March 2008 2. Backgrund The Defence Husing Australia (DHA) manages apprximately 17,000 prperties Australia wide. DHA prvides high quality husing and relcatin services t members f the Australian Defence Frce and members f the Australian Custms Service. The Natinal Occupatinal Health and Safety Cde f Practice fr the Management and Cntrl f Asbests in Wrkplaces [NOHSC: 2018 (2005)] recmmend that all agencies in cntrl f premises shuld develp an asbests management plan and cnduct risk assessments f prperties under their cntrl and recrd all findings in an asbests register. The management plan als reflects Cmmnwealth legislatin in regards t the Occupatinal Health and Safety Act (1991) Cmmnwealth Emplyment & Occupatinal Health and Safety Act (Cmmnwealth Emplyment) Regulatins 1994. T meet these bligatins, DHA has undertaken a review f asbests materials in the DHA prtfli f residential accmmdatin Australia wide. DHA engaged selected asbests industry cnsultants, t undertake a cmprehensive evaluatin and risk assessment f materials in the dwellings. All infrmatin has been cllated in an n-line database (The DHA Asbests Register). The prgram invlved the evaluatin f shrt term, medium term and lnger term cntrl measures and assessed the building materials presumed t cntain asbests and identified the lcatin f asbests materials at each site. Fr infrmatin regarding the survey and analysis prcess see Statement f Wrk fr Asbests survey and Analysis ( 1 ) Over recent years the adverse health risk assciated with the use f asbests have been widely publicised bth natinally and internatinally and the presence f asbests in the Defence Husing Australia (DHA) husing stck is an acknwledged issue f cncern t the DHA. DHA is cmmitted t achieving the highest standards f management in all aspects f ur business. The fllwing asbests management plan has been develped by DHA t assist it t meet its statutry bligatins and t prvide a cnsistent and standardized apprach t the management f asbests in the residences fr which it has respnsibility. Asbests Prducts and Materials March 2008 Asbests prducts and/r asbests-cntaining materials (ACM s) are cmmnplace in Australian hmes pre-dating 1985, while particular cautin needs t be taken when wrking n buildings built prir t 1990, recycled materials in later buildings may als cntain asbests. ACM cmprises f but nt limited t: Asbests cement (AC) eaves AC clad garages and sheds AC t splashbacks, flr-backing sheet, shwer recesses and bath surrunds in bathrms AC walls and flr- backing sheet in laundries AC ven surrunds, flr backing sheet, wall and ceilings Asbests based flr vinyl flr cverings AC flues Asbests based insulatin bards and husing in electrical bards AC prches and veranda sffit and walls Ac panelling t stairs Cmpressed AC structural flr sheet While mst items are in the frm f nn-friable r bnded materials where the asbests fibres are cntained within cement, plastic r ther slid material, there is a ptential fr expsure frm disturbance f these ACM frm building and maintenance wrk. Fr instance, the inadvertent use f tls that drill, cut, r damage the ACM, such as pwer-perated tls, can generate respirable r breathable asbests fibres in air. It is impractical t remve all ACM frm the husing stck in the Shrt-Term. It is widely supprted that when ACM is cntained in a bnded frm and maintained in gd cnditin and left undisturbed, it presents n measurable health risk. Identificatin and management f ACM is a key bligatin f managers and emplyers at wrkplaces. In this regard, there is als duty f care bligatins fr managers f Defence residential prperties t ensure husehlders and tenants living in the residential sites are infrmed f the presence f ACM and t ensure that cntractrs abide by prcesses t avid disturbance f the ACM. Overview f the Asbests Management Plan March 2008 The Asbests Management Plan represents an integrated risk management apprach t ensure that all practicable steps are taken t prevent r minimise the risk f expsure t ACM. The Defence Husing Asbests Management Plan encmpasses the fllwing elements: Element 1 Asbests Materials Database Register (The Asbests Register) This element cvers the recrding f ACM lcatins and Survey and analysis results in a database register, which frms the basis f the Asbests Register fr recrding