On loser look, it is possile to identify speifi events, whih hve resulted in hrdened ttitude to rime. Responding to the Prison Reform Trust report, the government hs lunhed five yer review of British jils. Suh groups, like the Prison Reform Trust, rgue tht prison is eing used too redily. The numer of people found guilty y the ourts hs remined omprtively stti over the pst thirteen yers. Whih egs the question: just wht hve these people done to lnd in prison? With pledge to e tough on rime, tough on the uses of rime, the entre left hs ensured tht the prison popultion ontinues to rise. tel English C Mok Exmintion
Reding Comprehension UK Prison Reform Trust ritiises British penl system Suh is the ntionl propensity for sending people to jil, tht the British prison system ould e entirely full y the summer, the UK Prison Reform Trust wrns. 0 In Jnury 993 when the prison popultion egn rising there were,56 in jil in Englnd nd Wles. The urrent popultion is 77,00: n inrese of 5%. Written Exmintion A lerly importnt spet is the wy rime is pereived. Aording to reserh undertken y the Interntionl Centre for Prison Studies in London, politil nd medi dete out how to del with rime hs eome lot less tolernt nd more punitive in reent yers. And this, sys the study, hs led to key hnges in legisltion nd prtie. The murder of the toddler Jmes Bulger y two older oys in Ferury 993 ws followed y steep rise in the numer of prison inmtes. Similrly, studies suggest tht the existing reord popultion of 77,77, rehed in Otoer 005, ws prtly the result of hrsher sentening fter the 7 July omings. When you get high-profile nd very disturing ses of tht kind you n get distorted retion nd punishment levels n rise, sys Juliet Lyon, diretor of the Prison Reform Trust. Politil events hve lso plyed key prt in the hnges. While the ruling Conservtives entered 993 with the slogn Prison Works, the new Lour leder, Tony Blir, ws keen to reposition his prty s trditionlly soft pproh to rime. By the time Lour me to power four yers lter, the prison popultion hd inresed to more thn 60,000 rise of out 5% in four yers. 3 By 007 ten yers fter their first eletion vitory the popultion is expeted to reh 0,00. Aording to the Prison Reform Trust the tougher line on rime is not linked to n inrese in offenes. It lso reports tht there hs not een n inrese in the numer of serious rimes. Wht hs hppened, the hrity suggests, is tht mny people whose offenes would not hve ttrted ustodil sentene in the pst re now eing sent to prison. And for those onvited of serious offenes, sentenes re getting longer. Despite the stle rime levels, ftor other thn the politil limte whih my hve ontriuted is hnge in the pttern of offending, prtiulrly where drugs re involved. There re now more people ppering efore the ourts with long strings of onvitions who hve filed to omply with non-ustodil sentenes. 5 The immedite question is wht hppens next should more prisons e uilt, or the wy they re used hnged? 6 This hs een welomed y mpigners, ut for the moment the prison popultion ontinues to rise. tel English C Mok Exmintion

Pedgogil priniples re losing out. Tehers nd prents often prevent progress in shool development. Tehers re often more interested in themselves thn in the pupils. The British seem to prefer less demorti ledership in shools. Motivtion for development n hnge within one shool t different times. The edution system delegtes responsiility for lerning. The legisltion relting to shools needs modifitions. The size of the shool n lso hve n effet on how well hildren lern. tel English C Mok Exmintion
Reding Comprehension Hs our Edution System Filed? Different voies on the issue We hope to home-shool our hildren. There is too muh wrong with shooling in the stte nd privte edution system to onsider using shools unless they eome solutely neessry for ysitting purposes. Aprt from the usul good shools (i.e. ones with white pupils from good homes) these would e my resons: The whole system is onerned with pssing meningless exms, whih re not intended to test demi exellene, ut to enle ivil servnt to tik off some oxes to show stndrds re improving. All shools re osessed with exm results to the detriment of ny enjoyment of lerning. Privte shools seem like susge ftories. A syllus tht in sujets suh s history nd soil understnding (i.e. rism nd the like) is positively nti-british indeed hs the im of derinting nd indotrinting our hildren. I wnt my hildren to know out who they re nd how they me to e wht they re; not exerises in white guilt suh s slvery. Wht is needed is reful mpign to onvine first tehers, nd don t underestimte the resistne you would find here, nd prents other thn those trying to further the interest of their own hildren t the shool. I tully tried this t my lst shool nd mde it the top priority for the shool following suessful OFSTED inspetion ut the pthy nd resistne I met ws onsiderly greter thn you would hve predited in