What is a Nordic Ecoabeed toner cartridge? The majority of aser printers and copying machines, and some fax machines, use toner cartridges. Cartridges contain toner powder and a drum. When a cartridge is empty, it is either disposed of or coected as part of various takeback systems. Nordic Ecoabeed toner cartridges are originay manufactured by the OEM (Origina Equipment Manufacturer), and are then reused, after refurbishment and refiing, as toner cartridges, drum units or containers for toner powder. They are used for monochrome and coour printing in printers, muti-function machines, copiers and fax machines. Nordic Ecoabeed remanufactured OEM toner cartridges (hereafter referred to as Nordic Ecoabeed toner cartridges) mean: Less waste and a ower consumption of energy and raw materias. Using toner cartridges severa times reduces the tota consumption of toner cartridges and accordingy the environmenta impact of the product throughout its service ife. The criteria aim to reduce waste and the product is aso required to meet high standards of quaity and capacity. There are aso requirements on quaity assurance of the recycing process, content of environmentay hazardous and harmfu substances, and on abeing and information to the end-customer. In the case of remanufactured toner cartridges, the production of the origina OEM toner cartridge ies outside the contro of the icensee. Accordingy we do not impose any requirements on the origina toner cartridge, other than it must be manufactured by an OEM. Remanufacturing and refiing toner cartridges/opc (Optica Photosensitive Conductor) units and toner powder containers reduces eves of waste, whie aso owering energy use and the consumption of raw materias. Recycing means that used, origina toner cartridges, or previousy remanufactured and refied cartridges are coected, dismanted, ceaned, checked/repaired and then reassembed and refied with toner powder. The drum is changed frequenty to ensure the quaity of printouts and, in some cases, to extend the service ife of the toner cartridge. Why choose the Nordic Ecoabe? Companies trading remanufactured and refied OEM toner cartridges may use the Nordic Ecoabe trademark for marketing. The Nordic Ecoabe is a very we-known and we-reputed trademark in the Nordic region. The Nordic Ecoabe is a cost-effective and simpe way of communicating environmenta work and commitment to customers and suppiers. Reducing environmenta impact often creates scope for owering costs, such as by cutting the consumption of energy and purchase of raw materias, and reducing amounts of packaging and waste. Environmenta issues are compex. It can take a ong time to gain an understanding of a specific area. Nordic Ecoabeing can be seen as an aid in this work. The Nordic Ecoabe not ony covers environmenta issues but aso quaity requirements, since the environment and quaity often go hand in hand. Standards are set for print quaity and print capacity, for exampe. This means that a Nordic Ecoabe icence can aso be seen as a mark of quaity. What can carry the Nordic Ecoabe? Toner cartridges that may carry the Nordic Ecoabe are originay manufactured by the OEM (Origina Equipment Manufacturer), and then they are remanufactured and reassembed with toner powder, drum and the necessary drive mechanism. The cartridges are used for monochrome and coour eectrophotographic printing and simiar reproduction processes. How to appy? Each requirement is marked with the etter R (requirement) and a number. A requirements must be fufied to be awarded a icence. Appications must be submitted aong with the documents specified under each specific requirement (icons ( and ;). Appication For Nordic appicants, the appication for a Nordic icence sha be sent to Nordic Ecoabeing in their own country, and remains vaid for processing for 12 months. The appication may be processed by a different country within the Nordic Ecoabeing system on agreement. The appicant wi be notified of this. Companies outside the Nordic countries must appy to the ecoabeing organisation in the Nordic country where the products are primariy to be marketed. The appication documents comprise an appication form and documentation demonstrating fufiment of the requirements (the documentation required is specified in the criteria). The appication form must specify in which Nordic countries the products in question are to be sod and the estimated revenue from the products in each country. Further information and assistance may be avaiabe from the website of each country s nationa ecoabeing body. Saes in the Nordic region Once authorised, a icence is vaid throughout the Nordic region. On presentation of the icence, the products are imported into each country where they are made avaiabe for sae in accordance with the information provided on the appication. The products are pubished on Nordic Ecoabeing s website(s). The icence hoder is required to inform Nordic Ecoabeing if there are any changes with regard to where the products are sod. If the product is to be sod in Nordic countries other than those initiay specified in the appication, the icensee must provide written notification of this