The Department of Homeland Security defines an active shooter as: An individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims. Are You Prepared? Active Shooter events are unpredictable and happen very fast. Your actions in the next 90 seconds may well determine if you and your patients survive. Are you prepared? Do you know what to do? From the first shot fired, most last a total of 8 12 minutes, in many cases, before law enforcement can arrive on the scene. You need to know what actions to take when confronted with an active shooter, and how to assist responding law enforcement officials. A study by the Federal Bureau of Investigation (FBI) reveals the overall number of active shooter incidents to have increased from 6.4 per year (2000-2006) to 16.4 per year (2007-2013). The US Department of Health and Human Services (DHHS) has long recognized active shooter incidents as a serious threat to hospitals and health care facilities. In 2014, DHHS issued an emergency planning guide recommending that active shooter training be included in emergency operation plans. The Department of Homeland Security, the FBI, the US Department of Justice, and the Federal Emergency Management Agency (FEMA) all share this recommendation. An average of 6.4 incidents occurred in the first 7 years studied, and an average of 16.4 occurred in the last 7 years. 70.0% of the incidents occurred in either a commerce/business or educational environment. 10 Shootings occurred in 40 of 50 states and the District of Columbia. 60.0% of the incidents ended before police arrived. * A handful of those identified as wounded were not injured by gunfire but rather suffered injuries incidental to the event, such as being hit by flying objects/shattered glass or falling while running.
