Summary Regioal Trasportatio Pla 2030 Madiso Metropolita Area & Dae Couty Itroductio Behid the idea of plaig is the belief that we have the ability to choose the kid of future we will have. While o oe ca precisely predict the future, it is possible to use our best kowledge ad our most effective tools to lay out a pla to produce the kid of regio we desire. Trasportatio plaig has bee uderway i the Madiso Metropolita Area ad Dae Couty sice 1961. The first trasportatio pla, called the Madiso Area Trasportatio Study, was adopted i 1970 ad focused o the Madiso Urba Area. Subsequet updates to the pla were completed i 1978, 1988, ad 1997 to address emergig issues ad treds affectig the trasportatio system. The last full update of the pla, called the Dae Couty Lad Use ad Trasportatio Pla (Visio 2020), represets a overall system-level pla that serves as a guide for eeded improvemets to all modes of trasportatio which icludes auto, truck, trasit, rail, air, bicycle, ad pedestria. This pla was reaffirmed i 2000 with o chages. While the pla is reviewed o a cotiuig basis, it is importat that a re-evaluatio occur to determie if the uderlyig assumptios, objectives, ad policies are valid today as a adequate pla for the future. I additio, the curret update of this pla is also i respose to the requiremets of existig federal rules that madate that regioal trasportatio plas for air quality attaimet areas like Dae Couty be updated every five years. Purpose The purpose of this documet is to summarize the major goals, key features ad cocepts, ad major recommedatios cotaied i the Regioal Trasportatio Pla 2030 for the Madiso Metropolita Area ad Dae Couty. A discussio of existig trasportatio treds, coditios, ad issues affectig the regio is cotaied i the full pla. Overall Goal The developmet of the year 2030 regioal trasportatio pla for the Madiso Metropolita Area ad Dae Couty was guided by the pla s followig overall goal: Develop a itegrated ad balaced lad use ad trasportatio system which provides for the efficiet, effective, ad safe movemet of people ad goods, promotes the regioal ecoomy, supports trasportatio-efficiet developmet patters ad the regioal lad use pla, ad provides mode choice wherever possible while ehacig ad, where relevat, preservig the character ad livability of the eighborhoods ad residetial areas where trasportatio facilities are located. This goal recogizes that the basic role of a trasportatio system is the safe movemet of people ad products ecessary to keep a commuity fuctioig. These demads ifluece ot oly the iteral structure of the trasportatio system but also how the Madiso Metropolita Area ad Dae Couty are liked to the rest of Wiscosi ad the rest of the atio. It is importat, therefore, to maitai mobility o key routes like the Iterstate system for through-traffic to places throughout Wiscosi ad beyod. The goal also recogizes that mode choice optios eed to be provided to meet existig ad future mobility eeds. I additio, the goal recogizes the iter-relatioship betwee lad use developmet ad the trasportatio system. The regio s lad use developmet patter plays a critical role i determiig the viability of mode choice optios ad the safety ad efficiecy of the trasportatio system. At the same time, trasportatio strategies ad ivestmets ca support the regioal lad use pla, the preservatio of eighborhoods, ad miimize udesirable impacts from the trasportatio system o the eviromet. Key Features/Recommedatios The key features of the regioal trasportatio pla are: Provide mode choice optios (trasit, bicycle, pedestria, ad arterial street ad roadway facilities) i meetig existig ad future travel eeds, ad i modifyig plas to meet chagig coditios. Cotiue to make the most efficiet use of the existig trasportatio system by utilizig: - Travel Demad Maagemet (TDM) Strategies such as carpools; vapools; trasit; alterate work hours; telecommutig; bicyclig support; fiacial icetives; ad parkig maagemet. - Trasportatio System Maagemet (TSM) Strategies such as access maagemet; itersectio improvemets; peak period curb-lae parkig restrictios; operatioal improvemets (traffic sigal coordiatio, freeway ramp meters, high-occupacy-vehicle (HOV) laes) ad icidet maagemet (crashes, costructio, special evets). - Itelliget Trasportatio Systems (ITS) such as traveler iformatio systems; emergecy vehicle sigal pre-emptio; icidet detectio ad respose; ad public trasportatio system techology (automatic vehicle locatio, automatic passeger couters, real time passeger iformatio, electroic fare