3 1. Introduction West s Emergency Routing Service (the Service ) provides organizations with a 911 termination service that routes calls to the appropriate PSAP based on the caller s provisioned location. The Canadian Radio-television and Telecommunication Commission ( CRTC ) requires that all VoIP 911 calls be routed to a call center (referred to as Emergency Services Department in the CRTC documentation). This call center will have access to the caller s provisioned address and will confirm the caller s location verbally. Once the location has been confirmed, the call is routed to the appropriate PSAP using trunks enabled with Zero-Dialed Emergency Call Routing Service ( 0-ECRS ) provided by the LECs. 2. Service Features 2.1. Call Flow The following diagram depicts an emergency call made from a User in Canada. Enterprise / Service Provider Network End user 1 SBC/PSTN Gateway IP-PBX or Softswitch * 2a SIP 2b PSTN Emergency Routing Service 911 Call Server 3 MGW National ALI VPC MGW ECRC Existing Emergency Network PSAP a. An emergency call is placed by a User. b. The Customer premise equipment delivers the emergency call to the ERS 911 Call Server: i. Using session initiation protocol ( SIP ); or ii. Using Public Switched Telephone Network ( PSTN ) via a media gateway ( MGW ). c. The 911 Call Server receives the emergency call and either receives the location directly (location object, or LO ), or queries the National ALI database ( nali ) for the location. d. The location information is conveyed to the VoIP Positioning Center ( VPC ) either directly (LO), or indirectly (location key, or LK ). e. If the LK is delivered, the VPC queries the nali (LIS) to get the LO. f. The end user s LO is cached, and associated to the call. g. The VPC delivers the call back to the 911 Call Server with instructions to route the call to the Emergency Call Response Center ( ECRC ). h. The 911 Call Server delivers the call and its Automatic Number Identification ( ANI ) to the ECRC via a MGW. The ECRC operator receives the call. Simultaneously, the ANI is used to query the nali. The caller s record is displayed on the ECRC operator s monitor with the callback number, address, name, and the mapped 0-ECRS routing number that corresponds to the appropriate PSAP. i. The ECRC operator verbally confirms the caller s address. The call is then routed to the PSAP using the mapped 0-ECRS routing number. The PSAP receives the call and obtains the caller s name, callback number, and location information from the ECRC operator. The ECRC operator puts the PSAP in touch with the caller. Page 2
4 (*) Connectivity failure scenario: Call is routed directly to the ECRC via PSTN by the Customer softswitch in the case where there is a loss of SIP connectivity between the Customer s network and the Service Service Components VoIP Positioning Center ( VPC ) National ALI Database ( nali ) Determines the caller s location using the nali Delivers routing instructions to the 911 Call Server Provides the caller s location and callback number to the ECRC via the nali Supports ERL, Endpoint, and User records Accepts records from all ten provinces and three territories Address validation capabilities Provides instantaneous corrections and alternatives 911 Call Server Handles 911 calls Receives routing instructions from the VPC Forwards calls to the ECRC MGW Signaling and media interworking point between the IP domain and the conventional ISDN/PRI trunks Converts calls from IP to PSTN Uses routing information provided by the 911 Call Server to deliver calls to the appropriate destination ECRC Operated 24/7/365 APCO trained and certified staff Confirms caller s address Routes the call to the PSAP using the mapped 0-ECRS routing number Provides the PSAP with the caller s name, callback number, and location information 2.3. The ECRC is staffed continually by professionally trained personnel who obtain the caller s location information and deliver the call and location information to the appropriate PSAP. Where possible, the ECRC will route the call to the PSAP using i2 protocols. Call Situation Call with location, no location, or wrong location at ECRC. Dropped call with location. Dropped call with no location. ECRC Treatment ECRC call taker confirms location, makes any necessary corrections, and routes call to PSAP, based on actual location of the caller. Call taker informs appropriate PSAP, and PSAP follows internal SOP to callback the caller and dispatch emergency responders. Call taker uses other means to contact Service Provider or Organization associated with DID, to determine location of the caller. Call taker uses location to route call to appropriate PSAP. Page 4
6 3. Customer Responsibilities Customer will ensure that accurate and current Endpoint Data is entered into the Interface for each Endpoint, or that Endpoint Data is provided at the time of the call. If required by applicable telecommunications carriers or applicable law, Customer will provide West with a letter of agency which authorizes West, as a limited agent for Customer, to work with the telecommunications provider on Customer s behalf for the purpose of establishing interconnections between West, Customer and/or the telecommunications carrier that are necessary to enable West to provide the Service. Customer will only use the Service for the routing of calls and for no other purpose and will take all reasonable steps to ensure that the Service is not used for any other purpose by its Users. Customer will be responsible for providing, at its cost, all facilities and networks required to operate with and interconnect to the Service. Customer will regularly configure, monitor and manage its network and equipment to ensure that there is no interruption in connectivity with the Service. If either Customer or West becomes aware of any security vulnerability that arises from the interconnection of the Service with Customer s networks and equipment, the parties agree that they will provide all reasonable cooperation to promptly address such vulnerabilities. Customer will comply with all applicable laws in relation to its use of the Service to provide emergency dialing services to Users. 