At the present time, the department ffers tw PhD areas f specializatin within the Urban Educatin Dctral Prgram: Adult and Cntinuing Educatin Leadership, which fcuses n leadership in the field f adult, cntinuing educatin, and human resurce develpment, and Educatinal Administratin, which fcuses n elementary and secndary educatinal administratin We prpse t separate the specializatin f Adult and Cntinuing Educatin Leadership and change the name t Adult Educatin and Human Resurce Develpment int a stand alne individual PhD prgram, hused within the Department f Administrative Leadership in the Schl f Educatin. The primary missin f the PhD prgram in Adult Educatin and Human Resurce Develpment will be t prepare reflective administrative practitiners and leaders f a wide variety f urban rganizatins fr leadership psitins in urban pstsecndary educatinal institutins (e.g., cmprehensive clleges and universities, vcatinal and technical schls, tw-year centers, etc.), health care rganizatins, business and industry rganizatins, cmmunity agencies, religius rganizatins, and thers. Adult educatrs and human resurce develpment leaders in psitins in rganizatins and institutins in urban settings require them t receive research-based preparatin t fill several rles within these rganizatins such as Prfessr and Schlar, Administrative/Manager, Prgram Planner/Develper, Instructr/Trainer, Cnsultant, Cunselr, and thers. This PhD prgram will prvide dctral students t acquire well-develped persnal and educatinal philsphies, a depth f understanding and knwledge f educatin as a scial institutin, a brad range f prfessinal experiences in a number f institutinal prgrams and activities, a sund understanding f human and rganizatinal develpment thery, and well-develped educatinal leadership and analytic skills.

Presently the Department f Administrative Leadership manages tw specializatins under the umbrella f the Urban Educatin Dctral Prgram Adult and Cntinuing Educatin Leadership and Educatinal Administratin. The adult educatin specializatin cnferred 12 dctral degrees in the past five years. A stand alne PhD prgram t in adult educatin and human resurce develpment is nt ffered in the state f Wiscnsin. There are three primary reasns fr seeking an entitlement t grant a Dctr f Philsphy in Adult Educatin and Human Resurce Develpment: 1) strengthen ur natinal identity and ur students prfessinal identity, 2) increase ur flexibility in recruitment f diverse students and faculty, and 3) mre effectively and efficiently advise and retain the students currently in the prgram. Strengthen ur Natinal Identity and ur Students Prfessinal Identity We base ur assumptins related t ur prgram identity in the fllwing ratinale: (a) being a specializatin within a prgram we are nt a pririty fr marketing purpses and (b) expanding ur name t adult educatin and human resurce develpment makes us mre cmpetitive with ther prgrams in the natin. Althugh faculty members in the specializatin are natinally knwn and are prductive schlars, the prgram has been less visible natinally because the name f the specializatin is hidden behind the urban educatin umbrella dctrate. Marketing materials such as website, brchures, and flyers shw us as ne f the specializatins amng seven thers. When perspective students lk fr ur prgram thrugh web search, specifically related t ur fcus areas, ur prgram gets lw pririty in the search. Due t changes in the business wrld, the wrkfrce and higher educatin have driven academic prgrams f adult educatin and human resurce develpment in the U.S. t becme mre integrated as part f the missin f institutins f higher educatin. Expanding the name f the degree t include adult educatin and human resurce develpment will strengthen ur natinal identity and ur students prfessinal identity. Students will be mre versatile and marketable when lking fr a jb.

As a specializatin under the umbrella f Urban Educatin, students natinally have had difficulty finding the prgram. The name change will facilitate student and faculty recruitment by making this degree ptin mre cmparable t, and therefre mre cmpetitive with, similar prgrams arund the cuntry. Often, degree prgrams with general titles (e.g., Educatin) d nt adequately cnvey the availability f varius degree ptins. Effectively and Efficiently Advising and Retaining Students Currently in the Prgram We are especially cmmitted t recruiting and retaining students frm histrically underrepresented grups in adult educatin and human resurce develpment. A specific degree with this emphasis wuld facilitate ur marketing effrts and wuld enhance ur recruitment f a diverse student bdy interested in becming adult educatrs and leaders specializing in urban research, thery, and practice. A separate degree ptin will facilitate the recruitment and retentin f quality students frm all backgrunds and experiences by prviding a visible degree ptin with clearly defined gals and bjectives. With respect t faculty recruitment, ur gal is t attract the mst highly qualified prfessrs int ur department. We are interested in recruiting faculty with a strng interest in research n urban issues in adult educatin and human resurce develpment, wh are cmmitted t the challenges f urban envirnments. By ffering a Ph.D. in Adult Educatin and Human Resurce Develpment it will be clearer t prspective student applicants, and faculty recruits that we are a training prgram in adult educatin and human resurce develpment wh specialize in urban settings. 2. The investment in prgrams includes: elevating the quality and cmprehensiveness f graduate (and undergraduate) prgrams; increasing the number f dctral prgrams, develping cherent strength and natinal schlarly reputatin fr prgrams, increasing schlarship, and increasing recruitment f students frm a brad array f backgrunds. The Missin f the Schl f Educatin at UWM is t prvide leadership and inspiratin fr learning and human develpment in urban cmmunities. The Department f Administrative Leadership supprts this missin and seeks t expand its current fferings in the areas f leadership t include a PhD prgram in Adult Educatin and Human Resurce Develpment. Prviding leadership preparatin in this area relates directly t the leadership missin f the Schl f Educatin. In additin, the prpsed PhD. degree relates directly t the department missin: "The Department f Administrative Leadership cntributes t the develpment f cmpetent, inquiring educatinal leaders, particularly fr service in urban metrplitan areas. These leaders require advanced preparatin t meet the brad spectrum f learning needs that exist in tday's dynamic and cmplex sciety." The prpsed degree prgram is als cnsistent with the missin f the Schl f Educatin as stated in its strategic plan t "prvide leadership and inspiratin fr learning and human develpment in urban cmmunities."

The University f Wiscnsin Madisn used t have a multi-disciplinary prgram (Cntinuing and Vcatinal Educatin [CAVE]), but this prgram was phased ut in 2004 and this area f study was hused within the Department f Educatinal Leadership & Plicy Analysis. Our prgram will be the nly PhD prgram in the UW System fcusing n adult educatin and human resurce develpment. 5. If this prgram will be supprted by unusual resurces, prvide descriptin. T initiate this PhD prgram the Department f Administrative Leadership will need additinal resurces. At the present time we have faculty members in ur department wh have backgrund in adult educatin and human resurce develpment (HRD). At the present time we nly have ne faculty member with a research agenda in HRD. We anticipate that we will need 1 new faculty psitin in HRD. Additinally, we will need ne clerical/supprt persn t handle the admissins and applicatin prcesses. Currently, the Department f Administrative Leadership has ne administrative assistant. Our Department is develping plans fr three new PhD prgrams. T supprt new faculty, students and increased admissins we will need additinal clerical resurces. We plan that ne clerical persn can handle the admissins fr all three new PhD prgrams. Finally, we anticipate that we will need additinal ffice space fr new faculty and start up marketing funds t advertise and prmte the new prgram.