collectio, trasit security, ad o-board vehicle coditio sesors). Cotiue a Madiso Metropolita Area trasit expasio emphasis, with ridership expected to icrease 30-40% by 2030 by establishig high capacity, fixed-guideway trasit service with complemetary express bus ad coectig local service i a East-West Trasit Corridor (e.g. Trasport 2020 Study Area). The expasio also assumes commuter trasit service (bus or rail) to selected villages ad cities outside of the Madiso Urba Area ad the improvemet of dowtow/uw campus area circulator service (bus or street-ruig rail (e.g. streetcar)) for residets, studets, employees, ad visitors. The pla evisios the evetual expasio of the fixed-guideway trasit system to other corridors (e.g., south) with sufficiet ridership potetial ad opportuities to help shape commuity developmet ad redevelopmet patters. Cotiue to improve ad expad upo the regioal system of park-adride facilities to support ride sharig ad trasit. Cotiue to pla ad provide for a cotiuous, itercoected roadway system that efficietly collects ad distributes traffic withi ad through the regio. (See Future Plaed Roadway Fuctioal Classificatio map.) Cotiue to accept somewhat higher cogestio levels (Level of Service D) durig the peak hours o streets ad roadways before givig cosideratio to buildig ew or expaded facilities. 1 (See the Appedices volume of the pla for Level of Service examples.) Cogestio growth is moitored ad traffic maagemet solutios (TDM, TSM, ad ITS) will be tried prior to ay cosideratio of expasio. If, followig these efforts, cogestio cotiues to grow ad have egative impacts o surroudig eighborhoods, capacity ehacemet optios will be studied. Capacity ehacemets may ot be always possible or desirable due to egative impacts. (See map of Recommeded Major Trasportatio Improvemets ad Studies.) Cotiue to seek preservatio of future travel corridors for pedestria ad bicycle use, trasit, ad roadways. I some corridors, simultaeous uses may be possible. Cotiue to provide high quality paratrasit service that meets or exceeds Americas with Disabilities Act stadards for persos uable to utilize accessible fixed-route bus service. 1 It is recogized that differet stadards of deficiecy are used o certai arterial roadways like the Iterstate ad WisDOT s backboe system. Cotiue to provide ad improve specialized trasportatio services (particularly outside the Metro service area) that provide basic mobility ad allow persos to access essetial services, ad strive for icreased fudig ad improved coordiatio of such services with Metro paratrasit service. Maitai ad recostruct existig roadways ad bridges i a maer that promotes safety, icreases efficiecy, ad mii- mizes lifetime costs. Develop a cotiuous, itercoected bicycle way etwork providig reasoably direct, ejoyable, ad safe routes betwee eighborhoods ad commuities throughout the regio. (See map of Bicycle Way System Pla.) Develop a cotiuous, itercoected pedestria facility etwork providig reasoable direct ad safe routes withi ad betwee eighborhoods to destiatio poits i all directios. Provide pedestria ad bicycle accommodatios alog ad across all streets as part of ew costructio ad recostructio where feasible ad appropriate i accordace with the U.S. DOT Policy o Itegratig Bicyclig ad Walkig ito Trasportatio Ifrastructure. Recogize limited fiacial resources available for use o the trasportatio system ad cotiue to ivestigate alterative meas to fiace local, couty, ad regioal trasportatio improvemets ad maiteace. Provide for the safe, efficiet, ad reliable movemet of goods withi ad through the regio by developig ad expadig trasportatio facilities to accommodate freight movemet ad to meet the chagig eeds of the regioal ecoomy. Provide for the maiteace ad costructio of structured parkig facilities as part of a itegrated ad balaced lad use ad trasportatio system. This icludes promotig parkig maagemet strategies that ecourage the use of alterative modes of trasportatio, while at the same time meetig user eeds. These features, which represet major policy areas i the trasportatio system, ca be combied i ways to produce certai effects withi the regio that ca also be described i a coceptual cotext. Key Cocepts Growth Area ad Activity Ceter Likage The pla seeks to maitai mobility ad accessibility optios throughout the regio. Figure 1 illustrates how the major employmet/activity ceters ad cities/villages i the Madiso Metro Area are itercoected by the preset system of arterial ad collector roadways, ad how these ceters ad commuities ca be served