Partnership and Cooperation Agreement (PCA, 1997) Title IX - Cultural cooperation ARTICLE 85. 1. The Parties undertake to promote cultural cooperation with the aim of reinforcing the existing links between their peoples and to encourage the mutual knowledge of their respective languages and cultures while respecting creative freedom and reciprocal access to cultural values. 2. Cooperation shall cover in particular the following areas: exchange of information and experience in the field of conservation and protection of monuments and sites (architectural heritage); cultural exchanges between institutions, artists and other persons working in the area of culture; translation of literary works. 3. The Cooperation Council may make recommendations for the implementation of this Article.

The structure of the meeting document The recommendations of the meeting which the Rapporteurs will add to the background document given to the participants after having heard the expert opinions The measures proposed by the expert participants, which will be listed by the secretariat and published online after the meeting in order to be commented The Presidency Conclusions which will be formulated at the end of the meeting

Culture Road Map In order to pursue this overall objective, the following activities are regarded as prospective: Assessing the possibility of developing a cooperation programme

Framework for financing mentioned in the Road Map Assessing the possibility of developing a cooperation programme within the framework of the relevant EU external relations instrument

To promote a structured approach to cultural cooperation between the enlarged EU and Russia, to foster the creativity and mobility of artists, public access to culture, the dissemination of art and culture, intercultural dialogue and knowledge of the history and cultural heritage of the peoples of Europe.

To strengthen and enhance the European identity on the basis of common values, including freedom of expression, democratic functioning of the media, respect of human rights including the rights of persons belonging to minorities and promotion of cultural and linguistic diversity as a basis of vitality of civil society in Europe without dividing lines.

To develop cooperation between the cultural industries of the EU and Russia in order to increase both their cultural and economic impact.
