III-1 COMPETITION ANNOUNCEMENT FOR ADMISSION TO THE FIRST CYCLE DEGREE (LAUREA) COURSES IN LIBERAL STUDIES IN COMMUNICATION (CLASS L -20) COMMUNICATION AND SOCIETY (CLASS L 20) ACADEMIC YEAR 2015/2016 THE RECTOR Law no. 264 of 02.08.1999 regulating access to university courses; Ministerial Decree no. 509 of 3 November 1999 Regulations on the didactic autonomy of universities ; Ministerial Decree no. 270 of 22 October 24, Amendments to the regulations on the didactic autonomy of universities (Modifiche al regolamento recante norme concernenti l'autonomia didattica degli atenei) approved with Decree of the Minister for Universities and Scientific and Technological Research no. 509 of 3 November 1999; The decisions of the Academic Senate of 17 February 2015 and 17 March 2015 with which it established that access to the first cycle degree (laurea) programmes in Communication and Society and Liberal Studies in Communication will be limited for the academic year 2015/2016, setting the maximum number of places available on the first year of each degree programme at 250; DECREES The announcement of a competition for admission to the first cycle degree (laurea) programmes in Liberal Studies in Communication (class L-20) and in Communication and Society (class L-20) for the academic year 2015/2016. 1
Art. 1 - Admission requirements Citizens in possession of a secondary school diploma can be admitted to the exam. Foreign qualifications are valid if obtained after at least 12 years of schooling. If the local education system provides 11 or 10 years of schooling, the qualification is valid if supplemented by one or two years of university study, respectively, and if all exams scheduled for the years attended have been passed. The years of university study can be substituted by a post-secondary qualification awarded by a non-university higher education institute. Further information about the foreign qualifications valid for access to University is contained among the Ministerial provisions issued with the note of 24 March 2014, prot. 7802 (annex 1 and annex 2). Art. 2 - Number of places available The number of places available for enrolment in the first year is determined as follows: a) Degree course in Liberal Studies in Communication: 250 places b) Degree course in Communication and society: 250 places EU and non-eu citizens with qualifications gained abroad who are in possession of a permit to stay in Italy issued in accordance with art.26 of law no. 189 of 30 July 2002 have access to university education under the same conditions as Italian students. The following are considered equivalent to EU citizens: citizens of Norway, Iceland, Liechtenstein, Switzerland, the Republic of San Marino, refugees and holders of subsidiary protection, personnel serving in foreign diplomatic missions and in international bodies with headquarters in Italy accredited by the Italian State or the Holy See and their dependent families, limited to spouses and children. A quota of places is reserved for non-eu citizens residing abroad, determined as follows: 5 places for Liberal Studies in Communication and 20 places for Communication and society. Art. 3 - Admission procedure and deadline Application for the admission exam will begin on 15 July 2015 and terminate on 26 August 2015 at 12.00 midday, with no possibility of extension. To apply candidates are required to perform the following operations: 1. Register on the University portal through the page https://www.unimi.it/registrazione/eng/registra.keb (operation not necessary for those already registered on the portal or in possession of university credentials) 2. Sign up to the online admission services, using own credentials: http://studenti.divsi.unimi.it/ammissioni/a/primolivello/checklogin.asp; 2
3. Pay the fee of 30.00 in one of the following ways: a) using the MAV (notice of payment) form generated at the end of the online application b) by credit card (until 5 days before the deadline for applications). Without exception, payment must be made by the deadline for online application at the very latest, on pain of exclusion. A receipt (Application form) is issued at the end of the online procedure, which must be shown to the examining board on the day of the exam. The receipt is the only document accepted as proof of registration for the admission exam. Any candidate who provides false details will be excluded from the final ranking list. Art. 4 - Disabled candidates In order to ensure equal opportunities during the exam, candidates with disabilities who require extra time and/or specific aids must apply to the Segreteria Studenti of Studi Umanistici, Via Santa Sofia 9/1, by 26 August 2015, including certification issued by the competent local healthcare structure, in accordance with law no. 104/92 as subsequently amended. Art. 5 - Candidates with s.l.d. Candidates with a diagnosis of specific learning disabilities (s.l.d.) under law 170 of 2010 are granted 30% more time than that set for the other candidates. The board can also consent to the use of compensatory tools that, considering the type of test to be taken and the type and