, e': '! -" INSTITUTE OF HUMAN RESOURCE ADVANCEMENT UNIVERSITY OFCOLOM130 _ BYLAWS OF THE EXECUTIVE DIPLOMA IN HUMAN RESOURCE'MANAGEMENT', By Laws made by the Council of the University of Colombo under Section 135 of the Universities Act No, 16 of 1978 its subsequent amendments BYLAWS 1 These By Laws may be cited as the Executive Diploma in Human Resource Management By Laws No (~ oj' ;)OlO PART 1- GENERAt 2 Subject to these By Laws, a student may be awarded the Executive Diploma in Human Resource Management (hereinafter referred as "Diploma") of the University of Colombo (hereinafter referred as "University"), if S/he (a) has been admitted to the Institute of Human Resource Advancement, University of Colombo (hereinafter referred to as the "Institute") as a student under the Institute of Human Resource Advancement Ordinance; (b) has been a duly registered student of the Institute for the period prescribed for course of'~tudy leading to the Diploma his reqistration continues to be in force; (c) has been selected to follow a course of study leading to the Diploma on being admitted as permitted by the Admission Criteria described in these By Laws; (d) " has completed -to the satisfaction of th~vice~chance!loi::the coursei6r\studyjoreath of the examinations leading to the final examination for the DiploMa prescribed 'by theseby Laws the Regulations Rules made by the University in respect of each of the examinations leading to the said Diploma ' (e) has passed all the examinations leading to the Diploma! ~, 1 '~- (f) has paid such fees as may have been prescribed by the Institute any other dues payable' by her/him to the Institute; (g) has fulfilled all other conditions requirements as may have been prescribed by these By Laws the Regulations the Rules of the University 3 ' There shall be a Coordinator appointed by the Director on the recommendation by the Board of Study on Human Resource Education Programs (hereinafter referred to as the "Board") the Academic Syndicate of the Institute (hereinafter referred to as the "Syndicate") It shall be the duty of the Coordinator to ensure the smooth conduct of the program S/he shall discharge hisl her functions under the direction supervision of the Director s/he shall be responsible to the Director for the due discharge of the functions S/he shall get the approval of the Director relating to the academic matters relevant-to the Diploma The Director shall, wherever appropriate, place such matters before the Board for its concurrence or prior approval 4 Applications to be considered for registration for the Diploma shall be invited by notice in the national newspapers public notices A person who whishes to become a cidate for the Diploma shall make an application with the payment of prescribed fees to the Registrar of the Institute (hereinafter referred to as the "Registrar") when the Diploma is advertised The application has to be on the prescribed form providing the information as s/he may be required to submit 5 Applications received by the Registrar shall be referred to the Coordinator of the programme The Coordinator, having examined the applications for necessary basic qualifications, shall call the cidates who have basic requirements for an admission test / or interview EDHRM - By-Laws -Executive Diploma
The cidates to be enrolled shall be recommended to the Syndicate for approval On acceptance by the institute a person shall forthwith register as a student of the Institute! University upon payment of the prescribed registration other fees The minimum period of registration for the Diploma programme shall be one academic year The period of re~istration shall be counted from the date of commencement of tile programme 7 A student who is accepted as a cidate for the Diploma programme shalt devote his! her time to his!her studies at the Institute atteno at, participate take part in at least such percentage of lectures, discussions, assign merits, field programs as prescribed by the Institute 8 No student shall keep away from classes or leave the isl, or withdraw from examination or a classroom! fi~ld program without prior written approval from the Institute Any student who breaches this provision will be dealt with discipliriarily debarred from entering an examination, final l or in-course 9 Th'e registration for the Diploma programme shall be deemed to have lapsed at the expiry of its period of validity The cidate whose registration has so lapsed may renew hisl her registration for a further period, after making any prescribed payment by the student, provided that sl he is considered eligible for such registration by the Institute However, no registration shall be renewed after the expiry of two academic years from the end of the first year of registration or such further