215 CARCGA Facility Event Report

In 213, AB811 added a requirement in California Government Code Section 4216.6 (c) & (d) that statewide information voluntarily provided by operators and excavators regarding facility events would be compiled and made available in an annual report by the regional notification centers and posted on the Internet Web sites of the regional notification centers. A facility event is the occurrence of excavator down time, damages, near misses and violations. In the second year of the California Regional Common Ground Alliance (CARCGA) Virtual Private Damage Information Reporting Tool (aka California 811 Virtual Private DIRT), 33 of the 21 companies registered with California 811 Virtual Private DIRT input facility events. In 214, there were 39 companies out of 175 that provided facility events. There were 5,263 facility events reported in 215, up from 5,82 in 214. (Graph 1) Of the 5,263 facility events input, 2,358 had received tickets. This number of ticketed events represents a 26% increase over the 214 data. Again, 99% of the facility events reported were damages. (Graph 2) California 811 Virtual Private DIRT is part of the national DIRT program. Any information submitted to California 811 DIRT is propagated into the national database. While California does not require operators to submit data into DIRT, federal regulations for natural gas and pipelines require them to provide data. In 215, 97% of the California facility events reported were by the natural gas stakeholder group. (Graph 3) California had 1,482,635 location requests in 215, an increase of 11% over 214. Los Angeles County had the largest number of location requests (238,388) and the largest number of facility events reported (1,34). Contractors were the largest excavator group that received tickets before excavating. Contractors had 79% of the 2,358 facility events with tickets. Of the 2,95 facility events without tickets, 65% were contractors and 26% were occupants. (Graphs 4 & 5) While the right of way for private land owner had the largest number of facility events reported, the type of excavator contractor was the largest group doing work on private land owner right of way. (Graph 6) 215 s distribution of root causes still shows that no notification to the center is still the largest root cause of a facility event. (Graph 7) Future education should emphasize accurate data collection. An example: the root cause was listed as other but under more description it was revealed that the excavator couldn t provide a ticket number and the facility owner did not show one. The correct root cause would be no notification made to the center. While reported facility events were up over 214, the number of facility events with tickets increased. With an 11% increase in tickets over 214 and a 4% increase in facility events; it would seem that the message to get a ticket before you dig is spreading. 1
