Introduction The African Development Bank (AfDB) is the leading development finance institution in Africa and the continent s voice on global economic, financial, and development issues. Since September 2015, under its new leadership, the Bank is undergoing a structural transformation and has adopted a new Development and Delivery Model to bring greater development impacts to the people of Africa through a Ten Year Strategy (TYS) with a focus on five priorities called the High 5s (Light up and power Africa - Feed Africa Industrialize Africa - Integrate Africa - Improve the quality of life for the people of Africa). The proposed structural changes need to be complemented by re-

designing related business processes, procedures and systems to drive efficiency, improve service delivery, and increase responsiveness and client orientation. It is in this context that the Bank established the Delivery, Accountability and Process Efficiency Committee (DAPEC) to lead the Bank s business process re-engineering exercise. Nature and Objective of the Assignment To achieve the overarching objective of improving service delivery by increasing responsiveness and client orientation, many operational and institutional processes of the Bank require significant work to ensure they become more efficient and effective. In this connection, the Bank is seeking to secure the services of a high level Business Process Re-engineering consultant for the duration of twelve months. The Business Process Re-engineering Consultant will assist the Bank in streamlining existing business processes, procedures and systems to improve the efficiency of service delivery and drive institutional performance. 2. Scope of Work The core responsibilities for the consultant include, but are not limited to providing mapping, modeling, and analysis expertise to project teams, while developing and delivering the required project deliverables. In particular: 1. Establish and document all the As is processes in the Bank with the assistance of various process owners and other relevant stakeholders 2. Analyze the as is processes of the Bank on the basis of its mandate and strategic context and determine gaps in terms of suitability, best practice, efficiency and effectiveness, and other relevant factors 3. In consultation with relevant stakeholders in the Bank, and based on appropriate benchmarking, efficiency considerations, and other acceptable basis, establish a portfolio of to be processes for the Bank and provide specific justification for the proposed processes, as well as simulations of how the processes would work in practice 4. Undertake/facilitate the relevant training of members of staff on any aspect of the exercise including process discovery, analysis, mapping and documentation 5. Prepare standard operating procedures and manuals to support new/improved business processes 6. Develop a comprehensive transformation plan with assigned responsibilities, measurable targets, countermeasures, cost, timelines and tracking and monitoring systems 7. Provide support for the implementation of the transformation plan through dissemination, training, pilots, adjustments and final rollout.

3. ADMINISTRATION AND REPORTING The Consultant will be reporting to the Chairperson of the Bank s Delivery, Accountability, and Process Efficiency Committee (DAPEC). 4. Duration of Assignment The duration of the consultant s assignment is 12 months. The assignment will be carried out in Abidjan, Cote d Ivoire and housed within the offices of the Bank. 5. Qualification & Experience The consultant should hold an advanced Degree in Engineering, Business, Management Information Systems, or related fields with 10 years of demonstrable experience in undertaking Business Process Reengineering Demonstrated experience with Business Process Management (BPM), Business Process Re-engineering (BPR), Six Sigma methodology, and / or Lean methodology Skills and experience in areas such as: enterprise/business architecture, process improvement, model-based requirements analysis, project management, simulation and modeling Sound analytical skills and knowledge of standard project management tools and techniques to schedule, plan and correct project performance Strong writing and verbal communication skills in English. Knowledge of French would be an added advantage Experience in training and workshop facilitation is an advantage Experience with process mapping and modelling software, including Microsoft Visio, igrafx, or similar, and the development of process maps for current and future states of an organization's business processes. 6. Deliverables & Reporting The Consultant will be reporting to the Chairperson of the Bank s Delivery, Accountability, and Process Efficiency Committee (DAPEC). The Consultant is expected to work with DAPEC to produce the following deliverables: a. Current as is Process Maps with related performance metrics (lead time, process time, labor process time, quality, etc.), and documented policies procedures, responsibilities and systems

b. Diagnostic report of the as is processes highlighting unnecessary handoffs, reworks due to errors, redundant activities, variation in work performed, delays, undocumented work standards, value-adding and non-value adding activities, level of automation or lack thereof, excessive inspection, reviews, approvals, etc. c. Redesigned to be process maps with related performance metrics, and standard operating procedures d. Transformation Plan with accountable parties, measurable targets, countermeasures, and execution timelines, and progress tracking and monitoring mechanism e. Execution plan including dissemination plan, training program, piloting and rollout plan. 7. Remuneration Negotiable but in accordance with the Bank s policy on Consultancy payment as outlined in Presidential Directive No. 02/2012 based on its implementation policy of January 2014.