and submit any extra documentation required to Nordic Ecoabeing in the country that issued the icence. On-site inspection During the appication process, Nordic Ecoabeing performs an on-site inspection to ensure adherence to the requirements. For this inspection, data used for cacuations, origina copies of submitted certificates, test records, purchase statistics, and simiar documents that confirm compiance with the requirements must be avaiabe for examination. Costs An appication fee is charged to companies appying for a icence. There is an additiona annua fee based on the saes of the Nordic Ecoabeed toner cartridges. R3 Substances of very high concern Toner powder must not contain any substances of very high concern. See aso page 3 of Appendix 3. EDTA and its sats, sodium or cacium hypochorite, poy and perfuorinated akyated substances or akyphenoethoxyates and derivatives thereof must not be added to chemicas and materias. Moreover, constituent substances categorised in REACH (Registration, Evauation and Authorisation of Chemicas) as substances of very high concern (SVHC) and simiar substances must not be added to chemicas and materias, i.e.: 1. Category 1 or category 2 CMR substances (1A and 1B in CLP). Moreover category 3 CMR substances (category 2 in CLP) are aso incuded even if they are not cassified as SVHC in REACH. 2. PBT substances (persistent, bioaccumuative and toxic) and/or vpvb substances (very persistent and very bioaccumuative) in accordance with the criteria in Annex XIII of REACH (Reguation (EC) No 1907/2006). 3. Substances considered to be endocrine disruptors or potentia endocrine disruptors in accordance with the European Union s reports and ists concerning endocrine disruptors. 4. Substances recorded on the EU s Candidate List and not meeting the requirements in sections 1-3 above. Regarding CMR cassification: see cassification requirements above. R5 Residues of aromatic amines The content of primary unsuphonated aromatic amines soube in 1M hydrochoric acid and expressed as aniine must not exceed 500 mg/kg and there must be no more than 10 mg/kg benzidine, ß-naphthyamine and 4-aminobipheny in toner powder. Test method in accordance with European Counci resoution AP (89) 1. Pease refer to ETAD s test method no. 212 (7): Determination of unsuphonated primary aromatic amines in pigments and in sovent soube dyestuffs intended for use in food packaging, November 1984. The toner powder sha be anaysed in accordance with BG-prüfzert Toner Testing principes BGW-VW-SG2 O4 (the testing methods are described in appendix 1) or according to TÜV Rheinand LGA Products GmbH anaysis methods. R7 Working environment Extraction sha be provided for a handing of oose toner powder. Exampes of tasks that may invove oose toner powder incude disassemby of the cartridge, a handing of oose toner powder when refiing the remanufactured OEM cartridge and when adding oose toner powder to the remanufactured OEM cartridges before test printing takes pace. Aternativey, the powder sha be handed in a cosed process or workers handing oose toner powder sha wear breathing masks of the quaity prescribed by the oca authorities. ( Description of the handing of oose toner powder in production 2.2 Other materia requirements R8 Pastics New cartridge repacement parts must not contain chorinated pastics. ( Decaration from the suppier of cartridge parts that the requirement is fufied, see Appendix 6. R9 Chorinated pastics in packaging The product packaging must not contain chorinated pastics. ( Specification of materias used for packaging and product information for the packaging. 2.3 Reuse, take-back system and waste R10 Reuse The toner cartridge or container must be used by the consumer and then coected, ceaned, checked for defects, repaired and refied with toner powder. The remanufactured OEM toner cartridge must comprise a minimum of 75% by weight recyced parts, as an average of at east 100 units. The weight of the toner powder sha not be incuded in this tota weight. For remanufactured OEM toner cartridges that can be expanded to produce more printouts and that deiver at east 50% more printouts than the equivaent OEM high capacity (HC) toner cartridge type, the proportion by weight of any new toner container is excuded when cacuating the proportion of recyced parts. Exampe: An OEM cartridge comes in an A and an X version. The X version is an HC cartridge that deivers 4,000 prints as specified by the OEM. A remanufactured OEM A or X cartridge that is expanded with the addition of a new toner container must deiver at east 4,000 + 2,000 = 6,000 printouts to fufi the requirement. ( Specification of the proportion by weight of recyced parts in each cartridge type and which parts are repaced during remanufacturing and refiing. ( The specification for the expanded cartridge type with a new toner container must contain information on the number of printouts from the remanufactured OEM toner cartridge type. Testing is to be carried out in accordance with the chosen method in R16. The specification from the OEM may be used to state the number of printouts from the equivaent OEM HC toner cartridge type. R11 