McDaniel 911-COMMUNICATIONS Communications Director Phone: Fax No RE: CenturyLink/Intrado Executive Summary for Change in Project Completion Dates for Brunswick County, NC New Requested Transition Date: Brunswick County Emergency Services Targeting Migration for Q Explanation Detail: Sprint is implementing new connectivity to direct connect to the Intrado network. This change is required due to the known HCAS issue, which will be resolved by establishing this pending connectivity. The new targeted date will allow Sprint time to order and turn up the required trunks. During the Brunswick County ALI migration, the project team discovered Sprint calls to Brunswick County did not display the correct ANI/ALI due to the HCAS trunk set up. All other project activities are complete, and Intrado is ready to transition ALI and Voice. The Intrado Next Gen Implementation project will complete after the above issue is addressed and the ALI and voice migration events are conducted for Brunswick County. Other Project Updates: Brunswick: Successfully completed trunk testing with Atlantic Telephone Membership Corporation (ATMC). Haywood County: Successfully migrated ALI June 4, 2012 Successfully migrated voice August 22, 2012

McDaniel 911-COMMUNICATIONS Communications Director Phone: Fax No CenturyLink/Intrado Executive Summary for Change in Project Completion Dates: Stanly and Brunswick counties, NC New Transition Dates: Stanly County E9-1-1 Emergency Communications July 2012 Brunswick County Emergency Services June 28, 2012 General Transition Criteria In order for CenturyLink and Intrado to transition a PSAP to the A9-1-1 service, it is necessary that certain conditions are met and fully tested. The following issues pertain to both Stanly and Brunswick counties, NC (and any other PSAP jurisdiction transitioning to the A9-1-1 service). Following the general transition criteria below, issues specific to Stanly or Brunswick are described. For a PSAP to be transitioned to the CenturyLink/Intrado A9-1-1 Service: 1. The PSAP must be connected to the CenturyLink/Intrado network, equipped with CPE capable of receiving calls, and tested. 2. The ALI data base must have previously been transitioned to CenturyLink/Intrado and tested. 3. Out-of-area MSAG validated data must be available to both CenturyLink/Intrado and the ILEC to accurately hand-off (selectively route) calls from split wire centers that are intended for the other service provider s PSAP customer. 4. All carriers (wireline, wireless, and VoIP) serving the PSAP jurisdiction must have trunks in place that are turned up, tested, and capable of delivering their traffic to the CenturyLink/Intrado selective routers at a P.01 grade of service. 5. CenturyLink/Intrado must have Inter-Connection Agreements (ICAs) completed with all ILECs serving the PSAP jurisdiction. 6. The voice service trunk architecture must be designed and the service transition plan must be agreed upon by all ILECs.
6 7. CenturyLink/Intrado must establish a Point of Interconnection (POI) on all Incumbent Local Exchange Carrier (ILEC) networks serving the PSAP jurisdiction. This meet point is the location where traffic is exchanged between an ILEC and CenturyLink/Intrado. In practice, it is usually a device located in buildings where ILEC Tandems and/or selective routers are located. 8. CenturyLink/Intrado must order and provision facilities (usually T1s) from the POIs on the ILEC networks to the CenturyLink/Intrado Legacy Network Gateways (LNGs) that transform the traffic to Internet Protocol (IP) and transport calls to the CenturyLink/Intrado selective routers. The regional CenturyLink/Intrado LNGs are located in Greensboro and Durham, NC. 9. CenturyLink/Intrado must provide Letters of Authorization (LOAs) for Circuit Facility Assignments (CFAs) - - together, LOA_CFAs - - to the ILECs granting permission and instructions for the ILECs to connect to the CenturyLink/Intrado the LNG-POI facilities. 10. CenturyLink/Intrado must order and provision inter-tandem trunks on the LNG- POI facilities from the CenturyLink/Intrado selective routers to the ILEC Tandem to transport call transfers for delivery to PSAPs served by the legacy selective router service provider. 11. All ILECs must order and provision trunks from end-offices serving the PSAP jurisdiction to the POI and cross-connect the trunks to the LNG-POI facilities for delivery to the CenturyLink/Intrado selective routers. 12. The legacy selective router service provider (ILEC) must order and provision inter-tandem trunks on the LNG-POI facilities from the ILEC Tandem to the CenturyLink/Intrado selective routers to transport call transfers for delivery to PSAPs served by CenturyLink/Intrado. 13. The inter-tandem trunks are also used by both parties to deliver calls to the other service provider s PSAP customers that have been received from carriers serving split wire centers (exchanges or rate centers) and unable to filter their traffic for a PSAPs political jurisdiction boundaries. Many of the above steps must be performed in a serial manner as the output from one step is required to begin the subsequent step. For example: CenturyLink/Intrado must complete step #8 (order and provision POI T1s) before the LOA_CFAs can be provided to the ILECs in step #9, so that the ILEC can begin steps #11 and #12, etc. Project-Specific Transition Criteria Stanly County E9-1-1 Emergency Communications Stanly County is served by 2 ILECs AT&T and Windstream. AT&T has provided selective routing to Stanly County from the AT&T Charlotte Lake Point Tandem. Windstream is the predominant LEC serving Stanly with the majority of access lines.