and dcumenting asbests abatement and mitigatin infrmatin. Cmprises the lcatins, frm, types, and cnditin f any ACM identified Details f any material presumed t cntain asbests Inaccessible areas that may cntain asbests Asbests identificatin results Date the survey was cnducted The name f the cmpetent persn wh carried ut the survey Risk assessment ratings Results f air mnitring testing Cntrl measures recmmended and implemented Abatement and maintenance measures and recrds Details f this element are discussed in Sectin 4 f this reprt. Element 2 Respnsibilities The respnsibilities utlined are fr the varius stakehlders assuming management and cntrl f asbests risks as well as thse cntractrs wrking t DHA guidelines and Defence tenants (husehlders) ccupying the hmes under tenancy agreements. Where wrk invlves any friable ACM, r nn-friable ACM greater than 10 square metres area f AC sheeting r vinyl flr tiles, must be cnducted by a licensed asbests remvalist in accrdance with State legislatin. These elements refer t the regulatry requirement t revise and review the Asbests Register and risk assessment peridically and types f asbests abatement recrds t be maintained in this Asbests Register. Establishes a timetable fr the nging review and assessment f the varius ACM Details the statutry requirement fr risk assessment reviews in each State Identifies the trigger fr new asbests risk assessments when new rental agreements are entered int r sale f prperty r renvatin is planned. Element 1 - The Asbests Materials Register March 2008 Reference shuld be made t the DHA Asbests Materials Register (the Asbests Register) fr each residential address where the tables identify the range and cnditin f ACM prducts and materials knwn t be present in each residence. The Asbests Register is up-t-date and describes the knwn ACM cnfirmed t exist at the date and time f the survey. While each Asbests Register prvides an indicative register f asbests material, further cnfirmatry sampling may be required prir t new installatins, refurbishment, demlitin r renvatin, particularly where the asbests materials have been presumed (deemed) r suspected t be present and n previus samples were taken. The Asbests Register cntains infrmatin relating t the lcatin, type, cnditin, actins required and cmments regarding any asbests identified. The Asbests Register frms an integral part f an effective Asbests Management Plan. The Asbests Management Plan and Asbests Register must be made available as required fr inspectin by Defence tenants, ther DHA emplyed cntractrs Defence cntractrs, maintenance persnnel, and n request t the relevant DHA s reginal Husing Management Centres (HMC) ffice, unin representatives with reginal jurisdictin. The asbests register shall be referred t prir t any maintenance r refurbishment wrk being undertaken by DHA s maintenance cntractrs, external service cntractrs r builders. Apprpriate wrk prcedures and hazard cntrls will be determined prir t cmmencing any activity that has the ptential t disturb asbests material. This will be dne in cnjunctin with Defence Husing Australian nminated risk management cnsultant and the State based regulatry authrity (where required). Risk Assessment Criteria The Purpse f the Risk assessment is t allw infrmed decisins t be made abut cntrl measures, including training, air mnitring and health surveillance requirements. Only cmpetent persns shuld perfrm risk assessments r any subsequent reviews r revisins f risk assessments. Decisins abut cntrl measures t prtect wrkers will depend n the assessed risk t health. The risk assessment shall take int accunt f the identificatin infrmatin in the register f ACM including: The cnditin f the ACM (e.g. wether they are friable r bnded and stable, and whether they are liable t damage r deteriratin) The likelihd f expsure Whether the nature r lcatin f any wrk t be carried ut is likely t disturb the ACM: The results f the risk assessment shuld be dcumented in the register f ACM. Risk Ratings The fllwing Risk Ratings are applied t the Asbests Register findings: Risk Rating 1: Has ptential fr high expsure risk if actively disturbed and immediate rectificatin is required. This generally means that the area has asbests materials that is damaged r is being expsed t cntinual disturbance. Remedial actin generally invlves Asbests Management plan final.dc MD0517:pga Page: 8

