1 Glossary of Terms and Definitions 911 Governing Authority 911 Governing Authority means a municipality or other state or local government agency, or an authorized agent of one or more municipalities or other state or local government agency to whom authority has been lawfully delegated to manage or E9-1-1 systems, responsible, at a minimum, for making it possible for Emergency Services to respond to callers emergencies through the use of one telephone number, A 911 Governing Authority may be an individual PSAP, or an entity responsible for the management and operation of multiple PSAPs within a given geographic area. Automatic Location Identification (ALI) ALI is the automatic display at the PSAP of the End User s call back number, the address/location of the End User and, in some cases, supplementary Emergency Services information. Automatic Number Identification (ANI) ANI is the number associated with the access line or its equivalent from which an E9-1-1 Emergency Services call originates. The ANI must be ten-digits, and follow the North American Numbering Plan Administration (NANPA) telephone numbering guidelines. Access Service Request (ASR) ASR is a form used by a Competitive Local Exchange Carrier (CLEC) to request that the Incumbent Local Exchange Carrier (ILEC) provide Special Access or Switched Access services as specified in the various Access Service Tariffs. The ASR has been used for many years between the Regional Bell Operating Companies (RBOCs) and to order special circuits that extend into telcos serving areas. CAMA Centralized Automatic Message Accounting Call Back Number Call Back Number id the 10 digit telephone number that may be used by the PSAP to call back the End User in the event that the End User is disconnected. The Call Back Number must be ten-digits and follow the NANPA telephone numbering guidelines. CFA Connecting Facility Assignment is the facility designation of the high-capacity system that a line or trunk is using. (V ) Page 1 of 6

2 CKR Circuit Reference is the access service tariff customer s overall circuit name; identifies the circuit number or the range of circuit numbers used by a Telecommunications Service Provider. CLLI Common Language Location Identifier is a code used to identify physical locations and equipment, such as building, central offices, pole, and antennas. Commission Commission means the applicable state administrative agency to which the state legislature has delegated the authority to regulate the operations of local exchange carriers (LECs) providing Enhanced Services. Customer Provided Equipment (CPE) CPE is the equipment and apparatus physically located at the PSAP location and used to receive emergency calls and deliver Emergency Services. Database Management System (DMS) DMS is a system of manual procedures and computer programs used to create, store and update the data required to provide Selective Routing and/or Automatic Location Identification for E9-1-1 systems. Dynamic ANI/ALI Dynamic ANI/ALI is a call processing arrangement utilizing a pseudo ANI number for NCAS-type call routing arrangements associated with the delivery of mobile, nomadic or out-of-region calls and commonly involves a method to provide caller ALI information via the E2/V2 or PAM interface upon emergency call answer. Dynamic ANI/ALI Provider Dynamic ANI/ALI Provider is an entity engaged in providing NCAS-type call arrangements associated with the delivery of mobile, nomadic or out-of-region calls and commonly involves a method to provide caller ALI information via the E2/V2 or PAM interface upon emergency call answer. E2/V2 Interface Protocol E2/N2 Interface Protocol is the interface providing the industry standard signaling protocol used between a wireless/voip carrier s Mobile Positioning Center (MPC) /VoIP Positioning Center (VPC) or other Dynamic ANI/ALI Provider and the ALI system. ECCKT Exchange Company Circuit means the circuit ID for a trunk line; identifies the LEC local loop ID or multiple circuit IDs. Enhanced Service (E9-1-1) E9-1-1 is a local exchange communications service whereby a PSAP receives telephone calls placed by End Users dialing the number E9-1-1 includes the (V ) Page 2 of 6

3 service and facilities associated with the service arrangement for the selective routing, transport, and delivery of public emergency telephone calls dialed to with ANI and ALI. E9-1-1 provides completion of a call from the End User via dedicated facilities terminated to the CPE located at the PSAP. E9-1-1 Database Management System E9-1-1 Database Management System is a system of computer hardware and software designed to create E9-1-1 call routing databases for selective routing of E9-1-1 calls as well as the creation of E9-1-1 ALI records that are presented with Emergency Services information to a PSAP at the time of the E9-1-1call. E9-1-1 Facility E9-1-1 Facility is the dedicated transport medium between the Customer s Point of Presence and the Intrado Comm designated Point of Interconnection. E9-1-1 System E9-1-1 System is the set of network, database and CPE components required to provide E9-1-1 Services via dialing. Emergency Services Emergency Services means police, fire, ambulance, rescue, and medical services. Emergency Service Number (ESN) ESN is a three to five digit number representing a unique Emergency Service Zone used to facilitate selective routing (and selective transfer if required), to the appropriate PSAP and the dispatching of the proper service agency. Emergency Service Query Key (ESQK) ESQK is a Pseudo-ANI number that identifies a call instance at a VPC and is associated with a particular Selective Router/ESN combination. Emergency Service Response Key (ESRK) ESRK is a Pseudo-ANI number that identifies a call instance at an MPC and is associated with a particular Selective Router/ESN combination. Emergency Service Zone (ESZ) ESZ is a geographic area served by a unique combination of Emergency Services agencies (i.e., police, fire, ambulance, rescue, and medical services). Emergency Services Gateway (ESGW) ESGW is the device that converts signaling and voice elements associated with a call from the legacy Time Division Multiplexed (TDM) network to Internet Protocol. E9-1-1 Trunk E9-1-1 Trunk is a DS0 level communication channel transported over a DS1/3 E facility. (V ) Page 3 of 6

