s, s, Micropolitan s, and Combined s Brief Overview of the Classification The Office of Management and Budget (OMB) published the Standards for Delineating and Micropolitan s in a Federal Register Notice (75 FR 37246 37252) on June 28, 2010. That notice also provides information on the review process that preceded the adoption of the standards and an explanation of the key terms used in the standards. The 2010 standards replace and supersede the 2000 standards for defining and Micropolitan s. The Standards provided for the identification of the following statistical areas in Maryland: s (including s, where applicable) Micropolitan s Combined s s have at least one urbanized area of 50,000 or more population, plus adjacent territory that has a high degree of social and economic integration with the core as measured by commuting ties. Micropolitan Statistical areas have at least one urban cluster of at least 10,000 but less than 50,000 population, plus adjacent territory that has a high degree of social and economic integration with the core as measured by commuting ties. and Micropolitan statistical Areas are delineated in terms of whole counties (or equivalent entities). If specified criteria are met, a containing a single core with a population of 2.5 million or more may be subdivided to form smaller groupings of counties referred to as s. The classification includes 98.6 percent of the Maryland population about 97 percent in s and over one percent in Micropolitan s. Of 24 political subdivisions in Maryland, 19 are in seven s, and two are in Micropolitan s. Three jurisdictions (Caroline, Garrett and Kent Counties) are outside of the classification. If specified criteria are met, adjacent and Micropolitan s, in various combinations, may become the components of a complementary area called a Combined Statistical Areas. For instance, a Combined may comprise two or more Statistical areas, a and a Micropolitan, two or more Micropolitan s, or multiple and Micropolitan s that have social and economic ties as measured by commuting, but at lower levels than are found among counties within and Micropolitan s. OMB s standards provide for the identification of one or more principal cities within each s and Micropolitan statistical Area. Principal cities encompass both incorporated places and census designated places (CDPs). In addition to identifying the more significant places in each and Micropolitan in terms of population and employment, principal cities are also used in titling s, Micropolitan s and Combined 2

s. A principal city may be only part of a place if a portion of that place is outside of the or Micropolitan for which the place is principal. The geographic components of Maryland s and Micropolitan Statistical Areas and s are the State s 23 counties and Baltimore City. This appendix includes the following six lists and five maps that provide information on the statistical areas that are recognized under the 2010 standards using data from the 2010 Census of Population and Housing and the American Community Survey. List 1 is an alphabetical list by title of the nine s and Micropolitan Areas in Maryland with components. See Map 1. List 2 provides titles, codes, delineations, principal cities for seven s in Maryland. There are two s with components in Maryland that contain a total of six s. See Map 2. List 3 provides titles, codes, and delineations for three s with components in Maryland and their respective s. See Map 3. List 4 presents titles, codes, delineations and principal cities for Maryland s two Micropolitan Statistical areas. See Map 4. List 5 identifies the two Combined s located in Maryland and their component and / or Micropolitan s. See Map 5. List 6 identifies Maryland jurisdictions by,, Micropolitan, Combined and revisions from the 2000 Census. Guidance on Presenting Data for, Micropolitan and Combined Statistical Areas and Micropolitan s represent the basic set of county based areas under this classification. If specified criteria are met, divisions are delineated within s that have a single core with a population of at least 2.5 million. Not all statistical Areas this size will contain s. The criteria used to determine what counties are included in a are different from the criteria used to group counties in s, which represent the subdivisions of (larger) s. As a result, it is generally not appropriate to rank or directly compare s with s or Micropolitan s. 3

However, because of the large population concentrations represented by s, it may be desirable for some analyses, for example, to include s in a table in which s are ranked. It is appropriate to rank and compare s. Even though these areas represent subdivisions of (larger) s, they often function as distinct areas within s. Data users analyzing demographic and economic patterns, trends and processes within large s should also take into consideration data for specific s. Research and analyses that previously made use of data for Primary s should now use data for s. Combined s should not be ranked or compared with individual and Micropolitan s because they represent groupings of and Micropolitan s in multiple combinations. Codes for and Micropolitan, s and combined statistical Areas Codes for and Micropolitan s, Micropolitan s and are five digits in length. This replaces the four digit code previously used. Codes for and Micropolitan s and s fall within the 10000 to 49999 range and are assigned in alphabetical order by area title. s are distinguished by a five digit code ending in 4. Combined s codes are three digits in length. Combined codes fall within the 100 to 599 range. 4
