3 What is a rdic Ecoabeed ceaning product? rdic Ecoabeed ceaning products are amongst the east environmentay harmfu products within their category, the substances they contain have the owest impact on the environment possibe, and strict requirements are imposed with regard to the chemicas used in the products. The environmenta requirements incude strict requirements as to the content of environmentay harmfu substances and substances not readiy degradabe in aquatic environments. Account is aso taken of heath factors; for exampe the content of fragrance and other aergenic substances is restricted. The products are discharged into water after use. Properties such as biodegradabiity, bioaccumuabiity and toxicity to aquatic organisms are accordingy key considerations with regard to a constituent components. The effect of the products on the environment wi aso depend on the way in which they are used. Accordingy, the consumer must be provided with dosage information. The required performance testing must demonstrate that the specified dose of the product has a ceaning effect that is satisfactory. Furthermore, packaging requirements are imposed in order to reduce the quantity of packaging used and to increase recycing and re-use. rdic Ecoabeed ceaning products: Are among the best in cass with regard to heath and the environment. Manufacturers of ceaning products can use the rdic Ecoabe trademark in their marketing. The rdic Ecoabe enjoys considerabe renown and credibiity within the rdic countries. The rdic Ecoabe is a cost-effective and simpe way of communicating the manufacturers environmenta work and commitment to customers and suppiers. Environmenta issues are compex and it can take time to understand specific probems. The rdic Ecoabeing process can be used to as an aid to understanding the issues. rdic Ecoabeing is not ony about environmenta issues, but aso about quaity, since these two parameters cannot be separated. This means that a rdic Ecoabeing icence can aso be viewed as a mark of quaity. rdic Ecoabeing of ceaning products (23)
4 What products are eigibe for a rdic Ecoabe? The product group encompasses ceaning products intended for indoor, genera and reguar ceaning of the foowing areas: fixed surfaces (foors, was, ceiings, doors, ties and windows) kitchen equipment (for exampe windows, work surfaces, kitchen cabinets, stoves) sanitary instaations (toiets, baths, showers, wash basins, cabinets) The types of ceaning products to which the requirements appy Professiona products (products are considered professiona if more than 80% of saes are to the professiona market) and/or consumer products can be abeed. Product categories are isted beow: Product categories Ceaning products containing microorganisms which are used to cean fixed surfaces (foors, was etc.), either as concentrates or as RTU-products (Ready to use) for the professiona, market are incuded in the product group. Spray products (or products marketed to be used with a spray appication) containing microorganisms are not incuded in the product group. Concentrated, professiona: This category incudes professiona products that require diution with water prior to use. It contains products for a the aforementioned surfaces, such as fooring, was, ceiings, windows, kitchen work surfaces, ties, sanitary porceain (toiets and bathtubs) and showers. Tabets/ capsues for toiets are incuded in this category. RTU (Ready-to-use) professiona: Professiona products that are pre-diuted and ready for use. This category incudes products for kitchens, bathtubs and showers, but not for arge areas* such as foors. RTU (Ready-to-use) WC professiona: Professiona toiet ceaners that are pre-diuted and ready for use straight from the package. This category ony incudes products for use on toiets and excudes ceaners for other sanitary porceain and bathroom ceaners. RTU (Ready-to-use) window ceaner, consumer and professiona: Professiona window and gass ceaners that are pre-diuted and ready for use straight from the package. Concentrated, consumer: Concentrated products that require diution with water prior to use that are designed for the consumer market. This category contains products for a the aforementioned surfaces in the home, such as fooring, was, ceiings, windows, kitchen work surfaces, sanitary porceain and showers. Tabets/capsues for toiets are incuded in this category. RTU (Ready-to-use) WC, consumer: Consumer toiet ceaners that are prediuted and ready for use straight from the package. This category ony incudes products for use on toiets and excudes ceaners for other sanitary porceain and bathroom ceaners. RTU (Ready-to-use) consumer (other): Pre-diuted consumer products that are ready to use without diution. 