FLAG SALUTE III. APPROVAL OF MINUTES OF FEBRUARY 19, 2014 and May 21, 2014 Due to a lack of an eligible quorum, the Minutes of February 19, 2014 could not be approved. IV. GALLERY OPENING NIGHT The Children s Art Gallery Opening was held on June 9, 2014. It was hosted by the CACE Committee. The Committee members will discuss their participation and the program. Recommended Action: No action needed. V. GRANT UPDATE Staff will provide an update on the status of the grant awardees and their projects. Recommended Action: No action needed VI. VII. RESOLUTION TO SUPPORT THE SMITHSONIAN AMERICAN LATINO MUSEUM ACT The House of Representatives (H.R. 1217) and the Senate (S. 568) have both introduced bills to establish an American Latino Museum at the Smithsonian s Arts and Industries building on the National Mall. Support is needed to pass these bills into law. Recommended Action: That the Committee discuss the merits of the bills and make a recommendation to City Council regarding adoption of a resolution in support of the bills. Unofficial until adopted by the July 16, 2014 Arts and Cultural Events Commission Action Item III Approve MINUTES ALHAMBRA CITY ARTS AND CULTURAL EVENTS COMMITTEE Regular Meeting Wednesday, May 21, 2014, 7:00 pm Alhambra City Hall, 111 South First Street Conference Room A, Second Floor The meeting of the City Arts and Cultural Events Committee was called to order at 7:04 p.m. May 21, 2014 at Alhambra City Hall, 111 S. First Street, Conference Room A, Alhambra, CA. I. ROLL CALL Committee Members Present: Johnson, Fukuda, Lau, Pemberton Committee Members Absent: Palm Also attending: Environmental Resources Director Jarvis. II. APPROVAL OF MINUTES OF FEBRUARY 19, 2014 and APRIL 16, 2014 The Minutes of February 19, 2014 could not be approved due to lack of an eligible quorum. President Johnson was not in attendance at the February meeting, Member Lau was not on the Committee, and Member Palm was absent from the May meeting. The February meeting minutes will return for action at the next meeting. On the motion of Member Fukuda with a second by President Johnson, the minutes of April 16, 2014 were approved with the following vote: Aye: Fukuda, Johnson, Lau Nay: none Abstain: Pemberton Absent: Palm III. GALLERY OPENING NIGHT The CACE granted the funds to conduct the art program, therefore the Committee discussed the possibility of attending the reception as representatives of the CACE, acting as hosts by serving the punch and cookies and mingling with the guests and having someone from the CACE address the crowd. President Johnson and Member Pemberton offered to bring home baked goods to compliment the store bought baked good and beverages that will be provided by the City. Member Lau asked staff to find out how many children are expected to attend so that she could try to arrange for copies of artwork that could be given to those in attendance. Staff will contact the curator to get an estimate of the number of students that will be in attendance. The Committee asked if this could be considered the meeting for June. Staff will look into that. On the motion of Member Fukuda, with a second by President Johnson the 1

Committee approved their attendance as hosts at the Gallery opening with the following vote: Aye: Fukuda, Johnson, Lau, Pemberton Nay: none Abstain: none Absent: Palm The Committee discussed who should address the crowd and introduce the CACE. On the motion of President Johnson, with a Second by Member Pemberton the Committee approved Member Fukuda as the speaker with the following vote: Aye: Fukuda, Johnson, Lau, Pemberton Nay: none Abstain: none Absent: Palm IV. STAFF UPDATES a. CACE Grant Awards Staff reported that the first checks were distributed to the grant awardees with the exception of one grantee group that did not return their compliance contractual agreement. The checks represent 50% of the granted funds. The balance of the funds will be released to the grantees upon receipt of their final report. President Johnson asked to be reminded who received the grants. Staff reported the following grants had been approved by the CACE: Baldwin Elementary School - Visual and Performing Arts Elementary Music Program - $1,500 (purchase Method Books for Elementary Music Students) Alhambra Educational Foundation - K-3 Instructional Music Program - $1,000 (performance or purchase of materials) Alhambra High School Thespian Club - Spring Musical - $1,500 (performance and purchase of materials) Ramona School - Ramona Elementary Guitar School - $1,000 (performance and purchase of materials) Staff reported that one grantee (Alhambra Latina Association) had not returned the contract documents and therefore the approved grant funds of $1,000 for the Dia de los Muertos celebration were not sent. b. Staff background Staff Jarvis introduced herself and provided a brief recap of her background. She stated that she has been with the City since 1989, when she started as the Cultural Arts Coordinator. Over the years she worked in every division of the Community Services Department and during the past six years led the Community Services Department as its Director. In addition to traditional roles within the Parks & 2

