The state or certain institutes thereof belong to the largest customers in a country where a considerable ratio of the produced revenue is centralised. Each enterprise wishes the state to give several orders for and purchase a considerable amount from that enterprise. Several parties even expect that state to protect them from the effect of the merciless competition or to support their development and growth conceptions. Everybody wishes their own industrial sector were among the ones regarded preferential by the state and an important element of the economic policy. The state should purchase from me, help me, draw me out of the mire, but at the same time it should also remain modest and restrained, withhold the least possible revenue, reduce bureaucracy, furthermore, should not tie my hand, however, should reprimand others. In relation to today s crisis we can often see the opinion that the role of the state in the economy should be reconsidered. In accordance with the reasoning experiences show that the self-governing ability of today s global markets cannot be trusted. Greater, more determined state involvement is required, what is more, in this respect the framework of national states should also be overridden, since global problems see the current crises require a global solution. Naturally, the state involvement cannot grow beyond any limit we have already experienced what happens if we overdo something and discard the role of the market. How large should the role of the market and that of the state be? What ratio does the optimal solution mean? What ratio should be enforced in the separate fields of the economy and what does this mean in practice? Where can good patterns be found nowadays? Altogether: what is the ideal state from the aspect of economy? And if the ideal state can be described, does this exist, can this be created in reality, since people sit in governmental offices having well-defined abilities, information and interests The program of the XIX Chief Executive Officer s Meeting is primarily devoted to these issues, in the regular multilevel and multi-aspect approach.