Take-back system for remanufacturing To ensure that the products are returned for recycing, a cartridge takeback system must be in pace. Agreements between the manufacturers and distributers/reseers sha incude a cause stating that the distributer/reseer sha, via their website, provide a take-back system as specified beow. Non-commercia consumers must be abe to return individua toner cartridges free of charge. The icensee may aso recommend other free methods of returning singe toner cartridges for consumers. The return system may comprise one or more of the foowing measures: Coection boxes ocated at customer and reseer s premises. Such coection boxes must be avaiabe free of charge from the icensee. The return of such coection boxes to the icensee must aso be free of charge for corporate customers of the icensee/distributor/reseer. Deposit system Prepaid address abe or packaging for return suppied with individua products. Nordic Ecoabeing may approve aternative take-back systems. ( Description of the take-back system incuding the terms of agreements between the icensee and distributors/reseers detaiing rues on how the takeback system must be designed in order to fufi the requirement. Signed agreements from a distributors and reseers sha be kept by the icensee and be avaiabe for presentation on a site visit. The documentation sha be avaiabe to Nordic Ecoabeing on request. R12 Waste A waste from production and preceding preiminary sorting must be sorted at source, and the various fractions (e.g. pastic and meta) sha principay be recyced. A toner powder waste must be packed up in suitaby seaed packaging to minimise spiage. If there is documented evidence that a fraction cannot be recyced, the fraction must nevertheess be deat with in an environmentay acceptabe manner. ( Waste pan detaiing waste treatment and sorting at the site of manufacture and at the sorting faciities. ( The pan must incude information on how the various fractions are deat with and which companies the appicant engages for waste handing. The waste pan must aso specify any waste fractions that cannot be recyced. Copies of contracts or invoices are accepted as documentation. 3 Performance R13 Production quaity The annua average eve of compaints reating to Nordic Ecoabeed production must not exceed 1%. Ony compaints reating to Nordic Ecoabeing criteria sha be incuded in this cacuation. The eve of compaints sha aso be cacuated monthy for each type of Nordic Ecoabeed toner cartridge and associated production ine. These compaint figures sha be used activey to assure and raise the quaity of production. If the eve of compaints exceeds 1% for a month, a report sha be submitted detaiing the reasons and remedia actions. If the eve of compaints exceeds 2%, contact Nordic Ecoabeing. ; Specification of how the company deas with compaints and how these are recorded. The report sha incude types of product-reated compaint, how caims are deat with, the foow-up of production and contact with Nordic Ecoabeing. R14 Anaysis aboratory The anaysis aboratory for testing sha fufi the genera requirements of standard EN ISO 17025 or have officia GLP status. The appicant sha be iabe for the documentation and anaysis costs. The appicant s own anaysis aboratory/test procedure may be approved for anaysis and testing if: the manufacturer has a quaity management system encompassing samping and anaysis and has been certified to ISO 9001, or the manufacturer can demonstrate agreement between a first-time test conducted at the manufacturer s own aboratory and testing carried out in parae at an independent test institute. If the appicant or manufacturer of the ecoabeed product has an environmenta management system that is certified to ISO 14 001 or EMAS and the foowing procedures are appied, it is sufficient if the accredited auditor certifies compiance with the requirements. R19 Panned changes Written notice of panned product and marketing changes that affect the Nordic Ecoabeing requirements must be given to and approved by Nordic Ecoabeing. ; Procedures detaiing how panned product and marketing changes are deat with. 5 Information R24 Customer information The foowing end-user information requirements must be fufied: a) The packaging must be ceary marked with: the Nordic Ecoabe and the icence number. information that the toner cartridge is part of a recycing process. information that the empty cartridge shoud be sent for remanufacturing, not thrown away. If the cartridge is sod aong with packaging for return, this must be specified in the information. It must aso be stated that the pre-paid enveope (if provided) can be used for return. b) Information regarding Nordic Ecoabeing requirements sha be provided with the toner cartridges, aong with a justification of their environmenta reevance. This information must state, as a minimum, that the cartridge was originay an OEM cartridge that has been remanufactured, refied and quaity controed, and that the purpose of Nordic Ecoabeing is to reduce waste and assure quaity. There shoud be reference to Nordic Ecoabeing s websites and the fact that these contain more information on Nordic Ecoabeing. instructions