MOTIVATION Compliant implementation of EU-TPD Bundesdruckerei is the current supplier of German tax stamps, offering a package of security features to fulfill the requirements of Art. 16. The security concept applied is a good option which is suited for the entire market. Bundesdruckerei is a solution provider for identity management, encryption tools, electronic signature and data security. Article 15 requires an independent third party to store all events and data. We are able to provide a customized solution for the stakeholders. Bundesdruckerei is a reliable partner for public authorities, especially the German Customs Authority for tobacco products. Our target is a sustainable compliant approach considering best practise based on our collaboration with the authorities. Together with our pilot partners, Bundesdruckerei will develop an efficient system approach which is scalable for the different requirements of the stakeholders. This guarantees compliant and efficient implementation of the TPD in 2019. 8
PROJECT OBJECTIVES Evaluation of TPD-compliant system solutions End-to-end solution On the basis of the tax stamp according to Art. 16 and an unconcealed standardised unique identifier according to Art. 15, an end-to-end track & trace system will be developed with a central database at Bundesdruckerei. The goal here is to demonstrate compliance with the requirements of the TPD. Depending on the manufacturer s requirements, the solutions supported include a serialized tax stamp with the UID (Phase 1) or a non-serialized tax stamp and directly marked UID on each pack (Phase 1A). Improvement of the current tax collection processes Development of modules for the digitisation of the tax assessment process on the basis of the centrally issued code used for TPD. End-to-end solution without a tax stamp Development of an approach for countries without tax stamps to ensure that the results are interoperable at international level. 9
