federal authorities, as well as private sector, academic, and non profit organizations. Its multidisciplinary analysis supports statewide cyber risk management, incident response, and criminal investigations. It aims to promote shared awareness of cyber threats and best cybersecurity practices. 4

NJ Info Secure Analysis Branch: Perform cyber intelligence analysis with a keen appreciation for the local threat landscape.