4. West Responsibilities West will provide to Customer a web based management interface ( Interface ). The Interface will allow either the Customer or a User to provision Endpoint Data into National ALI. The Interface will allow the Customer or each User to update the Endpoint Data using only User or Customer premises or equipment necessary to access its VoIP telephone service. If the Endpoint Data is not provisioned in the Interface by either the Customer or the User, then the Endpoint Data must be provided with the E9-1-1 call. West will provide, at its cost, all facilities, software, equipment, and necessary interconnect circuits required to operate the Service. West will regularly configure, monitor and manage its network and equipment to minimize any interruption in connectivity with the Customer network. West will use commercially reasonable efforts, consistent with industry practices and standards, to (a) maintain the security of the Service and the facilities in which Service s servers reside; and (b) protect against the introduction of any virus into the Service or into Customer s network. 5. Service Limitations and Disclaimers The following Service limitations and disclaimers apply: 5.1. Suspension of Service West may temporarily suspend the Service, if: Customer s equipment or network causes damage, or in the reasonable opinion of West, is likely to cause damage to West s equipment, databases or networks; Customer s use of the Service disrupts the normal use of the Service for other customers of West; or Customer is past due in making undisputed payment to West under this or any other agreement between the parties; provided that West has delivered to Customer written notice that payment is past due and Customer has failed to cure such default within ten business days thereafter. West will promptly notify the Customer on any suspension of the Service. Page 5
7 5.2. Audit Right During the Service term and for a period of one year thereafter, West (or its authorized representative) may request from Customer documentation to verify billing and payment accuracy. Such documentation will be specifically described by West and will consist of reports generally maintained in or that may be generated by the systems utilized as part of the Service. Customer will provide such documentation within ten business days. West may not audit more than once in any 12 month period. On receipt of the documentation, West will promptly audit such records and provide Customer the results of such audit and Customer will have ten Business Days to dispute such results and if such a dispute exists, the parties will work in good faith to resolve the dispute. If any audit establishes that Customer underpaid West by more than five percent of the amount due for the period examined, Customer will pay to West its reasonable expenses incurred for such audit, in addition to any amounts shown to be underpaid, within 30 days after the date of written notice from West. If any audit establishes that Customer has overpaid West, West will credit Customer the amount of the overpayment within two invoice cycles from the date of the determination of Customer s overpayment Other Limitations The Service may not function correctly, or at all, in the following circumstances: if Customer s equipment or network fails, is not configured correctly or does not meet the system specifications for use with the Service; due to a network outage, extended power failure or network congestion that it is outside the control of West or its suppliers; if Customer fails to provide and maintain current and accurate Endpoint Data; or if the PSAP emergency dispatcher does not promptly or properly answer or route the call, or if errors or omissions are made by the PSAP or the local exchange carrier servicing the PSAP. Customer acknowledges and agrees that West will not be liable for any Service outage, degradation or error, or any inability to, or delay in, accessing emergency service personnel due to any of the circumstances described in this Section Glossary These definitions are for this Service Guide only and are not necessarily the definitions used by the Federal Communication Commission ( FCC ) or any other governmental, industry, or private organization or entity. Emergency Call Relay Center ( ECRC ) means West s inbound call center, staffed 24 hours per day, 7 days per week, and 365 days per year for Emergency Call handling Customer support. For purposes of this Service Guide and the Service provided hereunder, ECRC may include a third party contracted by West to perform call center services. Endpoint means a hardware device or software instance that can make and receive voice calls. Endpoint Data means information on the specific location of an Endpoint, including GPS coordinates, municipal address, building name, floor number and/or suite number. Public Safety Answering Point ( PSAP ) means a facility equipped and staffed to receive Emergency Calls. Use means actual use of the Service by a Subscriber for the purpose for which such Service is provided. Users means Customer s and its Affiliates personnel and, if applicable, Customer s customers or subscribers, and their respective personnel, employees, visitors and other users of the Service. Page 6
