6:00 PM The 20 th General Council meeting of the 56th Elected Council of the Six Nations of the Grand River Territory was held on the above noted date held in the Council Chambers of the Administration Building, Ohsweken, Ontario, with Chief Ava Hill presiding. Open Creeks (2) LEARNING OUR LANGUAGE week 4 Brian Maracle in attendance to give a lesson on saying Thank-you in the Mohawk Language. Nya-wen historically only said to the Creator as all believed that it was duty to help one another without thanks.

There is no direct translation for please but there is phrase used and the translation means take pity on me (3) DELEGATIONS/PRESENTATIONS Chris Farenhorst, My Final Wishes Application to Solicit In attendance requesting permission from Six Nations Council to solicit by way of mail drops and invitations to group session. He is in the business of selling funeral pre-planning package and funeral or life insurance. Six Nations Council requests that Mr. Farenhorst submit references and a CPIC Criminal record check. Also questioned, in regards to insurance - Is there is a medical required? Depends on if you are applying for medical or non-medical. GC#434/06/24/2014 Moved by Robert Johnson and seconded by Mark Hill that the Six Nations Elected Council give Chris Farenhorst of My Final Wishes Permission to Solicit on the Six Nations Territory once he submits favorable references. Amendment Moved by B.Darryl Hill and seconded by Carl Hill that the Six Nations Elected Council give Chris Farenhorst of My Final Wishes Permission to Solicit on the Six Nations Territory once he submits favorable references and a CPIC Criminal Record Check. Vote on Amendment 7 IN FAVOUR 4 OPPOSED It is suggested that all Permission to Solicit applications should include that references and a CPIC check are required. (4) ADOPTION OF THE GENERAL COUNCIL MINUTES OF JUNE 17, 2014 GC#435/06/24/2014 Moved by Wray Maracle and seconded by Dave Hill to adopt the June 17, 2014 General Council meeting minutes as presented. (5) IROQUOIS CAUCUS STRUCTURE REVIEW PROCESS Councilor questions if the IC proposed tracking process could be used in some way within the SNC organization. A- It can be looked at. There should also be discussion about the Consultation Policy and finding a way to generate revenue instead of each community having to contribute. GC#436/06/24/2014 Moved by Robert Johnson and seconded by Carl Hill that the Six Nations Elected Council recommends that the amendments to the Terms of Reference presented on April 3, 21014 to the Iroquois Caucus be accepted with additional changes as indicated on June 24, 2014. 1. Section 11 add where possible after consensus. Chiefs not present should have proxies. 2. Section 12 add after consultation with the individual Iroquois communities after resolution

PAGE 3 (6) IFN DISCUSSION The question was Does Six Nations remain a member of the Independent First Nations? The coordinators position is no longer as of the end of this month due to the lack of funding. What will happen then? Some feel it is important to stay with the IFN if Six Nations drops out there is a high possibility that IFN will fold. Where will Six Nations portion of the funding for the IFN go? Chief Hill and Eliza Montour will investigate. GC#437/06/24/2014 Moved by Robert Johnson and seconded by Dave Hill that the Six Nations Elected Council withdraw membership with the Independent First Nations for the remaining term of the 56 th Six Nations Elected Council, effective immediately. 6 IN FAVOUR 5 OPPOSED COMMUNITY RECOGNITION Eliza Montour presented a criteria that can be used when choosing people for recognition by Six Nations Council. People or teams that have attained personal achievements and/or have made professional and personal contributions to the community GC#438/06/24/2014 Moved by Roger Jonathan and seconded by Robert Johnson that the Six Nations Elected Council adopt the Six Nations Elected Council Community Recognition criteria as presented on June 24, 2014 with the addition that the nominated individual must accept the nomination. GC#439/06/24/2014 Moved by Robert Johnson and seconded by B.Darryl Hill that the Six Nations Elected Council WAIVED SECOND READING on resolution GC#438/06/24/2014 PRESCRIPTION DRUG AWARENESS Health Canada submitted a call for proposals re: Prescription Drug Awareness. Proposal will include various training events for Six Nations Council staff to build on current skills and capacity to deal with prescription drugs in the community. GC#440/06/24/2014 Moved by Melba Thomas and seconded by Lewis Staats that the Six Nations Elected Council support the Six Nations Health Services Prescription Drug Awareness proposal to Health Canada GC#441/06/24/2014 SECOND READING on resolution GC#440/06/24/2014

PAGE 4 (7) JUNE 4, 2014 HUMAN SERVICES RECOMMENDATION GC#442/06/24/2014 Moved by Melba Thomas and seconded by Lewis Staats that the Six Nations Elected Council approve for signature the 2014-15 Memorandum of Understanding between Stedmans Hospice and Six Nations Health Services for the Palliative Care Outreach funding in the amount of One Hundred Eighty Three Thousand Five Hundred and Sixty Two dollars ($183,562.00) for fiscal year 2014-15. Further that Lori Davis Hill, Director of Health Services be given approval as the signing authority. GC#443/06/24/2014 SECOND READING for the approval of the Memorandum of Understanding for Palliative Care Outreach funding for fiscal year 2014-15, resolution GC#442/06/24/2014. Men s Field Lacrosse team seeking donation to assist with travel and accommodations while participating in the Men s Field Lacrosse Championships. This donation request will be put forward to the Six Nations Council donation committee for review and if necessary the following resolution is made: GC#444/06/24/2014 Moved by Robert Johnson and seconded by Mark Hill that the in event that the Six Nations Council Donation Committee cannot approve donation, the Six Nations Elected Council will approve an allocation of up to $6500.00 ($500 per member) in support of the Iroquois Nationals World Team participating the in the 2014 Men s Field Lacrosse Championships in Denver (Sherri-Lyn Hill Pierce Declares Conflict) GC#445/06/24/2014 Moved by Robert Johnson seconded by Mark Hill to WAIVE SECOND READING for resolution GC#444/06/24/2014 It is suggested that there should be funds set aside on Budget Day for special donation requests. Council has suggested the Leroy (Jock) Hill or historian Rick Hill be invited to attend the AFN for a portion of the meeting regarding Polishing the covenant chains. GC#446/06/24/2014 Moved by Robert Johnson and seconded by Lewis Staats that Rick Hill be invited to attend the AFN Annual General Assembly on July 15, 2014 at the expense of Six Nations Council. PAGE 5 Chief ask Council to think about the Election AFN for National Chief When should the Election be held? September 2014 or next July 2015.Will be discussed again on July 8, 2014. What would happen if the position of National Chiefs is left vacant? Chief Hill received an invitation to make opening and closing remarks at the National Aboriginal Trustees and Educators Gathering being held in Niagara Falls but is unable to attend due to prior commitments. GC#449/06/24/2014 Moved by Melba Thomas and seconded by Carl Hill that the Six Nations Elected Council WAIVE SECOND READING on resolution GC#447/06/24/2014 Councilor brings forward Community member concerns that other community members are pumping water out of open creeks. Is there an environmental impact? Chief to ask Clynt King to do a report on any environmental impacts that this may have. (7) MOTION TO ADJOURN TO IN-CAMERA GC#450/06/24/2014 Moved by Dave Hill and seconded by Wray Maracle that the Six Nations Elected Council adjourn the open session of the June 24, 2014 General Council meeting at 7:15pm.