shool with good reltionships etween it nd the ommunity. Development plns nnot ever work if they revel to interested prties nything whih thretens the urrent sttus. Quite frnkly if you tke heed of development plnning you ve either got no mition, or like most shools you ll onstntly e updting the loody thing to keep up with exellent ides produed y the ommunity of tehers, prents nd lerners. One teher t our shool sserted in stff meeting tht he didn t wnt to e onsulted out the wy forwrd ut just told wht to do. Wht I would dvote is to ply to the strengths of the stff who hve ides for improvement nd the energy to implement them. In some yers there ren t mny of those nd other yers they nd their ides ome in numers. You n hve development pln for the shool ut my test is not whether you hve development pln ut whether your shool is developing or not. And whether ll the tehers re with you usully depends on wht is in the pln. For instne suppose prt of the pln ws to mlgmte two deprtments nd eventully hnge the struture would you expet to e le to win over the stff involved neessrily? People rrely vote for their own demise. Suppose you deided tht you ould perfetly well omplish wht ws needed y employing fewer tehers nd more lssroom ssistnts, would you expet to reeive pprovl from tehers not to mention their unions? d The rel diffiulty lies in the nture of our essentilly non-ollortive strutures whih re imposed on our shools y lw. Suppose new shool is reted. All is possile, isn t it? A ollortive proess of development nd ownership suh s you desrie ould e dopted y ll the edution professionls involved, ouldn t it? No, it ouldn t (in Englnd), euse the first ppointment is lwys the hed teher who is given, y lw, speil ledership nd responsiility position whih n t e shred. It doesn t hve to e tht wy of ourse ut for ollortive style to develop in shool hed teher in Englnd hs first to gree it will hppen. Wht the government would hve to do is mke it possile for the ollortive development of shool to run hnd-in-hnd with shred responsiility. Tht would e revolutionry nd need hnges to the lw whih proly wouldn t get populr pprovl. We tully prefer dittoril Churhillin styles of ledership in this ountry even when they ren t effetive. e As someone who hs tried to persude her prents to edute her t home (nd filed), I n sy for ertin tht the urrent stte edution system hs filed me. Br few deent tehers perhps 3 or out of out sujets, I find it ll too esy nd tht I m just wsting my time. They tully do set us tests t my high shool, ut it s still insuffiient s the mjority of the tehers fil to disipline. Being honest, I mostly teh myself the stuff I need to know deent ooks tht ren t just for your syllus nd perseverne re ruil. A lover of te sine her hildhood in Portugl, she rought te-drinking to the English ourt, nd set trend for the everge mong the ristory of Englnd in the seventeenth entury. The fshion soon spred to the middle lsses, nd it eme populr drink t the London offee houses where welthy men met to do usiness nd disuss the events of the dy. However, the te eing drunk in these estlishments would proly e onsidered undrinkle now. Between 660 nd 69, te sold in offee houses ws txed in liquid form. The whole of the dy s te would therefore e rewed in the morning, txed y visiting tx offier, nd then kept in rrels nd reheted s neessry throughout the rest of the dy. So visitor to the offee house in the lte fternoon would e drinking te tht hd een mde hours efore in the erly morning: something unthinkle to ny self-respeting fé owner tody! Fortuntely, the system of txtion ws ltered in 69, so tht te egn to e txed y the lef rther thn s liquid. Some offee houses lso sold te in loose lef form so tht it ould e rewed t home. This ment tht it ould lso e enjoyed y women, who were not welome visitors to offee houses. As it ws reltively expensive, tedrinking in the home ws lrgely onfined to welthier households, where women would gther for te prties. She s sed in Cologne nd I m in Edinurgh nd trnsferring isn t urrently possiility for either of us. Nor does my reserh grnt llow me to spend heps on trvel. I guess we just wouldn t hve een le to see eh other s often s we hve. I men, I understnd the eologil effets nd feel very guilty out ontriuting s muh s I feel I do to the destrution of the plnet, ut on the other hnd, me stopping flying isn t going to solve the issue is it? It would simply mke life fr more diffiult for us. It s solutely horrendous living where I do: you wouldn t hve them llowing nimls to live like this in ft you don t: ll the ows round us hve een moved 0 miles wy. It ws d enough efore ut now the noise is eyond eptle levels for nyone. I m onstntly stressed whih of ourse ffets the whole fmily. And espeilly eing freelne it mens there s no espe. I ve good mind to put the ook on hold nd eome full-time mpigner. Though history tehes us how little tht n hieve. And s long s the government