5 RTU-spray products refer to products with a mechanica spreading/spray function. Foam products are considered as RTU-products, but not as spray products and need to fufi RTU requirements. *The term arge areas refers to areas such as foors and tied bathroom was. RTU products sha be intended for use on smaer surfaces and oca ceaning. Method of use Concentrated products that can be used both in a diuted state, such as diuted in a bucket of water, and in a more concentrated state, such as diuted with a sma quantity of water for use in a spray botte, must fufi the requirements for both concentrated (diuted in bucket) and RTU (spray botte) products. Products that are sod on both professiona and consumer markets must fufi the requirements for professiona products. Products designed for severa areas of use, such as toiet and bathroom ceaner (was and foor) must fufi the requirements of each appicabe category. Products that do not quaify for ecoabeing as ceaning products Ceaning products intended for specia ceaning purposes cannot be ecoabeed in accordance with these criteria. This incudes products intended soey for the purpose of: cacium remova oven ceaners unbocking bockages, ceaning drains restricting or preventing bioogica growth (agae, fungus, bacteria) tota or partia disinfection continuous ceaning, e.g. fragrance bock for ceaning WCs ceaning products for refrigerated rooms Wipes containing ceaning agents are not eigibe for ecoabeing under the criteria for ceaning products or any other current rdic Ecoabe criteria. In the event of dispute, rdic Ecoabeing wi determine which criteria a product may be ecoabeed under. How to appy Each requirement is abeed with a etter R (requirement) and a number. To quaify for a icence, a requirements must be fufied. Symbos used in the text For each requirement, a description is provided of the way in which the requirement must be documented. 6 Appication Appications are made to the nationa ecoabeing organisation and the appication is vaid for 12 months. Appications may be processed by another ecoabeing organisation according to agreement between the organisations. The appicant is notified of this. Companies ocated outside the rdic countries make appications to the nationa ecoabeing organisation of the primary market. The appication must consist of a competed appication form together with a of the documentation required to demonstrate compiance with the requirements specified in the criteria document (this is specified for each requirement). The appication form must specify in which rdic countries the products in question are to be sod and the estimated turnover from the products in each country. Further information and assistance may be avaiabe. Visit the reevant nationa website for information. Saes in the rdic region Once granted, a icence is vaid throughout the rdic region. The icence document specifies in which rdic countries the products are sod according to the information provided on the appication. The products are pubished on rdic Ecoabeing s website(s). The icensee undertakes to inform rdic Ecoabeing of any changes as to where the product is sod. If the product is to be sod in other rdic countries than those initiay specified in the appication, the icensee must provide written notification of this and submit any extra documentation required to rdic Ecoabeing in the country that issued the icense. In order to get a rdic icence granted, the foowing documents must be submitted by the appicant: Documentation demonstrating fufiment of any nationa egisation/specia requirements (e.g. documentation that the quantity of phosphorous contained in the product and abeing are in compiance with the rwegian Reguations). Copies of the abe in a the appicabe oca anguages. Documentation demonstrating compiance with nationa reguations, egisation and trade agreements regarding take-back systems for packaging. Onsite checks rdic Ecoabeing wi review the appication and verify the underying information at the icence appicant s premises. During this check, the appicant must be abe to present the materia on which cacuations have been based, the originas of submitted certificates, measurement protocos, purchasing statistics and the ike in support of the requirements. Costs A fee is charged for icence appications. In addition, an annua fee is payabe when the product has been awarded a rdic Ecoabe, based on saes of the rdic Ecoabeed ceaning products. 7 What are the requirements of the rdic Ecoabe? To be awarded a rdic Ecoabe icence, a requirements must be fufied. For renewa, documentation in accordance with a requirements must be submitted in order to retain the icence. 