Scope of the Project It covers delivery and installation of the following components : Reflective coloured identifying Bracelets with active and passive rfid tag. Suitcases to store the bracelets Redundant local Server in the emergency vehicle Control points installed in the emergency vehicle, in the central and southern access controls of the airport and in the emergency doors of 10 hospitals in the Comunidad de Madrid. 10.4 inches touch screen Tablets-PC WIFI, camera, etc with RFID HF reader, Installation of the electronic triage application as well as the alarms and reports that complete the project. Any software required will be installed in the main server, the tablet PC and the local server. Training: In-house training for every user involved in the project at any level. 5
Chronology of an incident Incident generation: Integration with Madrid/Barajas Airport GSR system (Gestión de Situaciones de Riesgo / Risk Management System). Emergy team Activation: Airport medical teams are mobilized and get the suitcases with the bracelets together with the emergency trolley located at AMA (Área Médica Avanzada /Advanced Medical Unit). Initial Triage at injured people area. The experts allocate bracelets following this codification : o o o o Black Level: Dead person Red Level: Priority: Immediate evacuation.. Yellow Level: Priority: Deferred evacuation Green Level: Lower evacuation priority Second triage at AMA: SAMUR stabilize the injured people and enter as many personal details as possible and a wider triage is carried out. Transfer to Hospitals: SUMMA decide which hospital and the system monitorizes the victims leaving the Airport in ambulances through the Southern and Central controls. Arrival at Hospitals: Each centre knows the estimated arrival time and the number of victims and their seriousness. 6

In an emergency situation, we define accident area as the place where the victims are located just after the disaster. Emergency staff tasks are related to the evacuation of victims. Injured people area The emergency teams get the victims to safety in this area, and it is from this place that the first quick evaluation of the victims takes place. For this reason and given that it is a stressful situation, we suggest a bracelet-based system (easy to place to the victim), which is automatically activated (they are activated as soon as they are taken out of the cover) and can be found in four different colours depending on the triage. So, as soon as the bracelet is placed, this sends an RF signal received by the system which allows a real-time and centralized recount of the number of victims classified by the level of emergency depending on the applied triage. Advanced Medical Area After the first classification, the victims are transferred from the injured people area to the Advanced Medical Area (AMA). A second medical triage takes place over there using a mobile device, tablet PC type, that not only allows recording the parameters but also giving some expert medical help based on the entered parameters. In this place and using the mobile device, the bracelet is linked to the patient by means of a passive RFID label adhered to the bracelet, the triage is carried out and if possible, other data are obtained from the patient, such as personal data etc. 7
Detailed description II SAMUR staff will stabilize the injured people before their transfer. To make SAMUR team tasks easier, the application developed by TREELOGIC has everything for its integration with SAMUR s Ortivus Mobimed EPR, and sends to it all personal, triage, and other possible data gathered by the application in order to enter them into the SAMUR system and avoid a manual enter. Evacuation-Ambulance Exist Areas through airport filters At this moment, Summa decide the destination hospital depending on the parameters. The bracelets carried by the victims include long-distance RF devices which, together with the appropriate receivers at the ambulance exit points of the airport,allow knowing exactly when the victims leave for the different Hospitals stated in the project. Comunidad de Madrid Hospitals Access control devices similar to the ones located at the ambulance exit points of the airport are being installed at the emergency doors of 10 Comunidad de Madrid Hospitals. The selected Hospitals are: Hospital de Torrejón Hospital, H. Universitario La Paz, H. General Universitario Gregorio Marañón, Hospital Clínico San Carlos, H. Universitario 12 de Octubre, H. del Norte Infanta Sofía (SS Reyes), H. Universitario de Getafe, H. del Sureste (Arganda del Rey), H. Infanta Leonor (Vallecas) y H. Infanta Elena (Valdemoro) These devices allow having real-time information concerning victims arrival at the different centres and having a central information system that tells us in which hospitals the victims are. 8

Victim Identification Bracelets Description of its component parts o o o Highly-visible bracelet that reflects a colour depending on the triage.
