Introduction Intrado Direct VPC Guide VoIP ALI Data Provisioning Process Introduction The purpose of this document is to provide the VoIP Provisioning Center (VPC) with a detailed overview of the processes associated with ALI data provisioning for VoIP deployments where Intrado Direct is the ALI database provider to the PSAP. This document provides clarification of the ALI provisioning activities required and the sequence in which these activities must be performed by the VPC and other entities involved. The diagrams contained within this document are simplified work-flow diagrams. The work activities flow from left to right across the page in the sequence in which the activities are performed. The participants of the process are listed on the left hand side of the page and those activities for which the participants are responsible are the boxes directly in line with the participant s name. Any process inputs that are required to make the process operate are listed directly after the participants list. The first diagram shown is the high-level overview of data provisioning for VoIP deployments. The diagrams that follow are more detailed work-flow diagrams of each of those processes depicted in the high-level diagram. Examples of all Intrado Direct VoIP provisioning forms and instructions for populating them are included herein where appropriate. The e-mail address for obtaining the official forms is also provided. Finally, a list of Intrado Direct support contacts is provided in the back of this guide for your reference. We are hopeful that this process documentation will help you better understand the VoIP data provisioning process and ultimately make VoIP deployments move smoothly and efficiently. Request the Intrado Direct VoIP ESQK Steering form via e-mail at direct_operations@intrado.com. The Intrado Direct operations team will e-mail you the official MS Excel formatted form. 2. Complete the fields in the Intrado Direct VoIP ESQK Steering Form as detailed below: STATE: VPC Provider: LOW RANGE: HIGH RANGE: CLASS OF SERVICE: Primary VPC TCP/IP Address for Intrado Direct ALI: Secondary VPC TCP/IP Address for Intrado Direct ALI: Identify the state VoIP Provisioning Center that manages ESQKs on behalf of a VoIP Service Provider Enter the low range of the ESQK to be used for PSAP Enter the high range of the ESQK to be used for the PSAP Populate this field with a V Populate this field with one of the following: FLESG TCS1 VIXXI1V Populate this field with one of the following: COESG TCS2 VIXXI2V 3. After completing the required fields in the form, e-mail the completed form to VoIP_securitytable@intrado.com. 4. The VoIP Security Table will be processed within five (5) business days of receipt. Note: Use of unofficial and/or incorrectly populated forms will be returned to the request initiator for correction/completion. Once a corrected (and properly completed) form is received, the VoIP Steering Tables will be processed within five (5) business days. 5. VPC ALI Data Provisioning Checklist VPC ALI Data Provisioning Checklist This checklist is provided to assist in expediting the provisioning and troubleshooting processes. If deployment testing assistance is requested from Intrado, this list will be reviewed before scheduling assistance to ensure that all of the necessary provisioning steps have been taken before allocating resources to assist in testing. Verified Data Provisioning Process How To Verify 1 1) Valid VoIP MSAG(s) built. Verify through 911Net. See process document to determine resolution if this process has not been completed. 2) NPA/NXX Table request filled out and submitted and tables built. 3) Service Order Interface (SOI) files submitted and posted to ALI. A confirmation is sent to the requestor by Intrado once NPA/NXX Table has been built. Verify through request to Intrado Direct VoIP Mailbox (refer to page 5, VoIP Table Build). See process document to determine resolution if this process has not been completed. Verify this through review of your Errors and Stats file. 4) Intrado Direct VoIP Steering Table Form submitted and processed 5) Request Technical Assistance to troubleshoot deployment problem. 2 3 A confirmation is sent to the requestor by Intrado once the table has been built. This may also be confirmed through request to Intrado Direct VoIP Mailbox. 1 Refer to process documentation for symptoms if the corresponding process has not been completed. 2 To adequately schedule resources, a minimum 5-day notice is required to schedule technical assistance. 3 When requesting technical assistance, assistance will only be provided when all of the processes detailed in this checklist have been appropriately verified. 9 (V2012.03.21)

VPC Deployment Technical Support and Troubleshooting VPC Deployment Technical Support and Troubleshooting VoIP testing can not be scheduled until the steps in this guide have been completed. Intrado supports VPC testing during normal business hours: 8 a.m. to 5 p.m. Mountain Time, Monday through Friday, excluding observed holidays. Scheduling may be arranged by contacting a Telephone Service Provider Program Manager (listed in the back of this guide). After hours testing may be accommodated on a resource-available basis and will be billable at Intrado s professional services rates. Production-related technical support is available 24 x 7 x 365 through Intrado s ISOC (contact number is listed in the back of this guide). 10 (V2012.03.21)

Misrouted call: a. Was the location information that was returned from the VPC VoIP ALI displayed at the PSAP? b. What specifically displayed on the call taker screen (all numbers and words)? c. Have you verified with the LEC that the selective router (S/R) has the ESQK/ESN in the S/R database? 2. Incorrect data or no data displayed at the PSAP: a. What numbers specifically displayed on the PSAP screen? b. What else displayed on the PSAP screen (for example, no record found, incorrect location, shell record only, etc.)? c. Appendix A: Glossary (Terms and Definitions) Appendix A: Glossary (Terms and Definitions) ALI Automatic Location Identification is feature of E9-1-1 service that displays the name and address associated with the number of the phone being used to dial 9-1-1. A database managed by a database provider. Direct DIU The Data Integrity Unit (DIU) responsible for managing data associated with all regions that are directly hosted by Intrado Communications, as well as the unit that manages V9-1-1 functionality for various government agencies. ESN Emergency Service Number is a three to five digit alphanumeric code that represents an emergency service zone. This number is used by the selective router to route E9-1-1 calls to a particular PSAP. ESN/ELT Emergency Service Number/English Language Translation ESQK Emergency Service Query Key ILEC Incumbent Local Exchange Carrier MSAG Master Street Address Guide is a listing of all streets in a 9-1-1 service area and the house number ranges for each ESN. The primary function of the MSAG database is to validate subscriber addresses and assign an ESN (Emergency Service Number) to each customer telephone record number. NENA National Emergency Number Association NPA/NXX Number Plan Area/Prefix is the area code and the first 3 digits of the local 7-digit phone number. This number identifies the central office out of which the phone number originates. S/R Selective Router; the 911 Selective Router that provides network routing to the PSAP. SOI Service Order Interface. Service order information is extracted from the telephone company's service orders and submitted in NENA-2, 512-byte format to Intrado. This data is used by Intrado to process customers' address records and ultimately to update E9-1-1 ALI databases. TSS 14 (V2012.03.21)