must be marked with the Nordic Ecoabe and icence number. If the Nordic Ecoabe is used in other information/marketing materia together with the product, the icence number must aso be incuded here. More information about marketing can be found in Section 6 beow. c) The end-user of the cartridge must be given cear, simpe information that inhaing of toner powder can be harmfu to heath, pus instructions on how to hande any oose toner powder that may arise, for exampe due to a damaged cartridge. d) The consumer shoud aso be provided with information regarding warranty, heath hazards (under point C) and compaint procedures. The information sha be provided in writing in the Nordic anguages appicabe to the markets in which the product is sod. 6 Marketing The Nordic Ecoabe is a very we-known and we-reputed trademark in the Nordic region. Nordic Ecoabeed toner cartridges may be marketed using the Nordic Ecoabe so ong as the associated icence is vaid. The abe must be positioned so that there is no doubt as to what the abe refers and so that it is cear that the toner cartridge is ecoabeed. More information on marketing can be found in Reguations for the Nordic Ecoabeing of products dated 22 June 2011 or ater versions. R25 Information to reseers and distributors The icensee must specify how the rues regarding marketing of the Nordic Ecoabe are observed and how the icence information is communicated to its customers who are distributors and reseers. A customers who are distributors/reseers must sign Appendix 8. ( Duy compete Appendix 7 and detais of how the information is communicated to a the company s distributors and reseers. Foow-up inspections Nordic Ecoabeing may check that the toner cartridge continues to meet the Nordic Ecoabe requirements after a icence has been granted. This may invove a site visit, random samping or a simiar test. The icence may be revoked if it is evident that the toner cartridge does not meet the requirements. Random sampes may aso be taken in-store and anaysed by an independent aboratory or Nordic Ecoabeing. If the requirements are not met, Nordic Ecoabeing may charge the anaysis costs to the icensee. How ong is a icence vaid? Nordic Ecoabeing adopted version 5 of the criteria for toner cartridges on 15 June 2012. The criteria are vaid unti 30 June 2016. The Secretariat managers meeting on the 15 November 2012 decided to adopt changes of requirements R6, R14, R15 and R16. The new version is caed 5.1 and are vaid unti 30 June 2016. The Nordic Ecoabe icence wi continue to appy as ong as the criteria are fufied and unti the criteria expire. The vaidity period of the criteria may be extended or adjusted, in which case the icence wi automaticay be extended and the icensee informed. At east one year prior to the expiry of the present criteria, it wi be announced which criteria wi continue to appy after the expiry date. The icensee wi then be offered the opportunity to renew the icence. New criteria During the next review of the criteria for toner cartridges, panned in approximatey three years time, Nordic Ecoabeing wi investigate the foowing areas: Whether the scope of the product group can be extended to incude other manufacturing methods. Whether it is possibe to adopt new requirements to improve the takeback systems for used toner cartridges. Whether it is possibe to deveop requirements for the transport of toner cartridges. Whether it is possibe to deveop requirements for biobased toner powder and materias. Whether the product group shoud be extended to appy to ink cartridges and other types of printing method. Appendix 1 Testing methods for poutants in toner powder Determination of cobat and nicke. Put two sampes of 0.2 to 0.3 g of toner powder each into a digestion vesse, mix with 7 m of 65% nitric acid and subject to microwave-supported pressure digestion. At the end of digestion, combine the two soutions, highy concentrate them by evaporation and top up with water to a voume of 25 m. Anayse this soution by eectrotherma atomic absorption spectrometry (ETAAS) or ICP mass spectrometry (ICP-MS) for cobat and nicke. Other metas can aso be determined in this soution (e.g. chromium). Determination of tin from organic tin compounds Extract the toner powder with methano. This extractant has proven effective for the anaysis of organic tin compounds. To this end, put about 1.5 g of toner powder into an extraction vesse, mix with 15 m of acetic methano (0.1%, ph 4.5) and perform microwave extraction. Before anaysing voymes are fitered and provided with an ICP-MS suitabe interna standard. After prior caibration with a standard soution of tin dissoved in oi and an identica interna standard, the extractabe tin content can be determined by ICP mass spectrometry. Determination of voatie organic compounds Put about 5 to 10 mg of toner powder in a specia PTFE insert that fits into Perkin Emer therma desorption tubes. First fix the toner powder in the PTFE insert with gass wadding that is as free as possibe of bank readings. Pace in the tube she. Then pace the prepared sampes in a therma desorber and anayse with GC. The anaysis conditions are isted in the foowing tabe.