1 Environmenta requirements Uness otherwise specified, the requirements in Chapter 1 appy to a ingoing substances. Ingoing substances are a substances contained in the ceaning product, incuding additives in ingredients (e.g. preservatives and stabiisers), but not poutants deriving from raw materia production. Poutants are traces of raw materia production occurring in the ceaning product in concentrations of ess than 0.010% (100 ppm). Substances added to a raw materia deiberatey or for a purpose are not counted as poutants, irrespective of concentration. Impurities of over 1.0% concentration in the primary product are regarded as constituent substances. Substances/products known to be iberated by a constituent substance (e.g. formadehyde and aryamine) are aso themseves considered to be constituent substances. The weight of tabets and capsues in grams per itre of in-use soution is used for cacuations. For WC tabets, cacuations are based on grams per itre of water, i.e. one tabet for one itre of water for the cacuation of environmentay hazardous substances (R10), CDV (R11) and biodegradabiity (R12). The chemica requirements make reference to the detergents ingredient database ist (DID ist), which is described in more detai in Appendix 2. The DID ist contains the most commony used ingredients in aundry, dishwasher and ceaning detergents. Guideines are provided for substances not incuded in the DID-ist (DID-ist part B) as how to cacuate or extrapoate reevant data. The DID-ist can be found on the webpages of the rdic Ecoabeing secretariats. The DID-ist adopted in January 2007, or ater version, sha be used for cacuating environmenta requirements. Information on requirements pertinent to anaysis aboratories can be found in Appendix 2. rdic Ecoabeing of ceaning products (23)
8 1.1 Description of the product R1 Description of the product Detaied information must be suppied on the ceaning products for which a rdic Ecoabe is sought. The foowing information must be submitted: Description of the product regarding the need of diution. Description of the area of use of the product in accordance with What products are eigibe for a rdic Ecoabe?. Is the product designed for the professiona or the consumer market? * A product is considered to be professiona if more than 80% of the saes go to the professiona market. If rdic Ecoabeing considers that it is uncertain if a product is a consumer or a professiona product the appicant must submit saes statistics or simiar that shows where the product is sod. ( Product abe and/or technica data sheet describing the area of use of the product and possibe need for diution (see aso R20). ( Documentation specifying the market for which the product is designed (consumer or professiona). Marketing materia, product information or simiar for each country in which the product is sod. R2 Information on formuation/recipe Appicants must provide detaied information on the formuation of the ceaning product and encose a safety data sheet for each ingredient. Information on the formuation must incude: Trade name Chemica name Proportion (dry and wet sampe) CAS no. for each ingredient (if an ingredient comprises severa substances, this must be stated) and/or EINECS number for each ingredient (if avaiabe). Function of each ingredient. DID number for substances incuded on the DID ist. Heath and environmenta cassification. The DID number is the number assigned to the ingredient on the DID ist, which is used for the evauation of chemica requirements. The DID-ist is avaiabe from rdic Ecoabeing. See page 2 for addresses. ( Comprehensive recipe for the product as stipuated by the requirement. ( Safety data sheet for each ingredient in accordance with REACH chemica directive (1907/2006) appendix II. 1.2 Prohibited or imited constituent substances and mixtures R3 Cassification of the product Products must not be cassified according to the CLP Reguation (EC) 1272/2008 with amendments or European Dangerous Substances Directive 1999/45/EEC with amendments, as specified in Tabe 1. The foowing substances are exempt from the above requirements, except in spray products: Enzymes (incuding stabiisers and preservatives in enzyme materias) and microorganisms may be incuded if in iquid form or encapsuated granuate form. Fragrances may be incuded in the fina product, see requirement R9 Fragrances. <0.01% by weight preservatives cassified as resp sens 1, 1a or 1b H334/ R42 and/or skin sens 1, 1a or 1b H317/R43 may be incuded in the end product. ( Duy competed and signed decarations that the above substances cannot be found in the fina product (Appendix 3 or equivaent) and are not activey added to ingredients (Appendix 4 or equivaent). R7 Preservatives a) Preservatives