March 2008 immediate remval r repair f the asbests prduct and immediate evacuatin and sealing f the site. Risk Rating 2: Has ptential fr medium expsure risk if actively disturbed and sme rectificatin may be required. The area will usually have ACM present that is unstable r has the ptential fr disturbance. Remedial actin may invlve remval r repair f the ACM. Risk Rating 3: Has a Lw expsure risk ptential and nly regular inspectin will be necessary t ensure that cnditin des nt deterirate. Hwever, if materials are t be disturbed as a result f maintenance r refurbishment the risk rating may need t be re-evaluated. Remedial actin may invlve maintenance. Risk Rating 4: Has a negligible expsure risk ptential in its current state. The ACM lcated in the residence is undamaged and has a lw ptential fr disturbance. N remedial actin is required, althugh the ACM shuld be maintained and regular inspectins carried ut t ensure prduct des nt deterirate. A Risk Rating 1 applies t a situatin f damaged ACM that culd be readily disturbed t liberate asbests dust frm nrmal residential activity r is mderate damage inside the hme. Disturbance Ptential fr Maintenance Where a maintenance activity, renvatin r repair is cnducted, the assessment wuld need t cnsider the disturbance ptential f the activity and nature f asbests material likely t be disturbed and cntrl measures t be implemented at the time the activity was planned. Fr nly minr installatin and building wrk nt invlving asbests remval, the disturbance ptential is likely t be lw and cntrl measures nly require use f persnal prtective equipment and dust cntrls and remval f any minr fragments f ACM debris. Fr instance, shrt-term (less than few minutes), manual-sawing f a small hle in an AC wall, remval f several asbests flr tiles, r breaking a small pening fr a pwer utlet. Any such wrk wuld be subject t an HMC authrised safe wrk prcedure prepared in cnjunctin with the cntractr and ntificatin t the tenant as t cntrls measures. In this regard, it is implicit in this Asbests Management Plan prcess t prvide an up-date Survey r perfrm additinal sampling at the time f planned wrks specific t the areas f the residence likely t be affected. Cntractr maintenance and wrk that requires asbests remval r use f pwer perated tls n asbests switchbards r AC sheet must be given a Rating 1 at the time f assessment and suitable cntrl measures implemented t manage r remve the asbests hazard safely. Element 2 DHA Management Respnsibilities March 2008 The Defence Husing Australia (DHA) is respnsible fr ensuring that the Husing Management Centres (HMC) in each regin r ther r authrised representative is respnsible fr administratin and supervisin f asbests-related tasks at DHA Managed Prperties. The respnsibility f each party is described as fllws: Defence Husing Australia The DHA is respnsible fr ensuring that: Implement the requirements f the Asbests Management Plan Ensure cmmunicatin f prcesses and requirements f Asbests Management Plan t relevant stakehlders Mnitr and review the perfrmance f the Asbests Management Plan Prepare budgets and prgram fr management and abatement f asbests items HMC Prperty Managers Each Prperty Manager in the reginal HMC ffices is respnsible fr: Raising maintenance wrk rders and ensuring a cpy f the Asbests Register at the time f raising the wrk is prvided t the cntractr. Prviding cntractrs with asbests prduct lcatin and cnditin infrmatin n request. This infrmatin can be surced thrugh the web-based asbests register Printing the asbests reprts each mnth by prperty t mnitr and determine if abatement f asbests hazards is required r any fllw up maintenance wrk. Pre-qualified cntractrs shuld have a minimum f ne-days Asbests Awareness Training r an equivalent license fr nn-friable asbests remval. The pre-qualified cntractrs must demnstrate t DHA that their wrkfrce invlved in wrking in prximity t ACM s have cmpleted apprpriate training and are equipped with persnal prtective equipment and tls t manage minr asbests wrks. The cntractr is then bligated t ntify the Husing Management Centres (HMC) f the ptential fr asbests expsure r need fr further cnfirmatry sampling. The Defence Department and DHA