1. ANNOUNCEMENT / INVITATION The Fédération Française des Sports de Glace and the Club Olympique de Courbevoie are pleased to announce the Rooster Cup 2017, an International Figure Skating Competition for Novices and Young Skaters (Girls and Boys). - Advanced Novice Girls/Boys, born between 01.07.2001 and 30.06.2006 Short Program and Free Skating - Pre-Novice Girls/Boys, born between 01.07.2003 and 30.06.2006 Only Free Skating - Cub Girls/Boys, born between 01.07.2006 and 30.06.2008 Only Free Skating - Chick Girls/Boys, born after 30.06.2008 Only Free Skating 2. GENERAL REGULATIONS The competition Rooster Cup will be conducted in accordance with the ISU Constitution and General Regulations 2016, the ISU Special Regulations & Technical Rules Single and Pair Skating 2016 and ISU Communication n 2024, as well as pertinent ISU Communications. Participation in the Rooster Cup 2017 is open to all competitors who belong to an ISU Member, and qualify with regard to eligibility according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 3 c) for Novices and they meet the participation, citizenship and residency requirements in Rule 109, paragraphs 1 through 5 and relevant ISU Communication 2030 or any update of it. Citizen / Residence requirements and Clearance Procedure In accordance with Rule 109 of the ISU General Regulations and ISU Communication 2030 all skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate. Passports of all novice skaters, as well as the ISU Clearance Certificate, if applicable, must be presented at the accreditation of the event for verification. The Advanced Novice Competitors must be entered through their respective Member Federation with a maximum of three skaters per category. For the French Clubs the entries will be by FFSG, CSNPA or Invitation. Entries for the other categories (Pre-Novice, Cub and Chick) may be accepted in each category by Clubs which are members of National Figure Skating Federations associated with ISU with a maximum of three skaters per category and a maximum of four skaters by country. The organizing committee reserves the right to give priority to Federations entering skaters in these categories. For the French Clubs the entries will be by FFSG, CSNPA or Invitation. The total number of entries will be limited to 150.

Short Program : Free Skating : 2 min.20 sec. (+/-10 sec.) Girls : 3 min (+/- 10 sec.) Boys : 3 min 30 sec. (+/-10 sec.) Short Program Girls a) Axel Paulsen or double Axel Paulsen b) Double or triple jump immediately proceeded by connecting steps, may not repeat jump in a) c) One jump combination consisting of two double jumps or one double and one triple, both jumps may not repeat jump in a) or b) d) Layback or sideways leaning spin or spin in one basic position with no change of foot (minimum of six (6) revolutions) e) Spin combination with only one change of foot (minimum of five (5) revolutions on each foot). Flying entry is allowed. f) One step sequence with full utilization of the ice surface Short Program Boys a) Axel Paulsen or double Axel Paulsen b) Double or triple jump immediately proceeded by connecting steps, may not repeat jump in a) c) One jump combination consisting of two double jumps or one double and one triple, both jumps may not repeat jump in a) or b) d) Camel, sit or upright spin (minimum of five (5) revolutions on each foot) with change of foot and no flying entrance e) Spin combination with only one change of foot (minimum of five (5) revolutions on each foot). Flying entry is allowed. f) One step sequence fully utilization of the ice surface Girls and Boys : Jumps not according to Short Program requirements (wrong number of revolutions) will receive no value.

Girls and Boys A well balanced Free Skating program must contain : a) Maximum of 6 jump elements for Girls and 7 jump elements for Boys, one of which must be an Axel type jump. There may be up to two (2) jump combinations or sequences. A Jump combination can contain only two (2) jumps. A jump sequence can contain any number of jumps, but only two most difficult jumps will be counted. Only two (2) jumps with three (3) or more revolutions can be repeated either in a jump combination or in a jump sequence. Any single, double (including Double Axel) or triple jump cannot be executed more than twice in total. b) There must be a maximum of two (2) spins of a different nature, one of which must be a spin combination with change of foot (minimum of eight (8) revolutions), flying entrance is not allowed and one must be a flying spin (minimum of six (6) revolutions) or a spin in one position with change of foot and a flying entrance (minimum of eight (8) revolutions). c) There must be a maximum of one (1) step sequence fully utilizing the ice surface. Levels explanations: For Advanced Novices, in all elements which are subject to Levels, only features up to Level 3 will be counted. Any additional features will not count for Level requirements and will be ignored by the Technical Panel. The Program Components are only judged in Skating Skills Transitions Performance Interpretation The Factor of the Program Components is : a) Short Program - For Girls 0,8 - For Boys 0,9 b) Free Skating - For Girls 1,6 - For Boys 1,8 Deduction : 0,5 by Fall