supports them with susidised fuel nd hep lnding tx, I m going to hve strems of udget trvellers winging their wy through the sky ove me. I n t personlly see wht ll the fuss is out. Tehnology is developing ll the time it s prt of life nd quite frnkly, if you don t go with it, you re on losing strek. I m ertinly not prepred to jeoprdise my position nd the finnil enefits tht ompny it y refusing to fly, out of some mispled, eo-wrrior-style judgement. I fly up to five times week nd the heper we n do it the etter. I m lwys telling my stff to think long-term when it omes to spending. At the end of the dy, it omes out of ll our pokets. More expenses men less profit. The steep rise in this re hs een key prt of our mpign for severl yers now. Reently we lled on the government to inrese Air Pssenger Duty on ll outwrd flights from the UK. The vition industry reeives numer of unfir tx reks nd susidies nd we feel tht inresing this tx would go some of the wy towrds mnging the future demnd for ir trvel. At the moment, irlines re le to hrge rok ottom pries for their most populr routes whih susequently inreses their populrity nd therefore the numer of plnes flying. If onsiderle hnges re not mde soon, we re going to hve n environmentl disster on our hnds glol wrming hs finlly een knowledged verlly y the interntionl ommunity s serious issue: it is now time to knowledge it with tion. Me? Well, I hte flying so I don t relly feel prt of the dete. Sooner sty t home thn go up in one of those things. Thing is, you see, they don t know how they sty up not relly. They n theorise nd they must hve good ide, ut they don t relly know. And tht s wht terrifies me. There s no need to fly nywy I think the British Isles re ompletely underestimted, prtiulrly y the British. Look t the Frenh you don t see them flying off round Europe, no mtter how hep udget irlines re. Sty t home, see Britin y r, rvn, ike is wht I sy, rther thn swnning off to look t its of reli in fr off ples. But then I m ised of ourse. Otherwise I wouldn t e so good t wht I do, I guess. I ve een living in Itly for the lst five yers. It suits me down to the ground I feel very retive here nd my rtisti lok hs gone! And we hve lots of spe so I n prtise t home. But we wouldn t hve moved here if flying weren t so hep. Tht s wht I think is so wonderful out ll the udget irlines they llow ordinry people to do extrordinry things! Why should flying e n elite tivity? My rother is nurse ut he n still ome over to visit us every two months even on his slry. And who relly needs food on flight? If you re flying to Itly, like us, you know you n hve hep owl of pst in some lovely little trttori when you lnd! Chep flights re our solute enemy. They hve the potentil to destroy ll other forms of long-distne trvel nd we must fight their influene if we re going to survive. Beuse with pries like 99 pene flight, there is no wy we n ompete. The irony of ourse is tht if you sk nyone how they would prefer to trvel, flying does not ome out on top! It is time-onsuming, d for the environment, unomfortle. I myself don t fly. Why would I? Not with ll the enefits I reeive from work. And I muh prefer to sty on the ground! But wht n one relly do? Loying the government isn t going to work we hve to edute the people. Low pries re quite lerly wht ustomers wnt you only hve to glne t the rising figures to relise tht. And who would e hurlish enough to fight tht ft? If there is nihe in the mrket, fill it tht s my mntr. The ottom line is tht life nowdys is fst nd furious hundred yers go things were different. But we don t live hundred yers go. We live now! And the world is full of exiting opportunities whih people don t wnt to let pss them y. Quite frnkly, I relly n t see wht the prolem is most of the klsh seems to ome from those not smrt enough to get involved from the eginning. I hve no sympthy. tel English C Mok Exmintion
66 Informtion Prt : Presenter Alexndr Presenter Alexndr Presenter Alexndr Presenter Alexndr Presenter Alexndr Presenter Alexndr Presenter Alexndr Presenter Alexndr Presenter Alexndr Good morning. There re millions of Britons living overses ut urrently we don t know lot out them. Tody in the studio I m joined y Dr Alexndr Cookson from the Institute of Demogrphi Reserh who is heding up study to find out more. Good morning, Dr Cookson nd welome to the progrmme. Thnk you. How muh do we urrently relly know out Britons who live rod? Well, tully very little the informtion we do hve is pretty pthy nd muh of it hs trditionlly een guesswork. Aording to the most reent figures, some 350,000 people left the UK in 00 third more thn in 99. But we don t hve urte inditions of the totl numer living rod. There re of ourse estimtes ut these vry onsiderly. The Foreign Offie elieves tht there re round.5m British pssport holders overses while other reserh suggests tht there my e s mny s million. We just don t know whih is why this study is tking