4 End-User End User means the individual served by the Telecommunications Service Provider who initiates a call. Governmental Authority Governmental Authority means any federal, state, local, foreign, or international court, government, department, commission, board, bureau, agency, official, or other regulatory, administrative, legislative, or judicial authority with jurisdiction over the subject matter at issue. Internet Protocol (IP) IP is the method by which data is sent from one computer to another on the Internet or other dedicated, private IP network(s). Multi-line Telephone System (MLTS) MLTS means a system comprised of common control unit(s), telephone sets, and control hardware and software. This includes network and premises based systems, i.e., Centrex and PBX, Hybrid, and Key Telephone Systems owned or leased by 911 Governmental Authorities and non-profit entities, as well as for profit businesses. Master Street Address Guide (MSAG) MSAG is a database of street names and house number ranges within an associated community used to define ESZs and its associated ESNs, to enable proper routing of E9-1-1 calls and display of appropriate emergency response agencies to the PSAP call taker. Mobile Positioning Center (MPC) MPC means the point of interface to the American National Standards Institute (ANSI) wireless network for the Emergency Services Network. The MPC serves as the entity that retrieves, forwards, stores and controls position data within the location network. It can select the Position Determining Entity (PDE) to use in position determination and forwards the position to the requesting entity or stores it for subsequent retrieval. In the case of a PDE with autonomous determination capability, the MPC receives and stores the position estimation for subsequent retrieval. NENA Company Identifier or NENA Company ID NENA Company ID is the three to five character identifier obtained by the Customer from the National Emergency Number Association (NENA); refer to NENA s website at NOC Network Operations Center Non-Call Path Associated Signaling (NCAS) NCAS is the call processing arrangement that utilizes a Dynamic ANI/ALI number for the delivery of mobile, nomadic or out-of-area calls. NCAS also utilizes a method to dynamically provide caller ALI information via the E2/V2 or PAM interface. (V ) Page 4 of 6

5 Public Safety Answering Point (PSAP) PSAP is an answering location for E9-1-1 calls originating in a specified area. Pseudo-ANI (pani) pani is a 10 digit number that is used in place of ANI for E9-1-1 call routing and the delivery of dynamic ALI information. Non-dialable pani numbers may contain an NXX of 211, 511 or any other non-dialable NXX code approved by the pani Administrator as defined by the Federal Communications Commission (FCC), and must utilize only those NPAs that are in use in the area served by Intrado Comm. Dialable numbers from a Customer s assigned number pool may be used as panis in lieu of non-dialable numbers, providing non-dialable numbers are unavailable to the Customer and the dialable numbers used are sequential ten-digit numbers that follow the North American Numbering Plan Administrator telephone numbering guidelines. PAM Interface Protocol (PAM) PAM is an interface that uses a proprietary protocol to retrieve the caller s ANI/ALI from another ALI system or from a Dynamic ANI/ALI Provider (e.g., MPC/VPC) for display at the appropriate PSAP upon the answer of a call. Point Code Point Code is an SS7 term for a unique code that identifies a network node that allows the ss7 network to route calls properly. Point of Interconnection (POI) POI means the designated interface point (demarcation point) where the Customer s transport facility is interconnected to Intrado Comm s Intelligent Emergency Network. The POI is an Intrado Comm controlled and maintained interface facility which will serve as the point of operational division of responsibility between the Customer and Intrado Comm. Point of Presence (POP) POP means the physical location on the Customer network from which the originating 911 emergency calling traffic is routed to the Intrado Comm Intelligent Emergency Network. The POP may be a location housing switching/routing elements or some other customer assigned facility. For VoIP Service Providers, the POP may be a 3rd party provided ESGW device. Selective Router (SR) SR means the call routing system (i.e., associated hardware and software) used to route an E9-1-1 call to the proper PSAP based upon the ANI or pani associated with the E9-1-1 call. Service Order Information (SOI) SOI means a file of completed service order updates containing End User information necessary for populating an E9-1-1 Database Management System and in accordance with NENA Standard Formats & Protocols for ALI Data Exchange or Standards for Private Switch (PS) E database. 6 Shell Records Shell Records means those pre-provisioned SOI-type records necessary to enable Dynamic ANI/ALI call delivery and display methods, used to determine call routing and the appropriate Dynamic ANI/ALI Provider responsible for providing the caller s ANI/ALI for display at the appropriate PSAP upon the answer of a call. SS7 Signaling System 7 is a telecommunications signaling system that employs a dedicated 64 kilobit data circuit to carry packetized machine language messages about each call connected between and among machines on a network to achieve connection control. Telecommunication Service Provider (TSP) TSP means a provider of wireline, wireless, VoIP, MLTS (shared tenant or PBX providers) or any other service provider permitting its End Users of such technology to access a PSAP by dialing the digits and having the applicable 911 Governing Authority s approval to access said PSAP(s). TSP for the purpose of this Agreement includes, but is not limited to, all ILECs, CLECs, CMRS, VoIP or other service providing entities requiring access to Intrado Comm s Intelligent Emergency Network. Voice over Internet Protocol (VoIP) VoIP has the meaning as defined by the FCC or any legislative or judicial authority with jurisdiction over the subject matter. Voice over Internet Protocol Position Center (VPC) VPC means the element that provides routing information to support the routing of VoIP emergency calls, and cooperates in delivering location information to the PSAP over the existing ALI database infrastructure. The VPC supports access to the routing data in the Emergency Routing Data Base (ERDB). (V ) Page 6 of 6