degree of the candidate s disability, are necessary to ensure equal opportunities during the exam. The use of compensatory tools that create an unjustified advantage will not be permitted. To be allowed to use the abovementioned measures, candidates with s.l.d. must apply to the Segreteria Studenti of Studi Umanistici, by 26 August 2015, including appropriate certification issued not more than three years previously by the National Health Service or accredited specialists or facilities. Art. 6 - Admission exam schedule and procedure The admission exam will take place on 3 September 2015, in via Passione 13-15. Candidates must arrive at 9.00 a.m. bearing the valid proof of identity indicated in the admission phase. When the candidates identity has been checked the exam will start, and will last 60 minutes. The admission exam will be followed by an obligatory test to check knowledge of the English language, which will not be assessed for the purpose of forming the ranking list for admission to the courses. This test will last 45 minutes. 3
During the exam candidates cannot leave the room, use handwritten notes, texts of any kind, calculators or anything else specified before the start of the exam. The board and the supervisory staff will supervise observance of the abovementioned rules and have the right to adopt the necessary measures resulting from their non-observance. For any matters not covered in this announcement, the provisions on the conduct of public competitions apply. Art. 7 - Examining board The examining board is appointed by Rector s Decree. During the exam the board will be assisted by teaching and administrative staff, who will be responsible for supervising and identifying the candidates. Art. 8 - Examination programme, assessment criteria and ranking list For access to the degree courses in Communication and society and Liberal Studies in Communication the exam is set by the University and is the same for the two degree courses. The exam consists in a multiple choice questionnaire aimed at ascertaining candidates basic knowledge regarding the areas of linguistic expression, new social history and logic skills. The formulation of the ranking list will also take school results into account, based on the outcome of each candidate s school leaving examination. The following weight is assigned to the areas examined: a) School results (grade for upper secondary qualification): 10% b) Basic knowledge (linguistic expression, new social history): 60% c) Logic skills (basic logic): 30% The ranking list in order of merit for each degree course will be based on the score obtained from the sum of the correct answers and on the final school leaving exam grade. In the event of two or more candidates with the same score, priority will be given to the younger candidate. Non-EU candidates residing abroad who do not have a permit to stay in Italy will be placed in separate ranking lists to cover the places reserved as specified under art. 2. The English language test will serve only for guidance and will have the exclusive aim of identifying students level of language knowledge in order to permit the more functional organization of the English language courses provided, in line with the objectives set according to the descriptors of the Common European Framework of Reference for Languages. 4
Art. 9 - Enrolment The ranking list for each degree course will be published on the University s website, on the following page: www.unimi.it - Servizi online SIFA Graduatorie ammissione corsi di laurea (http://www.unimi.it/hpsifa/nonprofiledpage_100.html) within 8 days after the exam. Candidates who achieve a sufficiently high position in the ranking list, among the first 250 places, must enrol by the deadline, following the instructions provided in the margin of the ranking list and published on the website www.unimi.it - Segreterie Studenti. Before enrolling, candidates with qualifications gained abroad who achieve a sufficiently high position in the ranking list must deliver the following documentation to the International students desk Via Santa Sofia 9/1, Milan - by the deadline provided in the margin of the ranking list: a) Secondary school diploma, translated into Italian, legalized by the authorities in the country where the qualification was issued and carrying a Declaration of Value; b) Certificate of enrolment at university with a list of the exams taken, or certificate of post-secondary education obtained in a non-university higher education Institute if the local education system provides less than 12 years of schooling; c) Certificate of academic eligibility if provided for in the country of origin; d) Copy of valid residence permit (only for non-eu citizens). The ranking list for non-eu candidates residing abroad without a permit to stay in Italy will be available at the International students desk - Via Santa Sofia, 9/1 and published on the University s website www.unimi.it Art. 10 Ranking list Any places that become available if successful candidates fail to register by the deadline will be allocated taking into account the order of the ranking list.