ple. So where do we think people re? There re some firly ovious ples. Austrli seems to e the most populr destintion with t lest 65,000 Brits sed there, ording to Austrlin Ntionl Survey figures. And t lest hlf million British people re thought to e living in the US, with sustntil numers in New Zelnd, Spin, South Afri, Frne, Germny nd Cnd. And there re even 300 British itizens registered in Mongoli so we re spred fr nd wide! Yes, indeed. Though it does seem to e minly English speking ountries. Historilly yes, ut there is evidene tht things re hnging with the expnsion of hep irlines nd new, fster routes opening up. One re where there is thought to e prtiulrly strong growth is South-Est Asi, prtiulrly in the ountries with emerging eonomies, where skilled Britons n esily get work. You lerly elieve tht it is importnt to find out more out emigrtion. Why? Yes, I do elieve it is importnt. The lst dede hs seen migrtion people moving from one ountry to nother eome glol fore of hnge nd Britin is one of the ntions t the entre of this hnge. And while there hs een lot of tlk out immigrtion people oming into Britin, there is very little understnding of emigrtion, fore tht plys key role in how ntion develops. Well, tke the so-lled rin drin, for instne. The World Bnk sys tht the UK hs one of the worst reords for holding on to university grdutes one in six leves, often euse they n ern higher slries rod. This leds to some firly ironi situtions for instne, while the UK is usy reruiting nurses nd dotors from overses, mny of its own re going rod. So why do people hoose to leve the UK? A reent opinion poll unovered vriety of different resons why people emigrte. The most populr resons to leve were the serh for etter qulity of life or etter wether. The wether for exmple hs undoutedly een the ruil ftor in the growth of the lrge expt ommunities in Florid nd Spin. And then, lot of people sid they were looking for n dventure or new opportunity. Almost 0% of those questioned sid they lredy hd friends or fmily in the ple they would onsider migrting to. And do we know nything out their views on Britin? Well, here the nswers were quite omplex. Aout % of respondents sid they did not like wht Britin hd eome nd few mentioned speifi resons, suh s rime rtes, for why they were unhppy. The government is lerly onerned out the issue Yes, I elieve it is ut minly euse it is keen to improve its onsulr servies overses. More urte figures of the numer of Britons living rod n help the government to pln suh servies for itizens nd of ourse mke it esier to identify nd evute British itizens from trouled prts of the world during risis. Well, thnk you very muh, Dr. Cookson. We will look forwrd very muh to reding the pulished results this utumn. And thnk you. Informtion tel English C Mok Exmintion
Prt 3: Crol Hunter Informtion Hello nd welome to the Lerning Everydy leture series. It is gret to see so mny of you here espeilly s the wether is so wonderful outside. We ll hve rek t out 0.5, so you n go outside nd enjoy some Vitmin D! Ok. As you know, tody s speker is Pul Jenkins. Pul is the Hed of Puli Reltions for the Fir Trde Assoition in the UK. He is going to tlk to us out Fir Trde. So, plese welome Pul Jenkins. 67 Informtion Pul Jenkins Thnks, Crol. Now, s Crol sid, I m the spokesmn for the Fir Trde Assoition here in the UK nd I m delighted to hve een invited to spek to you ll tody. The Fir Trde Movement hs grown onsiderly over the lst few yers ut it hs tully een round for longer thn most people think. I pln to look first t wht Fir Trde tully is. Then I will give you some kground out it nd lso desrie the role of the Fir Trde Orgnistions here in the UK nd Europe. And lstly I will tell you out key projet supported y Fir Trde nd how it hs enefited the frmers nd ommunities involved. So first of ll: wht is Fir Trde? Fir Trde is relly wht it sys it is: Fir Trding. Fir Trde Orgnistions rete opportunities for produers nd frmers in developing ountries who hve een eonomilly disdvntged y the onventionl trding system. They help these frmers nd produers to lern skills whih will help them in the future nd enourge them to work independently. Very importntly, Fir Trde Orgnistions py produers firly nd lso tret men nd women eqully. Working onditions re lso importnt. They must e sfe nd helthy. And lstly, Fir Trde tively enourges etter environmentl prties nd responsile methods of prodution, for exmple orgni frming. You my e fmilir with the Fir Trde Mrk, symol found on ertin produts in your lol supermrket: hoolte perhps, nns or offee. This symol tells us tht the produt hs een produed nd trded firly. As onsumer, you n then hoose to uy offee from n orgnistion whih supports its produers nd gives them fir del. Fir trde produts re often little it more expensive for onsumers, ut mny people hoose to uy them euse they wnt to help frmers in developing ountries live etter lives nd support their fmilies. For