1 THE CONSTITUTION OF THE HUMAN RESOURCES CLUB East Central University Ada, Oklahoma PREAMBLE We the students, interested in the Human Resources Department at East Central University, do intend to create an organization whereby we may promote fellowship and collegiality among students and faculty and support the concerns and needs of people generally referred to as disadvantaged and advocate our belief in the dignity, worth, and potential of human beings. Article I. Name and Purpose Section 1. Name. The name of this organization shall be the Human Resources Club of East Central University, Ada, Oklahoma. Section 2. Purpose. The purpose of this organization shall be to further the spirit of unity among the Human Resources students, to bring about a closer relationship between faculty and student body, to help achieve and maintain a high social and scholastic standard. The Human Resources Club shall emphasize the need to create a social atmosphere for those students in the Human Resources Department, and provide meaningful projects that will benefit the students of East Central University and citizens in the community. Article II. Membership Section 1. Eligibility. Membership in the Human Resources Club shall be open to all official undergraduate and graduate students of East Central University. 1

2 Section 2. Privileges and Duties. Any student who has paid the prescribed dues shall be eligible to attend meetings of the club, and to vote. It shall be the duty of all members to respect the constitution of the Human Resources Club, and to cooperate in effecting its purposes. Article III. Officers Section 1. Names. The officers of this club shall be President, President-Elect, Secretary, Treasurer, Reporter, and Student Senate Representative. Section 2. Qualifications. Officers must be members in good standing of the club and available to serve the prescribed term of office. Section 3. Conditions of Office. a. The offices of President-Elect, Secretary, Treasurer, Reporter, and Student Senate Representative shall be filled by election one meeting prior to the last meeting of each regular semester. b. President-Elect shall assume office of President after serving or completing a term as President-Elect c. Officers shall assume their duties for a period of one semester immediately following their election. d. No officer may be elected to the same office for more than two (2) successive terms. e. Any officer missing three (3) consecutive meetings may be removed from office by a two-thirds vote of the members present at the next regular club meeting. 2

3 Section 4. Elections. The election of officers shall be conducted in the following manner: a. The President shall appoint a nominating committee at least one month prior to the last regular meeting of each semester. b. The nominating committee shall present and nominate a full slate of officers to the membership. c. Nominations may be made from the floor. d. Officers shall be elected by a simple majority vote of those present at the meeting. e. If the President cannot complete the term of office, the President- Elect shall succeed to the presidency. In the event the President- Elect cannot move up, a special election shall be called by the Executive Council. f. In the event of vacancies in any Club Office, the Executive Council shall call a special election to fill vacancies for the remainder of the term. (This Council shall be all elected officers of the Club.) Article IV. General Duties of Officers Section 1. President. The President shall be the chief elected officer of the Club, shall preside at all meetings, and shall appoint all standing committees for such period as deemed necessary. The President shall execute such duties as pertain to the office of as designated by the by-laws. Section 2. President-Elect. The President-Elect shall preside in the absence of the President and other such duties as designated by the by-laws. If the presidency shall become vacant, the President-Elect shall become 3

4 President and shall serve out the remainder of the prescribed term of office. Section 3. Secretary. The Secretary shall keep accurate record of the minutes of all meetings of the club and assist in all correspondence and reports. Minutes shall be placed in the official club file within one week of each business meeting. Section 4. Treasurer. The Treasurer shall have custody of all funds of the club and shall have a current financial report available at each club meeting. The Treasurer shall receive all membership dues and maintain an accurate record of all paid members of the club. Section 5. Reporter. The Reporter shall report all events and programs to the campus newspaper and other local media, upon the approval of a designated university official. The Reporter shall also be responsible for the distribution of all the club s posters and other publicity material. Section 6. Student Senate Representative. The Student Senate Representative shall attend all Student Senate meetings, represent the club, and report pertinent senate activities to club membership. Article V. Meetings The meeting date(s) and time(s) shall be established by a majority vote of the members present at the first meeting each semester. 4

5 Article VI. Amendments Section 1. Proposals to amend the constitution and/or by-laws may be initiated by a twothirds (2/3) majority vote of the members present at a business meeting. One week must elapse between the proposal of an amendment and the vote. Section 2. Amendments so approved shall become effective immediately and shall be added to the constitution by the Secretary. Article VII. Sponsors Section 1. The Club membership shall elect two (2) University-approved faculty sponsors from the Human Resources Department at the beginning of each Spring Semester. Section 2. The duties of the sponsors shall be to meet with the Club members and to serve as advisors to the Club and Executive Council. At least one advisor must be present at all meetings, both regular and specially called. 5

6 HUMAN RESOURCES CLUB BY-LAWS Section 4. Elections. a. Nominations from floor be made at next regular meeting. b. Consent of nominates must be obtained before name is placed on ballot. c. Full seats consisting of 2 persons per office. Article IV. General Duties of Officers Section 1. (President) a. Shall call all meetings to order and conduct meeting according to the following agenda. b. Shall ask for all officers to be present 10 minutes early at each meeting to verify records. Section 2. (President-Elect) a. As prescribed by constitution. b. To get necessary papers signed for sponsors to treasurers and turned into necessary offices. Section 3. (Secretary) a. As prescribed by constitution. b. To work with treasurer. c. To make sure each member and officers sign in at meetings. Section 4. (Treasurer) a. Treasurer shall keep records of dues and other payments by receipt book. b. Give list of paid members to Secretary. c. All bills to be paid by check only and only by treasurer and one sponsor. 6

7 Section 5. (Reporter) a. Put in campus paper and other electronic sources about new members joining. b. May make request to president for committee to help with posters on special activities. c. See that all posters are taken down the day after the event. d. Report on funds raised from different activities and donations made by local merchants. e. Work with university publicity office when off campus events are planned Section 6. (Student Senate Representative) a. If unable to attend Senate meetings, notify president or president-elect so that one of them can attend the meeting. b. Report to the club information discussed in Student Senate meetings Article V. Meetings Pass activities list will be provided for future use. Section 1. (Agenda) 1. Call meeting to order. 2. Reading of minutes. 3. Treasurer report. 4. Reports from other officers. 5. Reports from committees. 6. Old business. 7. New business. 8. Adjourn. 7