3.2 Pre-Novices Girls and Boys born between 01.07.2003 and 30.06.2006 Technical Rules - Novices ISU communication n 2024. Free Skating : Girls 3 min (+/- 10 sec.) Boys 3 min 30 sec. Young Categories 3.3 Cubs -10 Girls and Boys born between 01.07.2006 and 30.06.2008 and 3.4 Chicks - 8 Girls and Boys born after 30.06.2008 Free Skating : Girls and Boys 2 min 30 sec. (+/- 10 sec.) Girls and Boys A well balanced Free Skating program must contain : a) Maximum of 4 jump elements for Girls and Boys, one of which must be an Axel type jump. There may be up to two (2) jump combinations or sequences. Jump combinations can contain only two (2) jumps. A jump sequence can contain any number of jumps, but only two most difficult jumps will be counted. Triple jumps are not permitted. Any single and double jump (including Double Axel) cannot be executed more than twice in total. b) There must be a maximum of two (2) spins of a different nature (abbreviation), one of which must be a spin combination and one must be a spin with no change of position. The spin combination can be executed with a change of foot (minimum of eight (8) revolutions) or without a change of foot (minimum of six (6) revolutions). The spin in one position can be executed with a change of foot (minimum of eight (8) revolutions) or without a change of foot (minimum of six (6) revolutions). In both spins flying entries are allowed. c) There must be one (1) step sequence fully utilizing the ice surface. The Program Components are only judged in Skating Skills Performance The Factor of the Program Components is 2.5 Deduction : 0,5 by Fall Levels explanations: For Chicks and Cubs, in all elements which are subject to Levels, only features up to Level 2 will be counted. Any additional features will not count for Level requirements and will be ignored by the Technical Panel.

4. ENTRIES The Advanced Novice Competitors must be entered through their respective Member Federation with a maximum of three skaters per category. Entries for the other categories (Pre-Novice, Cub and Chick) may be accepted in each category by Clubs which are members of National Figure Skating Federations associated with ISU with a maximum of three skaters per category and a maximum of four skaters by country. The organizing committee reserves the right to give priority to Federations entering skaters in these categories. 4.1 Entries by Name The entries by name should reach the organizer not later than Monday, March 13 th, 2017 The official entry forms have to be used and Skaters must send to the Organizing Committee (e.louesdon@neuf.fr and lange.sophie@free.fr ) a copy of their passport at the time of entries, as well as ISU Clearance Certificate, if applicable. 4.2 Entry Fees Cub, Chick and Pre-Novice : 55 Advanced Novice - If one judge has been entered : 55 - No judge entered : 70 Entry Fees should be paid not later than Monday, March 13 th, 2017 by bank transfer to the following account (Entries are only accepted, once the Entry Fees have reached the Organizers account.) If an ISU Member has entries in Men and Ladies events, the Member has the right to enter a second Judge. Should there be more judges entered than needed in competition, the organizer reserves the right to conduct a pre-draw of the panels of Judges. Judges not drawn will be informed accordingly in time before the competition. Each panel of Judges will consist of 5 Judges.

5. MEALS, LODGING AND TRAVEL EXPENSES The organizer will provide and cover the expenses for rooms and meals for accepted Judges and invited Officials participating, beginning with dinner on Thursday, April 13 th, 2017 until breakfast Monday, April 17 th, 2017. The organizer will provide and cover the expenses for travel (based on economy fare), rooms and meals for the invited Referees, Technical Controllers, Technical Specialists, and Data & Replay Operators. The expenses for travel, rooms and meals for Competitors, Team Leaders and Coaches will not be covered by the organizer. 6. PRACTICE 6.1 Official Practice Official Practice for Competitors begins on Friday, April 14 th, 2017, morning The details schedule will be announced in due course, after the receipt of the final entries and will be published on www.cocpatinage.org 6.2 Unofficial Practice Unofficial Practices are available Monday, Tuesday, Wednesday and Thursday by special appointment at a cost of 15,00 (Euro) per session (50 minutes) and per skater. MUSIC All competitors shall furnish competition music of excellent quality on CD format (CD-RW forbidden). In accordance with Rule 343, paragraph1, all discs must show the Competition event, the Competitors name, the Members name and the exact running time of the Music (not skating time) including any starting signal, and must be submitted at the time of registration. Each program (Short/Free) must be recorded on a separate disc. All music will be returned to the Skater at the end of the competition, in the Kiss and Cry 8. PLANNED PROGRAM CONTENT With the entry forms, the Program Content Sheet must be returned to the Organizing Committee in time. It is mandatory that the Program Content Sheet must be filled in precisely by each Skater in English using the terminology for the elements listed in respective ISU Communication. It is not permitted to hand over the Program Content Sheets directly to the acting Officials.

9. ACCREDITATION Accreditation will be given in the Ice Rink upon arrival. Accreditation will not be issued without presentation of a valid passport as well as ISU Clearance Certificate, if applicable. 10. OPENING DRAW Advanced Novices The draw of the first segment will be held Thursday, April 13 th, 2017 at 4 PM at the ice rink and will be published on www.cocpatinage.org There will be no draw after the first segment. Starting orders, for the second segment will be according the reverse of the results of short programs. Pre-Novices, Cubs, Chicks The draw will be done, by computer Wednesday, April 12 th, 2017 and will be published on www.cocpatinage.org 11. PRESENTATION OF MEDALS The first three best placed Competitors in each event will be announced and honored. Trophies and Gifts will be presented to the medalists. The national anthem of the winner will be played. Each Skater will receive a medal in the kiss and cry after her/his performance. 12. ANTI-DOPING CONTROLS Anti-doping tests may be carried out in accordance with the current ISU Anti- Doping Rules & Procedures (ISU communications n 1922 and 2056 or any further update of this communication) and the French Ministry. 13. INSURANCE / LIABILITY In accordance with Rule 119, it is the sole responsibility of each Member participating in the Rooster Cup, to provide medical and accident insurance for their athletes, officials and all other members of the member s team. Such insurance must assure full medical attendance and also the return to the home country by air transport or by other expeditious means of the ill or injured person. The Organizer assumes no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection incurred by Competitors or Officials. The Organizer will provide Medical Emergency Aid during the Competition. 14. SHUTTLE BUS The hotels being near the ice rink, no shuttle service is provided.