reserves the right t cntrl all wrk cnducted in their prperty and requires cntractrs t implement prcedures apprpriate t cntrl any asbests expsure risk t Defence tenants, staff, cntractrs r visitrs t the varius residential sites. The HMC Prperty Manager requires each service cntractr t maintain a high level f husekeeping and implement prcedures and wrk practices t prevent asbests disturbance. DHA authrised service cntractrs shall cmply with all relevant State based Occupatinal Health and Safety regulatins. Cntractrs must prepare necessary safe wrk prcedures and jb safety analysis fr any wrks that invlve majr OHS risks t themselves, t building ccupants r visitrs. 7. Element 4 Cntractr Safety fr Asbests Related Wrk March 2008 A residential site becmes a wrkplace fr cntractrs when they are perfrming wrks. DHA s SME is respnsible fr advising cntractrs f the lcatin f asbests if/when knwn. When DHA raise maintenance wrk rders t cntractrs, an anntatin under the heading warning will be printed n the wrk rder t alert the cntractr that there is a pssibility that an asbests prduct has been used in the cnstructin r that labratry results prve cnclusively that an asbests prduct has been identified. In all circumstances cntrl measures cntained in the Natinal Occupatinal Health and Safety Cuncil [NOHSC: 2002 (2005)] Cde f Practice fr the Safe Remval f Asbests and State based Regulatins shall be adhered t. Duty f Care DHA have a duty f care t ensure that all maintenance management activities accunts fr safe wrk in the vicinity f asbests materials. Tw aspects f this duty f care exist namely: t the resident r tenant t the cntractrs engaged t perfrm wrk at the site. Cntract maintenance, bth planned and respnsive at the residential sites are directly managed by reginal Defence Husing Australia Prperty Manager s and nminated DHA Head Office emplyees. Any asbests-related wrk must be managed in accrdance with this plan in rder t ensure that cntractrs wrks are cnducted in a safe manner withut harm r nuisance t the cntractrs themselves, r t the tenants, their families and visitrs. Wrk Authrisatin Defence Husing Australia r their authrised site representative must be ntified prir t any wrks that culd directly disturb any existing r knwn asbests materials. In these situatins, it is necessary fr the cntractr t refer t the Asbests Register r request a subsequent Survey f the site t check fr asbests as required. In all instances, the aim f the management plan is t prevent risk t the tenants, cntractrs and ther parties frm expsure t asbests dust. If a cntractr receives a wrk rder with an asbests warning, the cntractr shall request a cpy f the asbests register, by cntacting the relevant HMC t verify the lcatin f asbests. All HMC s have access t the asbests register database via the internet. HMC s are bligated t supply cntractrs with any infrmatin relating t asbests where the infrmatin is available. Cntractrs will be ntified f their bligatins t cmply with statutry requirements fr each regin thrugh the Residential Maintenance Service tender presentatins and inductins. Wrk Methd Statements Defence Husing Australia requires cntractrs and tenants t abide with all State regulatry requirements in the safe cnduct f asbests-related wrk. Each HMC will emply at least ne Subject Matter Expert (SME), wh has knwledge and/r experience in asbests risk management. The SME will assess site wrks and the likelihd f asbests disturbance based upn a standard range f pre determined risk scenaris. Where a cntractr identifies that there is a ptential expsure risk, the pre-qualified list f selected asbests industry cnsultants will survey and revise the risk assessment and/r prepare new prcedures. Wrk methd statements are t be cmpleted by the cntractr fr wrks perfrmed where asbests will be disturbed in any way during the curse f undertaking the wrks. The wrk methd statements are t be prepared prir t cmmencing wrk and ldged with DHA n cmpletin f wrk by attaching t invices alng with a cpy f the issued Wrk Order. All ACM shuld remain in gd repair n cnclusin f wrk. A standardised training prgram will be prepared and delivered t ensure training f the DHA SME. Nte: The Asbests survey and analysis prcess is an nging prgress. Any prperty meeting the age prfile that has been flagged n