7 CenturyLink and Intrado have completed steps #1 10 with Windstream. Steps #9, 10, 11, and 12 are not applicable for Windstream as no transfer or handoffs go back to Windstream. (Windstream does not provide selective routing and ALI service to other PSAPs in the area) Pending non-live testing, Windstream is ready to turn up traffic for Stanly County to CenturyLink/Intrado. CenturyLink and Intrado have completed steps #1 10 with AT&T. AT&T initiated steps #11 13 on approximately 5/7/2012. There is a 20 business-day standard interval for completion of AT&T E9-1-1 trunk orders and sufficient time must be allowed for testing and correcting any anomalies. The primary reason for delay is that steps #11 13 are dependent on step #9 CenturyLink/Intrado provides LOA_CFA to the ILEC. CenturyLink and Intrado have completed step #9 and provided LOA_CFAs to AT&T for the POI at the AT&T Charlotte Lake Point Tandem in October AT&T rejected the CenturyLink/Intrado LOA_CFAs, claiming that there was a requirement for an E9-1-1 designation in the CFA. CenturyLink/Intrado worked with its T1 vendors to obtain the E9-1-1 designation. CenturyLink/Intrado s vendors were unable to provide the E9-1-1 designation. In the interim period, the CenturyLink/Intrado T1 orders were changed to account for the presumably required E9-1-1 designation, cancelled, re-ordered, mis-provisioned by the CenturyLink/Intrado vendor, re-worked, and re-provisioned. A complicating factor for the Stanly County project is that its neighbor, Cabarrus County is also migrating to the Intrado A9-1-1 service. AT&T and Windstream serve both counties, had have exchanges that are split between the 2 jurisdictions. It was determined that the safest and best approach for transitioning Stanly County would be to migrate the Stanly County at the same time as Cabarrus. As the issue cited above impacted the trunk orders for Cabarrus as well as Stanly County, an additional delay was incurred. The above issue impacted all Intrado-AT&T trunk orders in North Carolina, delaying turn-up of service for 6 PSAPs including Stanly, Haywood, and Brunswick counties. The T1 circuits for these projects have now been completed and the LOA_CFAs have been accepted by AT&T. Haywood County (along with Buncombe County) transitioned to the CenturyLink/Intrado A9-1-1 service on 5/2/2012. The Stanly (and Brunswick) projects are now back on track. AT&T has accepted the CenturyLink/Intrado LOA_CFAs and has submitted its trunk orders to connect to the CenturyLink/Intrado selective routers. The revised transition date for the Stanly County service to CenturyLink/Intrado takes into account the time necessary for completion of the AT&T trunk orders plus time for testing. In addition, this transition date accounts for the tasks necessary to prepare Cabarrus County for transition so that both PSAP migrations can be tested and executed in close proximity so that end-office traffic split between the 2 jurisdictions follows the same call path and does not have to be unnecessarily exchanged between service providers
8 Brunswick County Emergency Services Brunswick County is served by 2 ILECs AT&T and Atlantic Telephone Membership Corporation (ATMC). AT&T has provided selective routing to Brunswick County from the AT&T Wilmington 4 th Street Tandem. ATMC is a large LEC serving Brunswick County. CenturyLink and Intrado have completed steps #1 7 with ATMC (steps #9, 10, 11, and 12 are not applicable for ATMC as no transfer or hand-offs go back to ATMC. (ATMC does not provide selective routing and ALI service to other PSAPs in the area). CenturyLink and Intrado have ordered T1s to the ATMC Tandem located in Shallotte, NC. One reason for the Brunswick County project delay is that the CenturyLink/Intrado ICA with ATMC was executed on 4/2/2012. This delayed the ordering and provisioning of facilities to ATMC which has in-turn delayed subsequent steps. The facility orders from CenturyLink/Intrado to ATMC are now in-progress. CenturyLink and Intrado have completed steps #1 10 with AT&T. AT&T initiated steps #11 13 on approximately 5/7/2012. There is a 20 business-day standard interval for completion of AT&T E9-1-1 trunk orders and sufficient time must be allowed for testing and correcting any anomalies. In addition, this transition date accounts for the time estimated for the CenturyLink/Intrado facility orders to complete to ATMC and for ATMC to order and provision trunks to the CenturyLink/Intrado selective routers.