period as may be decided by the Senate on the recommendation of the Syndicate Any such cidate shall be required to seek registration for Diploma programme afresh is sl he failed to obtain the diploma even after the expiry of the permitted period of registration,in competition with new application with new applicants, under rules in force at the time of seeking such fresh registration 10 Notwithsting anything stated to the contrary, the Institute shall have the right to cancel the registration of a cidate at any time for cause assigned 11 The eligibility conditions: to apply for adrnlssion as a student to the Diploma of the Instituterests (1) (2) 12 ~: 13 on the followinq Three passes in GeE (AIL) examination Five years of working experience after obtaining or Any other qualifications acceptedbythe Institute the above educational qualifications Subject to these By Laws, the minimum period of study for the Diploma shall be one academic year The Diplorna course shall consist of courses prescribed University by these By Laws, Regulations Rules of the 14 The subjects, the - number of examination papers, the structure elf each paper, courses of study, syllabuses in each subject the structure of examination leading to the Oiploma shan be those set out in the " Schedules to these By Laws 15 The Senate shall have the authority on the recommendation of the Syndicate, to amend, add to', vary repeal the subjects, number of papers, the structure of each paper, course of study syllabuses set out in the Schedule by regulations passed for the purpose relating to any of the examinations leading to the Diploma Due notice shall be given to the stuclents of any such amendments, changes or additions 16 Unless the Senate otherwise decides on the recommendations of the Syndicate, each of the examination leading to the Diploma shall be held once for each batch of students on the completion of the reievant course of study A student shall not be permitted to take an examination unless the Director of the Irstitute shall have certified that s/he has completed the Course! Courses of study for the examination by attending such proportions of tutorial classes other forms of instructions in the subject matter of each paper for that examination as may be prescribed by the Senate of the University
,, j, - 17 The examinations prescribed by these By Laws shall be conducted by a Board o{exanllnelrs'appointed by the Council of the University on the recommendation of the Senate the Syndicate,()nh5~institute ' ')'\, The Board of Examiners, ' a) shall have the power, if the Senate has so decided on the recommendation of the Syndicate, to test any cidate in writing J or orally or to adopt any other forms at evaluation, b) may take into consideration the tutorials, assignments, classroom presentations, practical coursesjfield work done during any course of study by each student prescribed for any of the examinations 18 A cidate shall present himl herself for each examination leading to thediploma on the first occasion on which the, examination is held after the completion of the course of study for that examination However, that it shall be within the power of the Senate, on the recommendation of the Syndicate, to permit any student to sit on a subsequent occasion if s/he has been prevented tram sitting the examination due to illness or any other reasonable cause L 19 A cidate shall be deemed to have sat the scheduled examinations after thecoltlpletion of the course of study irrespective of the fact whether slhe has actually sat or not, unless the Senate is satisfied that s/he has been prevented from sitting the examination due to illness or any other reasonable cause 20 A cidate who fails to complete any other Parts of the Diploma' examinationin the first attempt shall be eligible to re-sit that Part! Parts, or the exarnlnation Paper/ Papers, as the case maybe, on the next two (02) consecutive occasions 21 No cidate may forgo an attervpt unless slhe is exempted by the Senate on the recommendation of the Syndicate on medical or other grounds If however, a cidate forqoes a chance witpout the permission of the Senate that chance too will be considered as an attempt exhausted " ' 22 No cidate shall be considered to have passed the Diploma examination unless slhe has passed the examination as prescribed by these By Laws any other regulations Rules made by the ' University ' ' 23 Scheme of Examination: PARTII':'" EXAMINATION 231 Th~ Diploma examination shall consist of such number of examination papers as prescribed in Schedule'\- within two Semesters, the Extended Essay Each examination paper shall be of such duration as decided by the Board Syndicate 232 The maximum marks awarded for each of the above papers shall be 100% marks will be allocated as follows: ' 233 ExtendedEssay Participation for lectures 10% In-course evaluation 30% Written test 60% <2331 The topic of the Extended Essay to be submitted by each 'students at the Diploma examination should be approved by the Board 2332 The Extended Essay should be prepared under the supervision of a supervisor appointed by the Board 2333 TheExtended Essay should be minimum of A4 size 25 pages (excluding Fi~ures, Tables, Charts Annexes etc) as instructed by the Board 2334 The maximum marks awarded for the Extended Essay shall be 100% EDHRM - By Laws - Executive Diploma
