OKOHS NIMS Instructor Program Introduction Welcome NIMS Instructor Candidate: Thank you for participating in the NIMS Instructor approval process. In February 2008, The NIMS Integration Center (NIC) released the training plan for the National Incident Management System (NIMS). In the document, it specifies NIC and stakeholder responsibilities as well as activities for developing, maintaining, and sustaining the National Training Programs for NIMS. Besides spanning NIC and stakeholder responsibilities and actions, the Plan defines the PROCESS for developing both training and personnel qualification requirements for emergency management response personnel: In the training plan, specific objectives were identified for program coordinators and stakeholders. Among the performance goals identified, there is a requirement for the State Office of Homeland Security to begin the process of identifying qualified NIMS Instructors in our state. In an effort to complete this objective, the Oklahoma Office of Homeland Security (OKOHS) has developed this application process for the primary purpose of identifying qualified instructors. General Instructor Qualifications Teaching Experience: The requirement of instructors to have past teaching experience is an assurance that the instructor has a background in philosophy of educational concepts found in all adult training courses that help ensure a quality course is being delivered. While Basic level ICS Instructors are not required, but strongly encouraged, to have formal instructor level certification, Intermediate and Advanced ICS Instructors are required to provide documentation of completion of an instructor level certification course. Examples of Instructor courses are as follows: Fire Service Instructor (any level), EMS Instructor, Oklahoma Teaching Certificates, CLEET Instructor, or equivalent instructor certification approved by OKOHS. ICS Experience: Incident Command Experience is required for instructors to have actual experience and illustrations in which to fall back on during normal interaction between student and instructor. Basic ICS Instructors should have served in a mid-level emergency management and incident response position within five years. Intermediate level ICS instructors are required to have served as an Incident Commander or as Command or General Staff Position in an incident that went beyond one operational period or required a written Incident Action Plan. Advanced ICS Instructors are required to have served as an Incident Commander or as Command or General Staff Position in an incident that required multi-agency coordination and went beyond one operational period, or required a written Incident Action Plan. OKOHS NIMS Instructor Program NIMS Instructor Application Instructions All levels of NIMS instructor require the submission of an OKOHS NIMS Instructor Application (attached). Basic ICS Instructors: Basic ICS Instructors should only complete section one of the OKOHS NIMS Instructor Application. Place a check mark by each of the required courses attended and attach proof of course completion (Certificate or Course Roster) to the application. Validation of Incident Command Experience within the last five years can be documented either by a letter from your immediate Supervisor, documenting ICS Experience, or a copy of the Incident Report identifying the IC. An ICS Instructor course is not required but preferred for instructor certification at the Basic ICS Instructor level. Intermediate and Advanced ICS Instructors: Intermediate ICS Instructors should only complete section 2 of the OKOHS NIMS Instructor Application. Place a check mark by each of the required courses listed in the appropriate section and attach proof of course completion (Certificate or Course Roster) to the application. Intermediate and advanced ICS Instructors are required to provide documentation of completion of an instructor level certification course. Validation of Incident Command System experience can be documented either by a letter from your immediate Supervisor, documenting ICS Experience, or a copy of the Incident Report identifying the IC. An instructor teaching the ICS 300 Course requires certification at the Intermediate ICS Instructor level. An instructor teaching an ICS 400 Course requires certification at the Advanced ICS Instructor level. Position Specific Level: Position Specific ICS Instructors must complete section 4 of the OKOHS NIMS Instructor Application. Place a check mark by each of the required courses listed below and attach proof of course completion (Certificate or Course Roster) to the application. Position Specific ICS Instructors are required to provide documentation of the completion of instructor level certification courses by sending your position specific application experience professional resume. Validation of Incident Command System experience can be documented either by a letter from your immediate Supervisor, documenting ICS Experience, or a copy of the Incident Report identifying the IC. Position Specific Instructors will teach only those courses in which they have the documented training. Upgrading to a Higher NIMS Instructor Level Instructors who currently hold a lower level of NIMS Instructor certification may upgrade to a higher level of certification by submitting a new NIMS Instructor Application that includes all additional documentation required for the level you are seeking. Following a successful approval process, applicants will receive an upgraded card and certificate within the 4-6 week period. October 2013 4