that can be found in the product or in ingredients must not be bioaccumuating. Preservatives are considered not bioaccumuabe if BCF < 500 or ogk ow < 4. If both BCF and ogk ow vaues are avaiabe, the highest recorded BCF vaue sha be used. b) The concentration of preservatives sha be optimised to the voume of the product. A Chaenge test or equivaent test sha be used to demonstrate this. c) Preservatives are ony permitted to preserve the product or an ingredient. Preservatives may not be added to produce a disinfecting or antibacteria effect. ( Documentation of BCF or ogk ow (e.g. safety data sheet, see R2). ( Appendix 3 and appendix 4. ( Test report of conducted Chaenge test or equivaent demonstrating that an optima concentration of preservatives is used in the product. See Appendix 2 for requirements on test aboratories and information on Chaenge tests. ( Duy competed and signed decaration that preservatives are ony added to preserve the product or ingredient (Appendix 3 or 4 or equivaent documentation). R8 Coouring agents Coouring agents that can be found in the product or in ingredients must not be bioaccumuating. A coouring agent is not considered bioaccumuating if BCF < 500 or ogk ow < 4.0. If both BCF and ogk ow vaues are avaiabe, the highest recorded BCF vaue sha be used. Coouring agents approved for foodstuffs may be accepted. ( Documentation of the coouring agent s BCF or ogk ow (e.g. safety data sheet, see R2) or specification of E-number. ( Appendix 3 and Appendix 4. R9 Fragrances The requirement appies to a fragrance substances, incuding fragrance substances in pant extracts. a) The constituent substances that are added to the fina product as fragrances must be manufactured and/or handed in accordance with the guideines of the Internationa Fragrance Association (IFRA). The manufacturer must foow the requirements stipuated by IFRA standards with respect to prohibited use, imited use and materia purity. b) Fragrance substances subject to decaration in accordance with Reguation (EC) 648/2004 on detergents with amendments (see aso Appendix 7) may not be present in concentrations greater than 100 ppm (>0.010%) per substance (n/a to spray products, see requirement d). c) Fragrance substances that are cassified as H317/R43 and/or H334/R42 must not be present at concentrations above 100 ppm (>0.010%) per substance (n/a to spray products, see requirement d). rdic Ecoabeing of ceaning products (23)

20 R21 Information text and use and dosing instruction The information text on the packaging must compy with the reguation 648/2004/EC and 907/2006/EC on detergents. Cear user instruction as to use of the product. Cear instruction regarding area of appication If the product requires diution before use, the recommended dose at a norma eve of soiing/norma use must be stated ceary on the packaging. In the case of consumer products, for exampe, the dose may be shown as x number of m equivaent to y capsfu per z number itres of water. In the case of products intended for use by professiona users, the dose may be specified as, for exampe, x number of m equivaent to y strokes of the pump or number of ines on the dosing equipment per z itres of water. The information sheet or technica datasheet must state the recommended dispensing device (e.g. pump, graduated cyinder, pipette or simiar). ( Labe, draft of the abe or copy of the information (information text and user instructions) on the primary packaging and/or technica product data sheet (if there is one). The information on the abe and/or product data sheet sha be provided in the oca anguage. 4 Quaity and reguatory requirements To ensure that rdic Ecoabeing requirements are fufied, the foowing procedures must be impemented. If the environmenta management system of the ceaning product manufacturer is certified to ISO or EMAS, where the foowing procedures are appied, it is sufficient if the accredited auditor certifies that the requirements are impemented. R22 Laws and reguations The icence hoder must ensure that the appicabe provisions governing safety, the working environment, environmenta egisation and pantspecific conditions/icences are observed at a pants producing the rdic Ecoabeed products and for a rdic Ecoabeed products. documentation is required, but rdic Ecoabeing may revoke the icence if the requirement is not fufied. R23 Responsibiity for the rdic Ecoabe requirements The company sha appoint a contact person responsibe for ensuring the fufiment of rdic Ecoabe requirements. ( A chart of the company s organizationa structure detaiing the responsibe contacts. R24 Documentation The icensee must be abe to present a copy of the appication and factua and cacuation data supporting the documents submitted on appication (incuding test reports, documents from suppiers and such ike). 