State of Oklahoma Council on Law Education and Training Law Terrorism Certification Program Basic, Intermediate and Advanced The Law Terrorism Certification Program (LETCP) has been established to recognize the competency of law enforcement officers serving within the state, foster increased interest in higher education and professional law enforcement terrorism training programs, to attract and retain highly qualified individuals to respond to high-consequence events related to terrorism as well as natural disasters, and augment the Oklahoma Homeland Security Credentialing System by the Oklahoma Office of Homeland Security, the Council on Law Education and Training, and the National Center for Biomedical ical Research and Training, Academy of Counter-Terrorist Education on behalf of the National Domestic Preparedness Consortium. The LETCP was developed to give recognition for education in the field of terrorism and high- consequence event management and thus enhances the preparedness of the state to respond to high-consequence events. Additionally, this certification program will correlate with the Oklahoma Homeland Security Credentialing Program to better coordinate personnel responding to high- consequence events. Under the LETCP, there are three levels of Certification: basic, intermediate, and advanced, which may be awarded to paid full-time sworn law enforcement officers who possess the powers of arrest and who are employed by units of state, local, and tribal government. To be eligible for either the basic, intermediate, or advanced certification, the following qualifying conditions must be met: 1. Must currently hold Law Basic Academy Certification which has been issued by the Oklahoma Council on Law Education and Training or the Bureau of Indian Affairs, United States Indian Police Academy. No one serving under probationary certification status shall be eligible. 2. Must be a paid full-time sworn member of a state, local, or tribal law enforcement agency within the state of Oklahoma. 3. The sections that follow explain the training courses and years of experience/education criterion for each certification. Each section has one training area and NIMS/Other, which is required for all to complete. There are then two separate tracks for law enforcement officers, which includes: Patrol and Special Response Units (SWAT, Crime Scene Technicians, EOD, etc.). Criterion for Basic Law Academy Certification Basic Law Academy Certification requires successful completion of a Basic Law Academy of not less than 280 hours for those persons gaining Oklahoma peace officer certification by reciprocity agreements with other states, and not less than 300 hours for those persons attending a CLEET Basic Law Academy or one approved by CLEET. In addition, applicants must meet the prescribed minimum employment standards as established by 70 O.S. 3311. Tribal Law Basic Academy Certification requires successful completion of a Basic Law Academy recognized by the U. S. Department of the Interior (DOI), Bureau of Indian Affairs (BIA). CLEET will verify that the Tribal Law Basic Academy is recognized by the DOI/BIA. Basic Law Certifications will not be issued as part of this program as they are automatically generated upon the completion of a Basic Law Academy. While basic peace officer Certification is a mandate of 70 O.S. 3311, participation in the Law Terrorism Certification Program is voluntary. However, completion of a Basic Law Academy does play a role in the basic requirements for this certification program. Terrorism-related training is defined as: 1. Management, continuing education, or other specialized courses that are accredited, sponsored, approved, or presented by the CLEET, the CLEET Law Basic Academy, and all approved city academies. 2. Departmental or other in-service training, which is recorded and documented in the personnel file of the officer s department. These official agency training records must include the subject, instructor, classroom hours, sponsor, location, and dates of training. 3. If properly documented, training completed in other states, military police training, tribal law enforcement training, and other specialized training may be submitted to the Council for evaluation and approval of terrorism-related training. 2 P a g e

Basic Certification Criterion for Minimum Qualification Basic Certification Basic Law Certification is the foundation for Basic Certification. In addition to the required Basic Certification, the Basic Certificate requires a prescribed combination of years of experience and required training. The chart sets forth the required years of experience/education (Figure 1) and required training (Figure 2). The Provider Acronym List is attached in Attachment 1. Advanced Certification Criterion for Minimum Qualification Advanced Certification Intermediate Law Terrorism Certification is the foundation for Advanced Certification. In addition to the required Intermediate Certification, the Advanced Certificate requires a prescribed combination of years of experience and required training. The chart sets forth the required years of experience and education (Figure 5) and required training (Figure 6). The Special Response Units chart is divided into two separate tracks dependent upon the specialty area (Crime Scene Investigations and Tactical or Bomb Squad). The Provider Acronym List is attached in Attachment 1. As an alternative to the required training listed, the successful completion of the Master of Arts Degree in Homeland Security (400) from the Naval Postgraduate School will be accepted.
