SMS 15. Performance Measures
Overview The Performance Measures Package displays counts and rates (exposure) for crashes and their severity (number of people injured or killed). These values are displayed annually for all public roadways in the State of Michigan. Some of the performance measures can be viewed at a statewide, district, or legal system grouping by selection in an option group. Similar performance measures are grouped together in SMS. These groups or "categories" of measures are Severity, Circumstance, Crash Type, Driver/Vehicle, Location, and Miscellaneous. Not all measures include a rate calculation. If AADT data is not available for that particular measure then no rate is given. The following formula is used to calculate a rate which is a count per 100 Million Vehicles Miles of Travel: Rate = (Count * 10 exp 8)/(365 *(Sum of ) Length * Weighted AADT), for a given year, where, Count = Crash count of number of people Weighted AADT = (Sum of ) (Length * AADT) / (Sum of ) Length, for a given year. At the statewide and district level AADT information in the form of Vehicle Miles of Travel (VMT) is used to calculate rate. VMT, which is provided by the Bureau of Planning, is equal to Length * AADT. For trunkline rates actual AADTs are used in the calculation. Page 170 SMS
Accessing Performance Measures 15. Performance Measures To access Performance Measures the user will select Tools Performance Measures from the main menu. As a result the Performance Measures dialog box will open, as illustrated below. The user will now select the desired category of measure and then click OK to open the corresponding performance measures window. Each category is covered separately in the following sections. In each category there are often many pages of data, and multiple options per page. Only one representative window of each category will be illustrated in the manual. Severity By default data is displayed for Statewide, as is indicated by the selected option. The user can view the data for District or Legal System by simply selecting the desired option. There are six pages of information associated with this window. The Fatality Count page is displayed by default, and is illustrated above.