with a potetial rail ad express bus system with park-ad-ride lots. As the outlyig cities ad villages grow, rail service could be exteded i the future. Balaced Trasportatio Cocept The pla strives to icrease use of travel alteratives to drivig aloe ad miimize demad o the trasportatio system durig peak travel periods. This is especially the case for work trips to cetral Madiso ad for school trips. This makes more efficiet use of roadway capacity ad provides mobility choices for those who wish to use other modes rather tha a automobile or who do ot have access to a automobile. This pla also recogizes that the majority of trips made withi the regio will still be made by automobile for shoppig ad busiess, ad that modificatios to the roadway system will be eeded. Traffic Accommodatio Cocept The pla cotiues to accept somewhat higher traffic cogestio levels (Level of Service D), particularly durig peak hours. This is iteded as a meas of ecouragig travel durig off-peak periods, greater use of trasit ad carpoolig, ad lesseig the eed for expadig streets ad roadways. Travel o circumferetial routes (such as the South Beltlie) is accommodated as a meas to draw travel to these corridors wherever possible. Techiques of traffic egieerig ad safety improvemets are made to make existig streets ad roadways more efficiet i movig traffic. Higher mobility levels are also maitaied o the Iterstate system ad other key circumferetial routes to esure efficiet movemet of people ad goods throughout the regio. Traffic Directio Cocept The pla seeks to draw local auto through-traffic to local arterial major travel corridors as a way to reduce the amout of throughtraffic peetratig cetral Madiso eighborhoods ad other eighborhoods i the regio. Maitaiig mobility o key regioal routes like the Iterstate System ad the Beltlie is also importat i order to direct iter-regioal through-traffic to these corridors to reduce the potetial of iter-regioal travel o the local arterial system. Traffic calmig ad other trasportatio system maagemet techiques are ecouraged to reduce ad/or redirect traffic from local eighborhood streets ad other sesitive areas. I additio, the pla seeks to highlight the importace of preservig corridor lads, particularly rail corridors, for possible future travel uses. Growth Forecasts A uderlyig assumptio of the pla is that the populatio ad employmet of Dae Couty ad the City of Madiso will icrease i the future. Dae Couty s populatio is expected to grow at a moderate rate. Forecasts idicate a et populatio icrease of 153,450 or a icrease of 36% over 30 years. The City of Madiso s populatio forecasts idicate a et populatio icrease of 55,350 or a icrease of 26.6% over 30 years. The city s populatio is expected to grow slower tha the couty durig this etire period ad cotai 45.4% of the couty populatio i 2030 (see Table 1). Populatio forecasts are importat because they ifluece the size of the labor force, which i tur idicate the potetial umber of work trips which a area could geerate. Future projectios idicate that from 2000 to 2030, Dae Couty s labor force is expected to icrease 69,374 to a total of 325,125 reflectig a aual growth rate of 0.9%. The City of Madiso s labor force is expected to icrease 22% but at a slightly slower aual rate (0.7%) compared to the couty (see Table 2). Employmet treds ad forecasts are importat to the trasportatio system because they idicate the umber of work trips that a area will attract. Large shifts i employmet cocetratios ca alter overall travel patters that ca challege the ability of a trasportatio system to adjust to the shift. Summary-Regioal Trasportatio Pla 2030 4

Similarly, the City of Madiso s employmet is forecasted to icrease to 244,600 or a average of 1.04 % per year. Comparig the place of work employmet treds ad forecasts i Table 2 with the treds ad forecasts of the labor force, the amout of growth i employmet cotiues to outpace the growth i the labor force i Dae Couty ad the City of Madiso. To fill these jobs, more people from the commuities outside of the City of Madiso are commutig to Madiso for work. Similarly at a couty level, work trip commutig from adjacet couties ito Dae Couty are forecasted to early double from approximately 31,000 per day i the year 2000 to aroud 60,000 per day by the year 2030. 2 This icrease i work trip commutig will sigificatly icrease the amout of cogestio o the arterial roadway system without future improvemets to the trasportatio system ivolvig all modes (trasit, roadway, bicycle, ad pedestria).