OKOHS NIMS Instructor Program NIMS Instructor Renewal Instructions The NIMS instructor certification is good for a period of two years. All NIMS instructor certifications will expire the last day of March of your certification period. Renewal requirements for each level instructor will involve submission of an OKOHS NIMS Renewal Application, (attached), as well as the attendance of at least one OKOHS sponsored NIMS Instructor Workshop, and teach at least two NIMS courses during the two-year certification period. NIMS Instructor workshops are an important component of the renewal process. This event consists of a single half day event designed to give NIMS instructors additional information on current teaching techniques, scheduling requirements and other administrative activities of the Homeland Security Office. The most current instructor handouts and course materials are often delivered to attendees during these workshops. NIMS instructors need only to attend ONE workshop within a two year period. Basic Level: Renewal requirements for Basic Level NIMS Instructors includes re-submission of an OKOHS NIMS application, attendance of at least one OKOHS sponsored NIMS Instructor Workshop, and teach at least two basic NIMS courses during the two-year certification period. Intermediate and Advanced Level: Renewal Requirements for Intermediate Level NIMS Instructors includes attendance of at least one OKOHS NIMS instructor workshop during the two year certification period along with the completion and submission of an OKOHS ICS Instructor Application with associated documentation, and teach at least two NIMS courses prior to the expiration date. Position Specific Level: Renewal Requirements for Position Specific level NIMS Instructors includes attendance of at least one OKOHS NIMS instructor workshop during the two year certification period along with the completion and submission of an OKOHS ICS Instructor Application with associated documentation, and teach at least two NIMS Position Specific courses prior to the expiration date. OKOHS NIMS Instructor Program Basic ICS Courses Basic level ICS courses are limited to the following three courses: ICS 100, ICS 200, IS 700. These courses are offered at no cost to appropriate first responders 24 hrs a day, 365 days a year, through the FEMA independent study website: http://www.training.fema.gov/is/nims.asp. You may log in at your convenience and take the basic courses listed above and a certificate will be mailed immediately upon successful completion. Intermediate and Advanced ICS Courses Intermediate and Advanced courses include ICS 300 and ICS 400. NIMS ICS 300 and 400 training is designed for Command Level personnel only and is provided at no cost to public service agencies through a grant provided by OKOHS. Agencies may schedule courses by contacting the Assistant OKOHS Training Office at least 6 weeks in advance at 405-425-2133. The 6 week notice gives the time to prepare materials required for the course and ship them to your location. Course materials and Instructors are coordinated through OSU-FST for all OEM/OKOHS courses. Jurisdictions that have students needing ICS 300 and ICS 400 training have the following two options: 1. Schedule and host a new NIMS course with In-House or OSU adjunct Instructors. 2. Register individuals for previously scheduled courses Scheduling a new Course using In-House or Adjunct ICS Instructors Agencies and Jurisdictions scheduling ICS 300 and 400 courses should apply to host a course at their location by submitting an OKOHS NIMS Course Request Form (attached) to the Office of Homeland Security at least 6 weeks in advance of the start date. The ICS 300 and 400 courses require a minimum of 15 students and a maximum of 40. It is preferable that students attending intermediate and advanced NIMS courses originate from Multiple Jurisdictions and Multiple Agencies. If the minimum student requirement is not met, the course may be subject to cancelation up to 2 weeks prior to the start date. Upon receipt of approved request, the jurisdiction may notify instructors to make preparations for the course. Registering for currently scheduled courses: Many agencies may only need to train a few individuals at the Intermediate or Advanced Level. Those Agencies may choose to have their individuals join a class already scheduled by other jurisdictions. Recognized qualifications in techniques of instruction and adult education methodologies. Student prerequisites: None ICS 300 Instruction Standards: Minimum course contact hours: 18 total hours Instructor Qualifications: 1. Successful completion of accredited ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS- 800 courses. 