RN BSN MSc Alex Berland is a versatile senior executive and consultant with experience leading change in government, all sectors of the health care industry, in higher education, social services and in community development (in Canada, UK, USA, Bangladesh). He has worked extensively in teaching hospitals and is currently adjunct faculty at universities in Canada and Bangladesh. Since 2001, President of his own consulting firm, Alex leads system-level planning studies and policy reviews, governance development projects, organizational and operational reviews, evaluation studies and strategic development. His clients include health authorities, First Nations and government departments and NGOs in Canada and internationally, with major projects in Aboriginal health, community health, primary health care, mental health and addictions, hospital organization, rural health and social service development, and HIV/AIDS planning. During 2000-01 Alex worked in the U.K. as a Senior Civil Servant, Department of Health. In this strategy and planning role he had lead responsibility for hospital programs, directing major initiatives in surgical access, blood services, laboratories, acute care standards, private hospital development & regulation, and public hospital restructuring. The position scope included all hospital services in England with an aim to improve access, accountability, and stakeholder relations as part of system-wide modernization for a population base over 50 million. Prior to this as CEO, Alex led British Columbia s tertiary psychiatric hospital (800 beds) through a major organizational renewal. Concurrently, as Provincial Director, Adult Mental Health, he implemented a provincial mental health reform plan in a complex stakeholder environment that involved patients, families and unions in planning for change. This high-profile role required close working with Ministers and local government to manage many complex issues. From 1992-97 while Vice President at a 1200-bed teaching hospital, he led a portfolio of more than 4000 staff and physicians covering all clinical areas from emergency department to operating rooms, diagnostic services, in-patient and ambulatory programs, psychiatric and geriatric care. He introduced a decentralized organization structure where physicians and nurses shared joint responsibility for program management. Hospital mergers, program transfers, costreduction, redesign and major restructuring were his key accomplishments as a leader. As Adjunct Professor in UBC Faculty of Medicine and SFU School of Public Policy, Alex teaches and mentors undergraduate and graduate students. As a volunteer, he has served many grass roots community agencies and professional groups, was executive board member of a primary care centre for ten years, an elected Board member of the Registered Nurses Association of BC and of Canadian Mental Health Association, and currently visits Bangladesh regularly to assist in development of a nurse education program as Senior Adviser, Health Sciences. Public administrator (BC Cabinet appointment) for several hospitals experiencing difficulty with the regionalization process. Consultant to health authorities in rural and urban areas, including management coaching, governance development, organization design and review, access to services and conflict resolution.
