ABOUT THE UNIVERSITY The National University of Public Service (NUPS) claims to be a unique institution in the European Higher Educational Area. Our University offers a wide range of diverse and comprehensive programmes in the field of public service which are unique in their present form in European higher education area and attracts those international and EU students who wish to become prominent experts in the field of public management, law enforcement and security and defence policy. NUPS has four faculties; the Faculty of Military Sciences and Officer Training, the Faculty of Law Enforcement, Faculty of Public Administration and the Faculty of International and European Studies. The training portfolio of our University reflects on contemporary challenges of social, economic and security issues affecting the public sector. We offer programmes at undergraduate, postgraduate and at doctoral level to students and also to senior and executive civil servants, military officers and law enforcement professionals, enabling them to reflect and adapt to these new challenges. The educational and research performance of NUPS has made an important contribution to the modernisation of public service and throughout to the integration processes at European and international scale. https://en.uni-nke.hu PROGRAMS MASTER LEVEL Master in International Public Service Relations a comprehensive program on administration, security and policing The duration of all MA programs is 3 semesters, conducted by the Faculty of International and European Studies (FIES). The first semester of the new programme is a comprehensive basic module. Students acquire knowledge on international and European public service models, basics of international and European public law, international security studies, political system of foreign relations, international law enforcement and policing. Graduates of the master degree course shall be capable of: interpreting and implementing decision-making processes in the field of public administration in international public service relations / the widescale application of integrated knowledge in the complex areas of international administration / participating in the work of international organisations and institutions / participating in public policy design processes / applying successful negotiation and cooperation techniques / fulfilling administrative and executive tasks. Graduates of the master degree course shall attain expertise in: - the historical, legal and political aspects of security and defence policy, 1

- the relevant policies of the European Union as well as its public law and institutional system, - the international and domestic systems of handling crisis situations, - the fundamental ideas of security and defence policy, - the strategic planning and the analysis of the security system, - the professional English vocabulary necessary for performing the duties" - interpreting and implementing decision-making processes in the fields of law enforcement and policing in international public service relations - the widescale application of integrated knowledge in the complex areas of law enforcement and policing in international public service relations - analysing and assessing the challenges, threats and risks related to law enforcement and policing - participating in the work of international organisations and institutions, - participating in domestic and European policy and codification processes related to law enforcement and policing - handling conflict situations, applying successful negotiation and cooperation techniques, - fulfilling implementing and executive tasks PhD LEVEL The duration of all Ph.D programs is 6 semesters. Ph.D in Public Administration Sciences Faculty of Public Administration (FPA) The aim of the Doctoral School s program is to provide high-quality postgraduatelevel education to professionals (researchers and practitioners) working in the field of public administration. This includes the training and preparation for scientific research in various related fields ranging from basic and applied research and development, through technology and 2

technology-transfer to technological innovation. Ph.D in Military Sciences Faculty of Military Sciences and Officer Training (FMSOT) The Doctoral School of Military Sciences focuses on the questions of military science regarding the activities within the defence sphere. This includes a wide spectrum of research fields from military history through security theories, to defence administration and national security. ABOUT THE SCHOLARSHIP The aim of the Stipendium Hungaricum scholarship programme is to let students coming from countries of the Eastern Opening finish their full-time bachelor s, master s or doctorate degree in Hungary and after graduation, facilitate economic and cultural development in their countries. The Stipendium Hungaricum Scholarship Program was founded by the Hungarian Government in 2013. ELIGIBILITY APPLICATION CRITERIA MA program Students applying for these programmes shall have an appropriate knowledge of English on a certain level that is defined by the host institution hold a BA/BSc degree/certificate and successful entrance exam for the chosen program Ph.D program Students applying for these programmes shall have an appropriate knowledge of English on a certain level that is defined by the host institution hold a MA/MSc degree/certificate and successful entrance exam for the chosen program. MASTER PROGRAM The applications for full-time studies must contain the following documents: 1. Application form of the Hungarian Scholarship Board (completely filled and signed by the applicant) 2. Curriculum Vitae 3. Letter of interest 4. Certificate of the applicant s level of the language necessary for the selected program. 5. School certificates: a. Copy of the secondary school graduation certificate (with its notarized English/Hungarian translation) b. Official transcripts, degrees, diplomas of any higher education already completed (with its notarized English/Hungarian translation) c. Copy of the BA/BSc certificate (for applicants for MA or MSc programs) with its notarized English/Hungarian translation 6. Copy of the passport 7. Medical certificate of satisfactory health condition PhD program 1. Detailed research plan (min. 2 pages) 2. Copy of the MA/MSc certificate (with its notarized English/Hungarian translation) 3. Two letters of recommendation FINANCIAL PROVISIONS Relevant for every full-time scholarship holder: tuition-free course the higher education institutions may offer dormitory places - according to the 4

dormitory capacity of the given institution or and amount of HUF 30 000 will be provided to the student for accommodation costs medical insurance monthly stipend - The stipend per month for 12 months will be granted by the host institution. The amount of the scholarship - according to the actual law in force - is HUF 40 460 per month in the case of BA/BSc, MA/MSc programs, and it is HUF 100.000 per month for PhD students. Travel expenses to Hungary, within Hungary and back to the country of origin shall not be covered by the Hungarian Party. GENERAL PROVISIONS The scholarships are valid for studies in Hungarian state universities or state colleges, for studies in scientific fields defined in the effective bilateral educational work plans with Hungary. The scholarships awarded for BA/BSc, MA/MSc programs may be extended in accordance with the actual law in force. The duration of the PhD programs cannot be extended in accordance with the actual law in force. The Stipendium Hungaricum scholarships are valid only for studies in Hungary. Scholarship-holders must stay in Hungary during the entire period of their studies or research. If necessary, scholarship holders may leave for one, maximum for two months at a stretch. In case of longer absence, the scholarship holder may lose his/her ministerial scholarship status. FURTHER INFORMATION ON FINANCIAL PROVISIONS The scholarship is meant to cover the living expenses of one person only so there is no available financing or visa exemption for accompanying members of the family or any other persons. The stipend will not be effectuated immediately upon arrival in Hungary. Therefore scholarship holders are advised to have a sufficient amount of money to cover their living costs for at least one month in Hungary. Apart from the financial provisions outlined above, the HSB shall not compensate for any other costs related to the scholarship holder s stay. The scholarships are awarded by the Minister responsible for education in Hungary based upon the nomination of the Hungarian Scholarship Board with the provision that the scholarship holder has to conform to the application and entrance exam criteria of the Hungarian higher education institution and has to officially enroll to the Hungarian higher education institution. The list of successful applicants for the different types of scholarships will be sent to the Sending Partner by Balassi Institute Hungarian Scholarship Board Office. Applicants will be informed on the result by the ministry of education of the applicant s country, or by the national scholarship office/agency. The Hungarian higher education institution will inform the applicants about the entrance exam criteria. The decisions about the successful entrance exams must be sent by the National University of Public Service to the Balassi Institute Hungarian Scholarship Board Office. The HSB Office forwards the list of the successful ministerial scholarship candidates through diplomatic channels to the Sending Partner. Scholarship holders may start their visa application procedure afterwards. 5