2. Service in a mid-level incident management position within five years in real-world incidents, planned events, or accredited exercises. 3. Recognized qualifications in techniques of instruction and adult education methodologies. OKOHS NIMS Instructor Program IS 701 Instruction Standards: IS-701: Multiagency Coordination Systems (MACS) provides an understanding of MACS components, concepts, and principles, and it outlines the relationships among all elements of the system. IS-701 is composed of six components that require approximately 20 to 40 minutes each, as well as a post-test. Although IS-701 is available as a web-based independent study course, materials may be downloaded and used in a classroom setting. IS 702 Instruction Standards: IS-702: NIMS Public Information is a web-based independent study module course that explains NIMS public information systems components, concepts, and principles. IS-702 takes approximately three hours to complete. No instructor manual is available for this course. IS 703 Instruction Standards: IS-703: NIMS Resource Management is a web-based independent study module course that explains resource management components, concepts, and principles. The course is divided into six lessons, which each take 10 to 60 minutes to complete. A passing grade on the posttest at the completion of Lesson 6 is required for course credit. Although IS-703 is designed to be taken online interactively, course materials may be downloaded and used in a classroom setting. The following instruction standards apply to the classroom setting: Instructor Qualifications: 1. A minimum of two instructors is recommended. 2. Instructors should have experience managing resources at a complex incident interactively, course materials may be downloaded and used in a classroom setting 3. Instructors should have successfully completed ICS-100, ICS-200, IS-700, and IS-800. 4. Instructor should have experience as an instructor teaching adults. Equivalencies: IS-703 supersedes G-276, Resource Management. IS 704 Instruction Standards: IS-704: NIMS Communication and Information Management is designed for members of the general public; emergency management/response personnel; elected officials of State, tribal, and local governments; appointed officials of State, tribal, and local governments; employees of the Department of Homeland Security; and employees of other Federal agencies. Course Hours: 6 classroom hours minimum, or interactive, web-based course Instructor Qualifications: 1. A minimum of two instructors is recommended, with one instructor having a Law Enforcement background. 2. Instructors should have successfully completed ICS-100, IS-700, and IS-800. 3. Instructors should have served in a mid-level emergency management and incident response position within five years in real-world incidents, planned events, or accredited exercises and performed in the Logistics and/or Planning functions. OKOHS NIMS Instructor Program Instructions for Completion of Course Authorization Request Form: One form is required for each class or course being requested. For in-house and OSUFST Instructor delivered training the form must be received by OKOHS at least six (6) weeks prior to the class date. Due to the large number of course authorizations received, only those forms that are properly completed will be processed. All other forms will be returned In-House Training or OSUFST-Delivered Course: If you are requesting approval for a course that will be taught in your organization by you or another instructor from the organization, check In-House Training. If you are requesting a course that will be delivered by OSUFST, or if the course is being scheduled by a program coordinator, check Outside Instructor Delivery Course. Address of Training: Enter the street address where the training will be delivered and the name of the local department or organization sponsoring the training. This must be an actual physical address for UPS delivery of course materials. A P.O. Box will not be accepted. Date of Training: List the date(s) of training and the time the training will be conducted. Host Name and Host Telephone. This information is crucial. The person s name and telephone should be listed. If the person has an email address it should be listed in the Additional Information box. Open Enrollment: If you wish OKOHS to market the course state-wide, select Yes enrollment. If you wish the course to be limited to personnel from your own organization, or from the local area, select No. OKOHS will only take registration for the course if Yes is selected. Request for Course Materials. If course materials are required, including student manuals, handouts, etc., please type it out in the box provided.
