1 Degree of Bachelor of Information Technology 1 By-Laws made by the University of Colombo under section 135 of the Universities Act No. 16 of 1978 and its subsequent amendments. BY-LAWS These By-Laws may be cited as the amended By-Laws of the Degree of Bachelor of Information Technology By-Laws No 09 of 2000 and shall come to effect from Part I General 1. A person may be registered as a candidate preparing for the examinations leading to the Degree of Bachelor of Information Technology if he/she, (a) i) has passed the Advanced Level in one sitting OR ii) has completed the theoretical components of the Foundation in Information Technology courses conducted by the University of Colombo School of Computing. OR iii) has obtained any other academic qualification deemed equivalent by the Senate and has passed a selection test; (b) has passed the Ordinary Level with three credits including Mathematics and English. 2. Subject to these By-Laws, a person may be awarded the Degree of Bachelor of Information Technology, if he/she, (a) has been a duly registered candidate for the periods prescribed for the course of study leading to the Degree of Bachelor of Information Technology; (b) has passed the Degree of Bachelor of Information Technology Examinations as set out in Part II, Rules and Regulations; (c) has paid such fees as may have been prescribed by the University and any other dues payable by him/her to the University; 1
2 (d) has fulfilled all other conditions and requirements as may have been prescribed by these By-Laws and the Regulations and Rules of the University. 3. Subject to these By-Laws, the minimum period for which a candidate should be a registered candidate for the Degree of Bachelor of Information Technology shall be 3 academic years; the maximum period of registration for each year of study (1 st, 2 nd and 3 rd years) shall not exceed five (05) years from the initial registration of the corresponding year of study. The maximum period condition will be effective from The course of study leading to the award of the Degree of Bachelor of Information Technology shall consist of Compulsory Courses, Optional Courses, Enhancement Courses and continuous assessment components as set out in Regulations. Each Course shall have a Credit value as set out in Regulations. Each student shall register for all Compulsory Courses and some Optional Courses and Enhancement Courses such that the number of Courses contributes to at least 30 Credits per year of study. 5. The list of courses, the syllabi and the nature of the examination for each course shall be those set out in Regulations and the Senate shall have power, on the recommendation of the Board of Management of the University of Colombo School of Computing to change, to amend or to add to or to delete from the list of courses or the syllabi or the nature of the examination for each course provided notice of at least 12 calendar months is given of such change. 6. Each course examination leading to the Degree of Bachelor of Information Technology shall be conducted at least once in each Academic Year, by a Board of Examiners approved by the Senate and Council constituted for the conduct of each such Examination. The University reserves the right to hold the course examinations at any time during a year. 7. The Board of Examiners may test any candidate by means of written / electronic / oral / practical examination or any other form of evaluation as specified in the Regulations. 8. A candidate who does not pass a course examination as defined by the By-Laws at the very first occasion when he/she sits such course examination, due to a score below the pass mark shall, be deemed thereafter to be a Repeat Candidate in respect of such course examination. Such a repeat candidate shall be eligible to sit such course examination, according to the courses and syllabi in force at the time of repeating the examination. 2 2
3 Part II Degree of Bachelor of Information Technology Examinations 3 9. The Examinations leading to the award of the Degree of Bachelor of Information Technology shall be as follows: 9.1 First Year Examination Each candidate shall sit during his First Year of study, number of courses (as specified in the Regulations), relating to Semester 1 and Semester 2 and be subjected to continuous assessment. Any candidate who obtained a minimum GPA (Grade Point Average) of 1.5 at the First Year course examinations may proceed to and register for the Second Year. 9.2 Second Year Examination Each candidate shall sit during his Second Year of study, number of courses (as specified in the Regulations), relating to Semester 3 and Semester 4 and be subjected to continuous assessment. Any candidate who obtained a minimum GPA (Grade Point Average) of 1.5 at the Second Year course examinations may proceed to and register for the Third Year. 9.3 Third Year Examination Each candidate shall sit during his Third Year of study, number of courses (as specified in the Regulations), relating to Semester 5 and Semester 6. The examination for the project shall consist of the project report and its defence. 10. Each course examination leading to the award of the Degree of Bachelor of Information Technology on each course as set out in Regulations, carries a maximum mark of A candidate shall not re-sit a course examination if he/she has already passed the course or completed the degree. 12. The pass mark for Enhancement course examinations shall be not less than 50%. 13. The medium of Instruction as well as that of Examinations shall be English language and the medium for correspondence shall also be English language. 3
