CMU 2489 REQUEST FOR QUALIFICATIONS SMALL BUSINESS GENERAL CONTRACTOR PREQUALIFICATION BACKGROUND, OVERVIEW AND GOALS Colorado Mesa University is soliciting the submittal of qualifications from General Contractors to provide responsive and cost effective construction /remodel services using the Construction Manager General Contractor (CMGC) and or Design, Bid, Build, (DBB) delivery methods of construction. Colorado Mesa University (CMU) seeks to prequalify a pool of small business General Contractors from which to solicit bids for construction and remodel services on the CMU campus. Contractors must meet trustworthiness, quality, fitness, capacity, and experience standards in order to prequalify. Firms selected for prequalification will be given the opportunity to submit bids on select future projects. Prequalification selection will be made from the information provided in the Contractors prequalification submittal package in this RFQ. One of the goals of this solicitation is to reduce the amount of time required to hire a Contractor for various construction and remodel projects that the University contracts for each year by soliciting bids from the pre-qualified list of General Contractors. Another objective is to establish a prequalified list of Small Business General Contractors that cannot bid on larger University construction projects because of their limited bonding capacity. It is the University s intent with this solicitation to also increase competition with a larger pool of prequalified Small Business General Contractors. Contractors prequalified through this RFQ will be given the opportunity to submit bids for construction and remodel projects that range in size from $25,000.00 to $2,000,000.00 using one of the prescribed delivery methods mentioned above; the University retains the right to open competition within this threshold to a wider pool. The types of solicitations used will be a Documented Quote, Invitation for Bid or a Request for Proposal. The University will use the State Buildings forms provided by the Office of the State Architect for bidding and the resultant contracts. The University will determine if firms are prequalified for a CMGC or DBB delivery method or if the contractor is prequalified for both delivery methods. For the purpose of defining and prequalifying a small business General Contractor the Table of Small Business Size Standards developed by the Small Business Administration (SBA) for construction will be used. The SBA defines a small contractor as a firm with annual revenue of $36.5 million or less. SBA's size standards define whether a business is "small" and thus eligible for government programs and preferences reserved for small business concerns. Size standards have been established for types of economic activity, or industry, generally under the North American Industry Classification System (NAICS). According to the SBA a small business concern is a small business that is not dominant in the field of operation for which it is bidding on a government contract.
