MINISTRY FOR EU AFFAIRS, CENTRAL FINANCE AND CONTRACTS UNIT, DELEGATION OF THE EUROPEAN UNION TO TURKEY LIST OF APPLICANTS ELIGIBLE TO TAKE THE WRITTEN EXAM FOR 2013-2014 ACADEMIC YEAR JEAN MONNET SCHOLARSHIP PROGRAMME The Jean Monnet Evaluation Committee has evaluated all applications and has determined the list of applicants eligible to take the written examination for the 2013-2014 Academic Year Jean Monnet Scholarship Programme. The list and a note on all information regarding the written exam can be seen hereunder. The exam entry document template can also be found below. Applicants need to fill in the document and be present at the stated exam venue on Sunday 27 January 2013 at 09:00 a.m. with their Written Exam Entry Document. The Central Finance and Contracts Unit will provide information in writing to the applicants who have not been found eligible to take the written examination. We wish success to all applicants. INFORMATION REGARDING THE JEAN MONNET SCHOLARSHIP PROGRAMME WRITTEN EXAM 1. The exam will be held on 27 January 2013-Sunday at MIDDLE EAST TECHNICAL FACULTY OF ECONOMICS AND ADMINISTRATIVE SCIENCES B BLOCK (NEW BUILDING) G110 AND G111 LECTURE ROOMS (METU Üniversiteler Mah. Dumlupınar Bulvarı No.1 06800 Çankaya-ANKARA) IMPORTANT NOTICE: THE ENTRANCE TO THE MIDDLE EAST TECHNICAL FACULTY OF ECONOMICS AND ADMINISTRATIVE SCIENCES B BLOCK (NEW BUILDING) WILL ONLY BE AVAILABLE FROM THE DOOR OPPOSITE TO THE PREPATORY SCHOOL. THE APPLICANTS ARE KINDLY REQUESTED NOT TO GO THE FACULTY OF ECONOMICS AND ADMINISTRATIVE SCIENCES A BLOCK (OLD BUILDING). 2. Applicants need to be present at the exam centre at 09:00 a.m. 3. The exam will start at 10:00 a.m. and will take three hours (180 minutes). Late arrivals will definitely not be allowed in to take the exam. Applicants will not be allowed to leave the exam hall within the last 30 minutes of the exam. 4. Use of dictionaries and similar assisting material will not be allowed. 5. Applicants may be requested to write an essay in the written exam on the European Union, EU-Turkey Relations and about the field of study (EU Acquis Chapter) that they have stated in their application form. 6. The language of the exam will be in the European Union official language stated by the applicant in the initial application and which the study will be pursued in. 7. Three A4 size special answer sheets will be provided for the exam (6 pages both sides). The answer sheets will be distributed in the exam hall. Applicants will not be allowed to use alternative answer sheets. 8. The sections of name/surname and field of study (EU Acquis Chapter) on the front page of the answer sheet should be filled by the applicants. At the end of the exam, the applicants should fold and glue the name/surname section of the answer sheet, then submit all answer sheets and draft papers with signature to the invigilators. 9. Enough number of draft papers will be distributed to the applicants. The applicants are not allowed to write down the questions on the draft papers. Draft papers used must be attached to the answer sheets and handed over to the invigilators with signature before leaving the exam hall. 22
10. The applicants are not allowed to use any sign or signature that will denounce their identities on the answer and draft sheets. 11. Applicants are requested to bring with them at least two soft dark black lead pencils, two blue ballpoint pens, eraser and a pencil sharpener. The lead pencils are allowed to be used with the draft papers distributed by the invigilators. The answer sheets must not be filled in with lead pencils. The questions should only be answered with blue ballpoint pens on the answer sheets. The applicants are not allowed to use any correction fluids or tapes in order to correct the misspellings. In the case of misspellings, this part should be stroke through and be paraphed by blue ballpoint pen. Paraphs should not contain any signs that will denounce their identities on the answer and draft sheets. Draft papers used must be attached to the answer sheets and handed over to the invigilators with signature before leaving the exam hall. 12. Applicants are required to have with them the photographed Written Examination Entry Document, which clearly demonstrates their identity (applicants need to print the document at the end of this announcement, fill in the sections relating to name/surname and reference number and bring it to the exam venue with a photograph taken in the last six (6) months). 13. Applicants should also have an official identity document with them (ID card, driving licence or passport). 14. Invigilators of the examination may decide that the photograph on the official identity document has no resemblance to the applicant in which case they may ask the applicant to provide an alternative identity document which clearly demonstrates resemblance. 15. Mobile phones and/or pagers are not allowed in to the examination hall. Applicants are recommended to leave any mobile phones and/or pagers outside the exam building. 16. Applicants are expected to obey the sitting order indicated by the invigilators and must not talk, not whisper, not make signs to each other, not give/take any stationery with each other and not look to others answer sheets during the exam. Otherwise this case will be considered as cheating, the applicants will be taken out of the exam hall with a statement and the exams of these applicants will be cancelled. 17. In case when the applicants would like to ask questions, the applicants should ask their questions loudly in the manner that all applicants could hear. Likewise, the invigilators will answer all questions loudly. 18. At the end of the exam the applicants should submit all their answer and draft sheets as well as the placement questionnaires distributed before the exam, to the invigilators. 23
19. Applicants who do not take the exam, who are unable to take the exam due to any reason beyond control, who are not allowed to enter the exam hall or who are expelled from the exam hall do not have a chance to take the exam at a later date. 20. Applicants who would like to leave the exam hall due to any health problems, should leave the exam hall after submitting the relevant statement indicating their problems with signature and submitting all their answer and draft sheets. 21. The exam paper of somebody who is not eligible to take the exam has no validity. 22. A commission will assess exam papers. Applicants are recommended to write their exam papers legible and clearly to avoid any error in the reading and assessment of the exam papers. 23. Applicants are expected to abide by the rules of the exam and warnings of the invigilators. 24. Names of applicants who have been successful in the written exam will be eligible for interview. The names of successful applicants will be announced on the web sites of the Central Finance and Contracts Unit (www.cfcu.gov.tr), the Delegation of the European Union to Turkey (www.avrupa.info.tr), the Ministry for EU Affairs (www.ab.gov.tr) and the Jean Monnet Scholarship Programme (www.jeanmonnet.org.tr). 25. Exam results will DEFINITELY not be given on telephone. 26. Applicants who are successful in the written exam will be interviewed (in the foreign language stated in their initial application).