21 R25 Quaity of the ceaning products The icensee must guarantee the quaity during production of the rdic Ecoabeed ceaning product for the vaidity period of the icence. ( Procedures for recordning and, where necessary, deaing with caims and compaints regarding the quaity of the rdic Ecoabeed ceaning product. R26 Panned changed and unpanned non-conformities Written notice must be given to rdic Ecoabeing of panned changes and unforeseen deviations that have a bearing on rdic Ecoabe requirements. R27 Traceabiity The icensee must have a traceabiity system for the production of the rdic Ecoabeed ceaning product. ( Description of/procedures for the fufiment of the requirement. 5 Marketing R28 Marketing rdic Ecoabeed ceaning products must be marked in accordance with the Reguations for the rdic Ecoabeing of products, version of 22 June 2011 or ater. Products may not be marked for other areas of use then covered by the criteria document when appying. ( Competed and signed Appendix 1. The rdic Ecoabe is a very we-known and we-reputed trademark in the rdic region. A rdic Ecoabeed ceaning product may be marketed using the rdic Ecoabe as ong as the associated icence is vaid. The abe must be positioned so that there is no doubt as to what the abe refers to and so that it is cear that the ceaning product is ecoabeed. More information on marketing can be found in Reguations for the rdic Ecoabeing of products of 22 June 2011 or ater version. rdic Ecoabeing of ceaning products (23)
22 The design of the rdic Ecoabe The rdic Ecoabe has the foowing design: Each icence has a unique six-digit icence number that must be dispayed aong with the abe. More information on the design of the abe can be found in Reguations for the rdic Ecoabeing of products, version 22 June 2011 or ater. Foow-up inspections rdic Ecoabeing may check that the product continues to compy with the rdic Ecoabe requirements after a icence has been granted. This might, for exampe, take the form of a visit to the site or random samping. If the icence proves not to compy with the requirements, the icence may be withdrawn. Random sampes may aso be taken from retai outets and these may be anaysed by an impartia aboratory. If the requirements are not fufied, rdic Ecoabeing may require the icence hoder to pay the cost of anaysis. The duration of the icence rdic Ecoabeing adopted version 5 of the criteria for ceaning products on 13 March 2013 and they wi remain in force up to and incuding 31 March At the secretariat managers meeting on 12 vember 2013 rdic Ecoabeing decided to carify that foam products are not to be considered as spray products in section What products are eigibe for a rdic Ecoabe? and in R5. The new version is caed 5.1. At the rdic Ecoabeing board meeting on 11 June 2014 it was decided to make it possibe to Ecoabe ceaning products for the professiona market containing microorganisms. When this has been done there has been changes made to requirements R5 and appendix 3, 4 and 5 and incusion of a new requirement, R14 about microorganisms. 23 The ecoabeing icence wi remain in force for as ong as the criteria continue to be fufied, and unti the criteria cease to appy. The criteria may be extended or adjusted in which case the icence wi be extended automaticay and the icence hoder wi be notified. One year (at the atest) before the criteria cease to appy, notice wi be given of the criteria that wi appy after the fina date of vaidity of the current criteria. The icence hoder wi then be given the opportunity to renew the icence. New criteria In future criteria, the foowing areas wi be assessed, among others: Possibiity of dividing H410/R50/53 substances into sub-categories according to ecotoxicity vaues. Investigating the effects of changed environmenta hazard cassification of surfactants and opportunities for canceing or amending the exception in R10. Reevance of adding other soi types (such as protein and starch) to the performance test Reevance of imiting CMR, PBT and SVHC substances in packaging aso. Reevance of the requirement for manufacturers to offer a pump or other dispensing device for professiona products Possibiity and reevance of imposing requirements for compiance with industry agreements on ogistics, optimisation, distribution and transport. 26 3 Acute aquatic toxicity Acute aquatic toxicity is tested with the aid of test methods s. 201, 202 and 203 in OECD guideines for testing of chemicas (ISBN ) or equivaent test methods. 