4 Part III Finality Any question regarding the interpretation of these By-Laws shall be referred to the Council whose decision thereon shall be final. In the case of matters which are not covered by these By-Laws, the existing procedures adopted by the University of Colombo shall be applicable. Notwithstanding anything stated to the contrary, the Senate shall have the right to cancel at any time the registration of a candidate for causes assigned. Part IV Provisions to Remove Unforeseen Difficulties 15. The Vice Chancellor of the University shall have the authority in consultation with the Director of the School to take such actions or give such directions not inconsistent with the principles underlying the provisions of the bylaws as appears to him/her to be necessary or expedient for the purpose of removing any difficulties that may arise in the interpretation of the provisions or for which there is no provision in these bylaws. Part V Interpretation 16. In these By-Laws, unless the context otherwise requires: Higher Educational Institution means the Higher Educational Institution within the meaning of the Universities Act. No.16 of 1978 and its subsequent amendments or such other institution as may be deemed by the Council to be of equivalent status. Council means the Council of the University of Colombo constituted under the provisions of the Universities Act. No. 16 of 1978 and its subsequent amendments. Senate means the Senate of the University of Colombo constituted under the provisions of the Universities Act. No. 16 of 1978 and its subsequent amendments. School means the University of Colombo School of Computing, The Board of Management means the Board of Management of the School, Registrar means the Registrar, Acting Registrar, Deputy Registrar, Senior Assistant Registrar, Assistant Registrar or any other officer authorized to sign for and on behalf of the Registrar of the University of Colombo. Regulations mean the Regulations made by the Senate of the University of Colombo under Section 136 of the Universities Act No. 16 of 1978 and its subsequent amendments. 4
5 5 This Regulations is subject to approval from the Senate of the University of Colombo. Degree of Bachelor of Information Technology Regulations made by the Senate of the University of Colombo under Section 136 of the Universities Act No.16 of 1978 as subsequently amended and read with the University of Colombo School of Computing Ordinance No. 1 of 2002 as last amended by the University of Colombo School of Computing (Amendment) Ordinance No 01 of REGULATIONS These Regulations may be cited as the amended Regulations of the Degree of Bachelor of Information Technology Regulations No 09 of 2000 and shall come to effect from Part I- Academic Programme 1. The Course Code assigned to each Course, the title of each such Course, the number of Credits or Credit Value Equivalent assigned to each Course and the year in which each course is being offered shall be as given in SCHEDULE of this Regulations. 2. The syllabus applicable to each course shall be as prescribed by the School from time to time and as approved by the Academic Syndicate/Senate. 3. Criteria for a Pass at the Degree of Bachelor of Information Technology Examination A candidate shall be deemed to have passed the Degree of Bachelor of Information Technology Examination if he/she has, (a) a minimum of 90 Credits with at least 30 Credits from each of the three years; (b) at least C grades or pass mark for courses aggregating to at least twenty(20) credits from each year; (c) a minimum Overall GPA of 2.00 in the three years; (d) a grade not inferior to a C for the third year Individual Project and a grade not inferior to D for all other courses in each year of study. (e) a pass mark for each enhancement course identified in Regulations. 4. A candidate, who fails to obtain a pass in the Degree of Bachelor of Information Technology Examination as specified in section 3 above, may be allowed to re-sit any course examination subject to conditions specified elsewhere in these By-Laws. If the candidate does not pass at the final year project, he/she shall be required to re-submit the project report and/or re-appear for the defence as determined by the Board of Examiners. A candidate who fails to satisfactorily complete any continuous assessment component in respect of each year may be required to repeat such component. 5

Each course examination and the project shall be graded according to the following scheme: Grading for Enhancement Courses: Marks Grade Points Value A A A B B B C C C D D D E 0.00 Marks Grade PASS 0-49 FAIL The Grade Point Value (GPV) corresponding to the percentage score obtained by a student in respect of each such Course in the case shall be multiplied by its Credit Value and weighted across all Courses to obtain the Grade Point Average (GPA = (GPV*Credits)/ Credits) rounded to the second decimal place, of all the contributing Courses of the student. Such courses shall satisfy the minimum 30 Credits per academic year as prescribed in SCHEDULE. 6. Award of Classes A candidate who has passed the Examinations leading to the Degree of Bachelor of Information Technology within the minimum stipulated time period may be placed in the First Class, Second Class (Upper Division) or Second Class (Lower Division), as the case may be, on the results of the Examinations taken together. 6.1 Eligibility for Award of Classes In the case of a candidate who repeats any course examination, the percentage score to be taken into consideration in determining the award of class shall be limited to 50% for a course examination unless the Senate decides otherwise. 6.2 A candidate is eligible to be placed in the First Class if he/she has passed the Degree of Bachelor of Information Technology as set out in sections 3 and 6: (i) obtained a minimum overall GPA of
7 7 (ii) an B grade for the final year project. 6.3 A candidate is eligible to be placed in the Second Class (Upper Division) if he/she has passed the Degree of Bachelor of Information Technology as set out in sections 3 and 6: (i) obtained a minimum overall GPA of 3.25 (ii) a minimum of a B grade for the final year project. 6.4 A candidate is eligible to be placed in the Second Class (Lower Division) if he/she has passed the Degree of Bachelor of Information Technology as set out in sections 3 and 6: (i) obtained a minimum overall GPA of 3.00 (ii) a minimum of a B grade for the final year project. 6.5 The University shall publish the names of candidates who are eligible to be awarded the Degree of Bachelor of Information Technology. Each candidate, whether he/she has passed or not, shall be provided with a transcript giving details of the grades, GPV and GPA he/she had obtained and the final result including classes, if any, provided that, he/she makes an application for such transcript in the prescribed manner. Part III Award of Diplomas 7. A candidate who has obtained a minimum GP of 2.0 for each of the courses and has satisfactorily completed continuous assessment in the First Year as specified in SCHEDULE shall be awarded the Diploma in Information Technology. A candidate who has obtained a minimum GP of 2.0 for each of the courses and has satisfactorily completed continuous assessment in the Second Year as specified in SCHEDULE and has obtained the Diploma in Information Technology shall be awarded the Higher Diploma in Information Technology. 7
