1 1. Objective and scope of the procedure PROCEDURE TO BECOME AN ICAO-QUALIFIED INSTRUCTOR 1.1. This procedure establishes criteria for the selection, evaluation and continuous monitoring of ICAO-qualified instructors for the delivery of ICAO training courses including courses developed by: 2. Application ICAO and administered by ICAO (s. Dangerous Goods, Security and TRAINAIR PLUS courses); ICAO and administered by a third party (TRAINAIR PLUS courses); a third party and administered by ICAO (e.g. Government Safety Inspector (GSI) courses); or a third party in partnership with ICAO (Regional Training Centres of Excellence) An applicant to become an ICAO-Qualified Instructor for the conduct of ICAO courses should complete the online application form, providing personal and background information Prior to submitting the application, applicants are required to have successfully completed: the ICAO course that they wish to become qualified to instruct or a similar one addressing the same objectives and scope; and an Instructional Techniques course, that leads to the achievement of the performance criteria contained in the ICAO Instructor Competency Framework. Proof of successful completion of each of the above must be submitted as part of the online application. 3. Selection criteria 3.1. Professional experience and knowledge Prospective ICAO-Qualified Instructors should: be a Subject-Matter Expert in the desired field of instruction; have at least 3 years of active experience at the operational level in the subject to be taught, with ICAO, Civil Aviation Authority, air operator, aerodrome operator, air navigation service provider or similar aviation-related organization; 1/7
2 have an extensive knowledge of the Convention on International Civil Aviation (Chicago Convention) and ICAO Standards and Recommended Practices and associated guidance material related to the desired field of instruction Specific qualifications for each field of instruction will be coordinated with the respective technical section of ICAO in addition to the criteria established above Language skills Excellent reading, writing, listening and speaking skills in English and any another ICAO language (Arabic, Chinese, French, Russian or Spanish) used for the delivery of specific courses Competencies The Instructor Competency Framework established by ICAO includes competency units and elements and performance criteria. It will be used for the assessment of instructors during the initial qualification and recurrent evaluations conducted by the Global Aviation Training (GAT) Office. 4. REVIEW OF APPLICATION 4.1. Applications will be reviewed by the GAT Office in the order of receipt, with priority being given to those applicants for training courses considered as a priority for ICAO GAT Office will review the application, including the applicant s curriculum vitae and supporting documentation, against the selection criteria. The selection criteria will also be applied for existing ICAO instructors to ensure consistency between these requirements and re-qualification of existing instructors The Instructor Evaluation Team (IET) composed of GAT Office and relevant technical section(s) will review the applicant s technical background to ensure it is relevant and valid to support relevant ICAO s training programme and determine if the applicant meets the requirements to become an ICAO-Qualified Instructor After approval of the IET, GAT Office will inform the applicant of his/her acceptance and provide him/her with information related to the instructor training process. GAT Office will also inform the applicant if he/she does not meet the requirements and if additional information should be provided. 5. INSTRUCTOR TRAINING 5.1. The instructor training consists of two phases, as explained below: Train-the-Trainer (TTT) course; and on-the-job training (OJT). 2/7
3 6. TRAIN-THE-TRAINER PHASE 6.1. The objectives of the ICAO TTT course are to develop participants skills on the use of the ICAO training material for a specific course in order to demonstrate high-level instructional skills. The TTT provides prospective instructors with practical training during the conduct of a simulated training course focusing on the overall organization, preparation and delivery of the training materials, management of training sessions and the use of presentation material. The TTT training and evaluation are conducted by a Senior Instructor assigned by GAT Manager GAT Office will schedule the applicant to participate in a TTT course in the intended field of instruction, where he/she will be evaluated against the performance criteria contained in the ICAO Instructor Competency Framework Cases where a TTT course is not required will be coordinated with relevant ICAO Section It should be noted that this phase of the instructor training will be undertaken at the candidate s own expense During the TTT, the Senior Instructor will complete the Train-the-Trainer Appraisal Form, evaluating the TTT participant s knowledge, skills and attitudes against those contained in the Instructor Competency Framework After completion of the simulated training course, TTT participants will be tested on their knowledge of the course material and related technical concepts. This will be a written examination. Only those scoring 80% or higher on the written test will be considered for an OJT assignment After completion of the TTT course, GAT Office will provide the course results to the applicant, confirming whether he/she is considered suitable to undergo OJT training. The prospective instructor will be scheduled for an OJT assignment as soon as possible after the successful completion of the TTT. The OJT is always provided by a Senior Instructor In case of failure of the applicant, a retake of the TTT course may only be considered once by the IET and if recommended by the Senior Instructor who conducted the TTT course. 7. DEMONSTRATION PHASE (ON-THE-JOB TRAINING) 7.1. The demonstration phase consists of conducting, under the supervision of a Senior Instructor, one or two courses in the particular field of instruction, during which the applicant will be evaluated against the ICAO Instructor Competency Framework as well as the specific knowledge and skills requirements for the course being taught The Senior Instructor completes the ICAO On-the-Job Training Instructor Appraisal Form during the OJT course, assessing the candidate s performance against the ICAO Instructors Competency Framework and the specific requirements for the course being taught. 3/7