Determination of Results 4 241 Grades A cidate's performance in each paper shall be graded according to the following criteria: A - 75% to 100% B 60% to 74% C 50% to 59% D, 40% to 49% E - 39% or less 242 Pass Mark: The Pass Mark in each paper shall be 50%" 243 Pass A cidate shal/ be deemed to have passed the Diploma Examination if a) s! he has passed all subjects in both semester examinations; or slhe has passed at least three subjects obtain one 'D' grade in the remaining subjects in eachsemester examination b) s/he has passed the Extended Essay 244 Conditions for completion of the examination A cidate who has not passed at least two subjects in one semester examination shall be deemed to have failed that semester examination A cidate who passes in only two subjects of a Semester examinatlon shall be deemed to be referred in the subjects in which s/hefailed, slhe shall sit for the referred subjects in the next Semester examination 2441 A cidate' who has not passed at the first sitting shall be allowed to repeat on' two subsequent attempts withiri the next two academic years, for the whole examination or the referred subject/ subjects as the case may be 2442 A repeat cidate who subsequently satisfies the requirement of section 243 or 244 above on repeating the examination, passes in his referred subject/subjects or the whole examination as the case may be, ata subsequent sitting, shall be deemed to have passed the Diploma Examination 2443 A referred cidate is also eligible to retain one "D" grade for a subject in each semester examination except for the Extended Essay 245 Any student who does not obtain a pass at the Diploma Examination within three (03) Academic Years from the date on which 51 he was first registered as a Diploma student shall cease to be a student of the Institute unless the Senate of the University declded otherwise on a recommendation of the Institute 246 Merit Pass Distinction Merit pass shall be awarded to cidate who satisfies the followinq minimum conditions passes in all SUbjects in the first attempt an overall average score of 65% or more I II' Distinction Pass shall be awarded to cidate who satisfies the following minimum conditions passes in all subjects in the first attempt (or deemed first attempt) with an' over~1i average score of 75% or more
I PART III'-INTERPRETATION 5, ',, 25 Unless the context otherwise requires, in these By Laws U University" means the University of Colombo established under the Universities Act NO16 of 1978 as,: amended "Council" means the Council of the University of Colombo constituted by Act No16 of 1978 as amended "Senate" means the Senate of the University of Colombo constituted by the Universities Act No 16 of 1978 as amended "Institute" means the Institute of Human Resource Advancement established under the Ordinance NO1 of 2006 for the Institute of Workers' Education established under the Ordinance NO11 of 1979 made by Universit~ Grants Commission, "Director" means the Director, Acting Director of the Institute or Hr1Y other Officer authorized by the University to perform the duties of the Office of the Director-of the Institute I j~ "Registrar" means the Registrar, Acting Registrar; Deputy Registrar, Senior Assistant Registrar, Assistant Registrar or-any: other Officer authorized to perform the duties of the Office of the Registrar for the Institute "Syndicate" means the Academic Syndicate of the Institute "Board" means the "Board of Study on HUman Resource Education Programs" ofthe In~titute 26 27," The "Executive Diploma in Human Resource Management" is abbreviated,as ': EDHRN1" : " ' - ~ ", The-Vice Chancellor of the University shall have the authority, in consultatton of the Director of the Institute, to take such action or give such direction not inconsistent with the principles underlying the provisions of these By Laws, as appears to him/ her to be necessary or expedient for the purpose of removing any difficuities that may' arise in the interpretation of these provisions or for which there is not 'provision in these ~~, 28 Any question regarding the interpretation of these By Laws shall be referred to the Council whose decision thereon shall be-final ' SCHEDULE: Semester 1, '