4 Bioaccumuation A substance is considered bioaccumuating if tested for bioaccumuation on fish according to method OECD 305 A-E and its bioconcentration factor (BCF) is > 500. If no BCF vaue has been determined, a substance is considered bioaccumuating if its ogk ow vaue 4.0 according to method 107, 117 or 123 in the OECD Guideines for the Testing of Chemicas (ISBN ) or equivaent method, uness proven otherwise. If the maximum measured BCF 500, the substance is not considered bioaccumuating even if ogk ow 4.0. OECDs test method 107 cannot be used for surface-active substances, which are both fat and water soube. The ist contains information on the toxicity and biodegradabiity of substances that may be used in chemica/technica products. The DID ist does not show which substances can be used in ecoabeed products. The DID ist cannot be used to document the toxicity of individua substances for cassification purposes. For this purpose, MSDS, pertinent iterature and information from the primary producer sha be used. The DID ist is avaiabe from the ecoabeing body or via the reevant nationa rdic Ecoabeing website (see page 2 for addresses). This is documented using a chaenge test or equivaent and sha be performed during the deveopment of the product. Chaenge test designates a group of tests used to determine the correct/ necessary concentration of preservatives in products. Test sampes are prepared with different concentrations of preservatives as we as a contro without preservatives. A mixture of bacteria, yeasts and mouds are added to the sampes which are tested for growth after seven days. This continues for a minimum of 28 days (some tests require a minimum of six weeks). The sampe with the owest concentration of preservatives that does not exhibit microbia growth has the correct/optimum concentration of preservatives. 33 Appendix 5 User test This appendix describes the way in which a professiona product test is to be performed. The purpose of the test is to demonstrate whether or not the test product for which a rdic Ecoabe icence is sought is as good as or better than a comparative product. The test must aso demonstrate whether the test product harms the surfaces that it is marketed for use on. Quaity requirements At east 80 % of the test persons must assess the product to be as good as or better than the reference product in order to fufi the performance test. Test individuas Test individuas must be professiona users* of the ceaning product. At east five professiona users sha test the product. The five individuas sha be randomy chosen and sha come from five different companies/organisations/ institutions. *Consumer products are subject to aboratory testing. The comparative product: The test product must be compared with the product normay used by the user. The comparative product must not be the same as the test product. The test product and the comparative products may be produced by the same manufacturer. Microorganism based products are to be compared to an equivaent product without microorganisms. Performance of the test: The test must be performed on the type(s) of surface reevance in reation to the recommendations on the product abe. The dosage used must be the minimum dosage specified on the abe for norma soi. I.e. if the norma dosage on the abe is specified as an interva, the owest quantity in this interva must be used. Likewise, the dosage of the comparative reference product must be the owest recommended dosage for norma soi. The duration of the test period must be sufficient for the test product to be used at east five times by the test user on the same pace. 43 Appendix 6 Laboratory test This appendix describes a proposa for a aboratory test. Other we-described and we-documented tests may aso be used. If some other test than the test described beow is used, the test must be approved in advance by rdic Ecoabeing. The purpose of the aboratory test is to determine whether the test product produces a resut that is better than or as good as a reference product*, and that the test product does harm the surfaces that it is marketed for use on. *Reference product refers to an equivaent product within the same category and designed for the same area of use. For exampe, a professiona WC ceaner sha be tested against another professiona WC ceaner and a consumer kitchen ceaner tested against a second consumer kitchen ceaner. Proposa for a aboratory test The test institute must fufi these framework requirements so that the test provides a reiabe resut. Questions 1 and 2 sha be answered by the appicant. Reference product The test product and comparative reference product sha be tested in the same way. Both products sha beong to the same category (professiona/consumer and RTU/concentrated) and designed for the same area of use (WC, kitchen, sanitary, a-purpose, gass, etc.).