me, Fir Trde is sign of hope. It proves tht greter justie in world trde is possile. It highlights the need for hnge in onventionl trding nd shows how suessful usinesses n lso put people first. So, now you know wht it is where did it ll egin? Well, some people sy tht the Amerins were first with n orgnistion lled Ten Thousnd Villges whih egn uying needlework from Puerto Rio in 96. Ten yers lter, the first forml Fir Trde shop whih sold these nd other items opened in the USA. Fir Trde in Europe dtes from the lte 950 s when the hritle orgnistion Oxfm UK strted to sell rfts mde y Chinese refugees in Oxfm shops. In 96 it reted the first offiil Fir Trde Orgniztion. At the sme time, Duth third world groups egn to sell ne sugr with the messge y uying ne sugr you give people in poor ountries ple in the sun of prosperity. These groups went on to sell hndirfts from the developing world nd in 969 the first World Shop opened. There re now mny suh shops throughout Europe. In 973, the first firly trded offee ws imported to Europe from oopertives of smll frmers in Guteml. Over the next thirty yers this grdully eme onept with hundreds of thousnds of offee frmers enefiting from it. Now Fir Trde offee mkes up etween 5 nd 50% of the turnover of Fir Trde Orgnistions in Europe tody. Whih rings me k to the Fir Trde Mrk I mentioned erlier. In the mid-90s, priest working with smllholder offee frmers in Mexio hd the ide of using some kind of system to identify Fir Trde produts. Produts ought, trded nd sold firly would qulify for lel tht would mke them stnd out mong ordinry produts on store shelves. In 9, the Fir Trde Mrk ws reted. The onept ught on: within yer, offee with the lel hd mrket shre of lmost three perent. So, wht else do we do tody? Well, the Fir Trde movement rises onsumer wreness out the prolems used y onventionl trde. Eh produt sold inludes informtion out its prodution, the produers nd their onditions of living. In effet, Fir Trde Orgnistions hve the role of enourging onsumers to mpign for more glol justie. We re lso very involved in dvoy work. The Fir Trde Assoition in the UK produes mny douments nd mpign mterils nd orgnises puli events. Here in Europe we hve enefited from politil strutures whih llow us to entrlise our work. An importnt tool ws the estlishment of the FINE Advoy Offie in Brussels, whih fouses on influening Europen poliy-mkers. So, now you know little out wht Fir Trde is, how it strted nd some of the work we do. I would now like to give you just one exmple of projet in whih Fir Trde hs hd positive effet on the ommunities it hs helped. These re my fvourite stories euse they show wht n e hieved when people work together nd support eh other. The projet involves group of Fir Trde nn frmers in the Dominin Repuli. You proly ll know tht the Dominin Repuli is very poor ountry. A gret numer of hildren there end up living on the streets. Three yers go, mn lled Roerto Luis, who ws volunteer sell oh in his villge, wrote letter to his lol newspper sying tht he elieved the villge hildren would e etter off on the sell pith thn on the street. A Fir Trde nn frmer, Jose Mendoz, hppened to red the pper on tht dy nd greed. So he deided to help. For every ox of nns tht is sold to the Fir Trde mrket, frmers reeive onus sum whih they must put towrds ommunity projets. Jose Mendoz persuded his fellow-frmers to put this money towrds free uniforms for lol sell tems. The frmers provided uniforms for six lol sell tems: three tems of hildren, one tem of women, nd two tems of men. Bsell is the ntionl sport in the Dominin Repuli nd eoming legue plyer is every hild s drem. It offers route out of poverty. It lso hs enefiil effet on ll hildren, whether they go on to eome legue plyers or not. It gives them physil strength nd hope. In the words of Jose Mendoz: Sport mkes hild grow up stright. It gives them helthy mind in helthy ody. tel English C Mok Exmintion
6 Informtion Informtion I visited the frmers lst yer nd lso met the sell oh Roerto Luis. He is very kind, gentle mn of out sixty. He told me how muh he felt the hildren hd enefited from the free uniforms. He sid tht wering them gve them pride in themselves nd their villge nd tht they felt they were prt of something igger, prt of the ommunity. More nd more hildren re joining the sell tem every yer nd it is keeping them off the streets. The Fir Trde frmers re rightly proud of wht their ontriution hs hieved. So, tht is one exmple of the wy Fir Trde n help ommunity. Well, I ve now rehed the end of my tlk tody. I hope this hs given you some useful insights. Thirty yers go, Fir Trde ws smll, insignifint movement whih hd little influene on soiety s whole, tody it is powerful movement whih keeps on growing nd whih nnot e ignored. Thnk you very muh for listening. Crol Hunter Thnk you, Pul, for suh n interesting leture this morning. We still hve out 5 minutes efore we go outside for offee nd some sunshine.