PMS t alert cntractrs shall take precautins when wrking in DHA Husing suspected f cntaining asbests prducts. If infrmatin relating t a particular prperty is nt available, cntractrs shuld be advised t refer t the DHA Cntractr Fact Sheet r direct any queries t the DHA Asbests Htline 1800 091 562. In all circumstances cntrl measures cntained in the Natinal Occupatinal Health and safety Cuncil (NOHSC) 2002. Cde f practice fr the safe remval f asbests and state based regulatins shall be adhered t. Minr wrk shuld be perfrmed in accrdance with guidelines utlined in the Natinal Cde f Practice Management f Asbests Materials in Wrkplaces [NOHSC 2018: (2005)] 1 and in accrdance with relevant State legislatin. Nte: While ther States may nt at present recgnise residential prperties used largely fr dmestic purpses as wrkplaces, it is generally assessed that bligatin is present where the residence is t underg majr refurbishment. Majr refurbishment cnstitutes a licensed quantity f asbests remval wrk. Fr the purpses f this Guideline, any cntractrs wrk that may disturb the fabric f the building shall be apprved by the HMC and shall ensure that a recrd f ACM is reviewed in the Asbests Register. Where there is n definitive result, additinal sampling must be cnducted t cnfirm the presence r absence f ACM prir t the wrk cmmencing. Similarly, cntractrs must have access t recrds f the ACM lcatins r be requested t undertake testing where it is suspected that asbests materials may be present prir t cmmencement f wrk n that surface r material. Refurbishment/Demlitin Audit ACM may be present in a residential site but nt recrded in the register. Prir t any majr refurbishment wrk, r majr upgrade wrk n plant and machinery which culd disturb knwn r presumed (deemed) asbests materials, a detailed asbests and hazardus building materials audit shuld be undertaken t identify all asbests-cntaining materials that are likely t be disturbed. Befre any building wrks are undertaken invlving materials suspected f cntaining ACM and there is n cnfirmatin testing recrded n the register, further investigatin and additinal sampling shuld ccur. This must be rganised using the DHA panel f qualified auditrs prir t the cmmencement f any refurbishment wrk. An asbests and hazardus materials survey shall be cnducted prir t any tenancy fit-ut wrks, internal demlitin, r refurbishment f building Maintenance service activities in areas t determine asbests expsure risks and extent f ther specified hazardus building materials that impacts n the safety r health f cntractrs, tenants r ther ccupants during building wrks. A detailed survey can invlve investigating areas and surfaces nt previusly accessed in the previus asbests risk assessments (i.e. abve set plaster ceilings, tiled r linleum lined wall surfaces, eaves, vids and under carpeted areas fr example. It is imprtant t nte that mst States based authrities require ntificatin by the apprved asbests remval prcess unless emergency cnditins apply. A licensed asbests remval cntractr will cnduct wrks invlving the remval f ACM within a DHA residential prperty. A maximum quantity f asbests prduct is specified in the varius States fr mandatry engagement f a licensed asbests remvalist fr asbests remval activities, nminally mre than 10 square metres f nn-friable asbests prduct r material. Element 6 - Asbests Risk Assessment Reviews In accrdance with the State based Regulatins and the Cde f Practice fr the Management and Cntrl f Asbests in Wrkplaces [NOHSC: 2018 (2005)], an asbests risk assessment shuld be carried ut at least nce a year at each residential prperty, t review evidence f the presence f asbests-cntaining materials; and review damage t r deteriratin f any asbests-cntaining materials (Refer Table 1). In accrdance with the (NOHSC 2018 (2005), the web-based Asbests Register will be revised at least annually thrugh the HMC ffice, generally at the time f cnducting the annual prperty cnditin inspectin. Prir t any residential renvatin managed by DHA, the Register must be reviewed and where necessary, additinal detailed asbests assessment must be cnducted. The impetus fr this Management Plan is the effective practive management f asbests at the DHA residential sites and cntrl f activities that culd disturb asbests materials. 11.