4 7.3. The Senior Instructor submits the completed ICAO On-the-Job Training Instructor Appraisal Form to GAT Office with one of the following recommendations: Qualified to be an ICAO Instructor; Needs additional training before the next assignment as Instructor (the appraisal form should specify additional training required); Needs additional OJT; or Should not be qualified as an ICAO Instructor. 8. FINAL DECISION AND QUALIFICATION 8.1. The steps leading to the final decision for the instructor s qualification are: TPP Manager will review and validate the result of the candidate s evaluation contained in the ICAO Instructor Appraisal Form and make a recommendation to the IET; The IET will endorse the recommendation of TPP Manager and determine whether the candidate is qualified as an ICAO Instructor; and GAT Manager issues the certificate of qualification as the ICAO Instructor, as appropriate. 9. Instructor Evaluation Team (IET) 9.1. The IET shall consist of GAT Manager, TPP Manager and a representative(s) from the ICAO technical section appointed by the Section Chief/Manager The IET may call on additional expertise in the particular field of instruction for advice, such as the Senior Instructor who conducted the OJT, if he is available The IET will review the recommendation of TPP Manager (as reflected on the ICAO On-the- Job Training Instructor Appraisal Form) and, at its sole discretion, determine whether the candidate is qualified to be an Instructor, needs additional training before the next assignment as Instructor, needs additional OJT, or should not be used as Instructor. The decision of the IET is final Should the IET determine that the candidate is qualified to be an Instructor, GAT Manager finalizes and signs the OJT Instructor Appraisal Form and issues an ICAO Instructor Qualification Certificate accordingly Should the IET determine that the candidate requires additional training before the next assignment as Instructor, GAT Manager will endorse the additional training required based on the Senior Instructor and TPP Manager recommendations. 4/7
5 9.6. Should the IET determine that the candidate needs additional OJT, he/she will be given the opportunity to conduct a second OJT course. This second OJT course will be conducted with, and assessed by, a different Senior Instructor than the first OJT course unless there is no other Senior Instructor available for the specific course. No more than two OJT courses may be delivered by a candidate Should the IET determines that the candidate should not be used as Instructor, the candidate will be so notified in writing by GAT Manager and no further opportunities to conduct an OJT course will be offered. 10. Validity of ICAO Instructor Qualification The ICAO Instructor qualification is valid for a period of three years from the date of issuance. An instructor is expected to keep his currency by delivering at least one course within twentyfour (24) consecutive months addressing the subject covered by the course(s) he is qualified to deliver. It is also expected that an ICAO-Qualified Instructor will be available to conduct at least one training course or workshop per year to support the ICAO training programme If the instructor has not delivered the same course or a similar course between twenty-four (24) and thirty-six (36) months, GAT Office will ensure the instructor s currency with the updated course material and provide him/her a briefing prior to delivering a training course If the instructor has not delivered the same course or a similar one for a period of more than thirty-six (36) months, he/she must conduct another OJT course and be re-evaluated by a Senior Instructor ICAO-qualified instructors are required to keep abreast of standards, practices, procedures, technological developments in their field of expertise in addition to instructional techniques in order to maintain their currency as specified by the ICAO Instructor Competency Framework. 11. ROLES AND RESPONSIBILITIES Senior Instructor Senior Instructors must be exemplary in course delivery and are selected and assigned by GAT Manager based on their experience, records (operational and training), as well as ICAO training programme needs. Senior Instructors are selected among experienced Lead Instructors, should have a very wide experience of training, instructional methodologies and training strategies and at least three years of experience in training delivery as Lead Instructor. Senior Instructors are responsible for: course delivery to the highest standard with no direct supervision and minimal management support; 5/7
6 provide guidance to instructional staff, as required; training instructional staff to ensure the highest standards of delivery are achieved; conducting assessments of prospective instructors (OJT), Lead Instructors and Instructors; supervision and observation of instructors where required (continuous oversight and recurrent training of instructors); and supporting GAT Office and ICAO Programme Managers (i.e. ICAO Section Chiefs) in the development and delivery of ICAO s training programme Lead Instructor Lead Instructors must be exemplary in course delivery and are selected and assigned by GAT Manager based on their experience and records (operational and training experience), as well as ICAO training programme needs. Lead Instructors are the team leaders for specific training sessions and should have: good experience in training and instructional methodologies (at least three years as an instructor) and demonstrated skills in time management, teamwork, communication, planning and technological awareness; and conducted at least 10 courses as instructor (training and experience as an instructor will be evaluated by GAT Office against the ICAO Instructor Competency Framework). In addition to responsibilities for teaching courses during a training session, Lead Instructors are responsible for: a) setting up the training schedule and administrative coordination with other instructors and the host organization with respect to training facilities, work arrangements, administrative support, logistics, internal transportation, accommodation, etc.; b) providing assignments, guidance and supervision to other instructors to ensure quality of instruction meets training objectives; c) conducting course evaluation and providing report and feedback to GAT Manager; d) providing report and feedback to GAT Manager with respect to instructional team synergy performance and making recommendations as necessary; e) ensuring time management and training outcomes during assigned training courses as Lead Instructors, as well as consistency in course presentation and outcomes; and f) conducting learners evaluations and testing and providing report to GAT Manager. 6/7
7 11.3. Instructor ICAO-Qualified Instructors must have successfully completed the ICAO instructor training process (TTT and OJT phases). They are selected and assigned by GAT Manager to conduct courses based on their professional and training experience, as well as ICAO training programme needs. In addition to responsibilities for teaching courses during a training session, Instructors are responsible for: a) arranging, with the host State/organization s focal point, a brief coordination meeting prior to the commencement of the course; b) self-preparation for the delivery of the course; c) course delivery, following the work schedule designed for the course; and d) administering the final examination, advising the participants on the materials that may be used while writing the test and ensuring that participants adhere to the appropriate code of conduct during the examination period. 7/7