Recreation field, Ms. Jarvis produced a variety of special events for the City, including the Summer Jubilee, Summer Serenade, Fourth of July and many other festival activities. Ms. Jarvis holds a Bachelor of Arts degree from Cal State L.A. in Theatre Arts: Technical Emphasis. Prior to entering public service she spent many years working in the entertainment industry (theatre, film, video) in Chicago, New York and Los Angeles. She has worked in a variety of positions within the entertainment industry including electrician, gaffer, grip/dolly grip, set decorator, prop master, costumer, production assistant, assistant camera operator, associate producer to name a few and is an Actors Equity Association Stage Manager. Ms. Jarvis also holds a Masters Degree in Public Administration from the University of La Verne. c. Rose Float Staff confirmed that in conjunction with the theme of the 2015 Rose Parade, Inspiring Stories, the City s float entry will be Go For Broke in honor of the 442 nd Infantry Regiment, awardees of the Congressional Medal of Honor. (The history of this regiment was presented by staff at the April meeting.) Staff also informed the Committee that there would be a variety of activities promoting the theme beginning as early as September and these activities will most likely include a screening of a documentary film regarding the 442 nd Infantry Regiment, receptions, panel discussions regarding various elements of war and post war issues, opportunities to decorate the float and an intimate gathering of the family of the 442 nd Infantry Regiment members in conjunction with the float preparation. d. Movies in the Parks President Johnson asked for an update on the concept of funding a Movies in the Park program. Staff explained that City staff is working on launching a fundraising program to provide funds for programs such as this, but the fundraising program has not yet been launched. As a part of the fundraising program staff planned to look for funding to bring back the Drive-In Movie night at the Alhambra Park Bandshell, a program that was popular in the early 1990s. Staff stated that adding a program such as movies in the park, would be difficult at this time since the summer programs have already been set and promoted in the Leisure President. President Johnson suggested that this possibility be revisited next year. V. PUBLIC COMMUNICATION There were no public comments. VI. COMMITTEE COMMUNICATION President Johnson mentioned that the Committee was generally dark during the summer and wondered if it would be so again this summer. Staff Jarvis said that the summer meeting schedule is at the pleasure of the Committee. The Committee will address this issue in June. VII. ADJOURNMENT 3

APPROVAL OF MINUTES OF NOVEMBER 20, 2013 Member Fukuda had inquired if the Goudy Honda Mural had been completed, Secretary Paulson informed him that it had, and would provide photos at the next Committee meeting. Member Palm asked about the fees paid by Goudy Honda and Secretary Paulson said that the applicant can seek reimbursement for fees paid, based on invoices submitted to the City showing the cost of the mural. The reimbursement would only be in an amount equal to or less than what the developer paid in fees. Furthermore, the developer would need to record a covenant on the property which requires the owner to maintain the mural free of graffiti and weather damage for the life of the project. Member Fukuda moved, and Member Palm seconded that the Committee approve the minutes of November 20, 2013. Ayes: Fukuda, Pemberton, Palm Noes: None Abstentions: None III. 2014 CHILDREN S SPRING ART CLASSES 1

Committee Secretary Paulson introduced the proposal for the Library Art Classes, scheduled to begin in April. The classes would feature two instructors, and would take place on Monday and Tuesday evenings at 6pm, from April 7 through May 6. Children s Librarian Megan Wolf coordinates and runs this program. The Committee has received two proposals from returning artists Carlos Durazo and Susan Saunders, to again provide the materials and instruction for the classes. Carlos Durazo will be teaching children ages 5 to 8, the basics of acrylic painting and color theory, with each student completing three projects. Susan Saunders will be teaching children 9 to 12, in various artistic techniques and materials, with each student completing three projects. The Library will be conducting a lottery to accommodate the high demand for these classes, which can host only 28 students in total. The Committee discussed hiring Carlos Durazo and Susan Saunders at the same rate of $1,650 per instructor, to cover materials and labor to conduct the classes. The Committee also reviewed Susan Saunders proposal for preparing and displaying the completed works of art in the City Hall Lobby for the June art show, she is proposing that will cost $400. And finally, the Library is requesting additional assistance with purchasing wipe-clean fitted table covers and painter s tape to protect the tables, at a cost of $237.88. The total cost of the two instructors, the display cost, and the protective materials equals $3,937.88, which Secretary Paulson informed the Committee that it is within their budget. Member Fukuda moved, and Member Palm seconded that the Committee approve the hiring of Carlos Durazo and Susan Saunders at $1,650 each; the hiring of Susan Saunders to display the art at $400; and the protective materials at $237.88; in order to fully fund the 2014 Children s Spring Art Classes at the Alhambra Civic Center Library.
