Department: Department of Public Affairs and Administration 2. Full and exact title of Certificate, Credential, or Subject Matter Preparation: Health Informatics Graduate Certificate 3. Purpose of the proposed aggregate of courses: Health informatics is a growing specialty within the field of health care administration and management. According to the U.S. Bureau of Labor Statistics, employment in the field is expected to increase by 21 percent from 2010 to 2020, faster than the average for all occupations. In order to meet the workforce needs of the state and to help prepare students for successful careers, this certificate is needed. The certificate and the proposed courses should have a positive effect on the MS-HCA and MPA degree programs offered by the Department as students who complete the Health Informatics Graduate Certificate may then wish to pursue one of the degree programs in the Department. Three courses in the Health Informatics Graduate Certificate (12 units) may be used as transfer courses in the MS-HCA program: HCA 6201, HCA 6202, and HCA 6203. In the MPA program, two courses (8 units) may be used as transfer courses: HCA 6201 and HCA 6202. In both the MS-HCA and MPA programs, courses may only be used as transfer courses if the grade earned was a B or better. In addition, the community partnerships created as a result of the Health Informatics Graduate Certificate may result in additional internship and employment opportunities for students in the MS- HCA and MPA degree programs. The student learning objectives for the courses created for the Health Informatics Graduate Certificate roll up to the certificate s learning objectives. Within health care administration and management education, there has been a movement towards competency-based education. The Health Care Leadership Alliance (HLA) is a consortium of major professional associations in the health care field that has developed a directory of the knowledge, skills, and abilities that all health care administrators and managers should possess for workplace effectiveness. The HLA has identified five competency domains that graduates from health care administration and management programs should be able to demonstrate. Given that health informatics is a specialty within the field of health care administration, we have adopted the five HLA domains for the certificate outcomes, with modifications to reflect that this is a graduate certificate program in health informatics, not a health care administration graduate degree program. The student learning objectives for the certificate are: At the end of the Health Informatics Graduate Certificate, successful participants should be able to demonstrate the following competencies: 1. Communication and Relationship Management: Students will be able to communicate clearly and concisely with internal and external customers, to establish and maintain relationships, and to facilitate

constructive interactions with individuals and groups (HCA 6201, HCA 6202, and HCA 6204). This competency maps with CSUEB s ILOs: communicate ideas, perspectives, and values clearly and persuasively while listening openly to others and work collaboratively and respectfully as members and leaders of diverse teams and communities and demonstrate expertise and integration of ideas, methods, theory and practice in a specialized discipline of study. 2. Leadership: Students will be able to inspire individual and organizational excellence, to create and attain a shared vision, and to successfully manage change to attain the organization's strategic ends and successful performance (HCA 6202, HCA 6203, and HCA 6204). This competency maps with CSUEB s ILOs: work collaboratively and respectfully as members and leaders of diverse teams and communities and apply knowledge of diversity and multicultural competencies to promote equity and social justice in our communities and demonstrate expertise and integration of ideas, methods, theory and practice in a specialized discipline of study. 3. Professionalism: Students will be able to align personal and organizational conduct with ethical and professional standards that include a responsibility to the patient and community, a service orientation, and a commitment to lifelong learning and improvement (HCA 6203 and HCA 6204). This competency maps with CSUEB s ILOs: act responsibly and sustainably at local, national, and global levels and think critically and creatively and apply analytical and quantitative reasoning to address complex challenges and everyday problems and demonstrate expertise and integration of ideas, methods, theory and practice in a specialized discipline of study. 4. Knowledge of the Healthcare Environment: Students will be able to demonstrate understanding of the healthcare system and the environment in which healthcare managers and providers function (All 6 courses, but HCA 6205 and HCA 6206 most directly). This competency maps with CSUEB s ILOs: demonstrate expertise and integration of ideas, methods, theory and practice in a specialized discipline of study 5. Business Skills and Knowledge: Students will be able to apply business principles, including systems thinking, to the healthcare environment (maps to HCA 6202, HCA 6203, and HCA 6204). This competency maps with CSUEB s ILOs: think critically and creatively and apply analytical and quantitative reasoning to address complex challenges and everyday problems and demonstrate expertise and integration of ideas, methods, theory and practice in a specialized discipline of study 4. List of all requirements including the courses, by catalog prefix number, title, and units of credit, as well as total units to be required under the proposed Certificate, Credential, or Subject Matter Preparation Program. Total units: 24 PRE-REQUISITE: A baccalaureate degree from an accredited institution in a health-related field OR A baccalaureate degree from an accredited institution in any field of study AND either one graduate or undergraduate course in health care systems or a minimum of two years full-time employment in the health care field. Identify the key issues surrounding health informatics including user requirements, data standards, workflow redesign, privacy and security, and usability Articulate how health informatics is used in various health care settings Describe the effect of the Internet and social media on health care delivery Discuss the current trends and newest uses of technology in health informatics Student learning will be assessed through three methods: weekly quizzes, on-line discussion questions, and a signature assignment. The signature assignment in HCA 6201 is the Health Informatics Methodology paper. In addition, all syllabi will be reviewed by the Department Chair to ascertain that the student learning objectives and three methods of assessment are included in the syllabi and that the course materials and activities fit the student learning objectives.
