2 Course Description Overview The purpose of this course is to teach a new integrated practice to first responders in a hostile event situation where there are viable victims to reduce morbidity and mortality. The 3 ECHO response model is an integrated practice for first responders that move beyond the separation of law enforcement and rescue/medical personnel during active shooter, post blast response, and other hostile events. The integration of disciplines is completed as soon as possible during an event response with the goal of providing the ability to rescue viable victims while the response to the hostile event is ongoing and risk to all responders is mitigated. Scope The scope of the course is to introduce the 3 ECHO response model, practice the 3 ECHO strategies and tactics, and then employ the response in real time during integrated scenarios. Target Audience The target audience includes law enforcement, fire & rescue personnel, emergency medical services, emergency communication and command staff for all first responder agencies. Prerequisites The prerequisite skills needed before taking the course is basic first responder training and response to incident. All of these skills will be employed during the 3 ECHO response course. Course Length The course consists of a four hour didactic session and an eight hour performance session, totaling twelve hours of training time. Required Materials/Facilities The materials need for the course include a computer, power point projector, a facility with lecture hall, classroom space for four separate simultaneous class sessions, as well as space for three simultaneous full scale exercises that include movement through several corridors and rooms. In addition the materials, equipment such as first aid equipment, mannequins, debris, simulated IED s and simunitions, marking equipment, tourniquets, and other first responder equipment. Testing/Certification/Evaluation Strategy The evaluation plan has three steps that correlate with the outcomes of the modules. The first evaluation will be a written multiple choice post test administered after the first three didactic modules to measure the comprehension of the information presented. The second evaluation will be a pass/fail evaluation during the participation modules that will be determined by instructor observation of the skills demonstrated by the students. The final evaluation will be a pass/fail evaluation of the demonstration of the 3 ECHO response during the performance scenarios that February 1, 2014 FINAL Page 2
3 will be reported by the exercise facilitator. The final evaluation will be an end of course evaluation that students will complete before receiving their certificate that measures how the student will implement the use of 3 ECHO response model, as well as evaluating the course content and administration. Course Structure/Content Outline Module/Lesson Type Didactic Module 1: Introduction to 3 ECHO Response Model After completing this module, students will be able to identify the history and training that led to the creation of the 3 ECHO response and the importance of Didactic Module 2: IED and Bomb Squad Response Didactic Module 3: Medical Response Didactic Module 4: Saving Lives Tabletop Exercises Participation Module 5: Active Shooter Participation Module 6: Blast Response Participation Module 7: Patient Module and Incident Command on-site Unified Command Students will be able to identify and describe common forms of IEDs, explosives, as well as recall terminology and the effects of the explosives. Students will be able to illustrate how to apply 3 ECHO response strategy to help medical personnel save lives in hostile events Students will be able to predict how to implement a 3 ECHO response into multiple classroom tabletop scenarios. Students will employ 3 ECHO response techniques during an active shooter response by identifying evacuation corridors and operating with multiple disciplines to move into corridors to provide patient care. Students will employ 3 ECHO response techniques during a staged blast response using available marking systems and first responder equipment. Students will identify and employ techniques to manage incident command challenges during a 3 ECHO response including February 1, 2014 FINAL Page 3
4 Participation Module 7: Patient Module and Incident Command Performance Module 8: Active Shooter Exercise Performance Module 9: Blast Scene Exercise Performance Module 10: Hostile Event Exercise addressing issues such as communications and an expanding command structure in a unified on-scene command. Students will manipulate equipment to conduct patient triage and identify treatment challenges presented by applying the 3 ECHO doctrine in a classroom setting. 3 ECHO response in a real time active shooter scenario. 3 ECHO response effectively during a real time blast scene 3 ECHO response effectively during a real time hostile event Course Goals: Response Preparedness This course provides training that builds a robust and adaptive collaboration among different levels of government, among multiple jurisdictions, and among departments and agencies within single jurisdictions as well as building collaboration across multiple response disciplines. This collaboration encompasses planning, training, and operations with the goal of coordinating the capabilities and resources of various entities for the common purpose of responding to intentional threats to people. The specific activities in this training address the response capabilities to save lives, execute emergency operations plans, and specifically of mitigation activities designed to limit the loss of life, personal injury, and other unfavorable outcomes to all victims and responders. This training emphasized the collaboration and innovation specifically outlined in the framework for the National Preparedness Goal. February 1, 2014 FINAL Page 4

It is then at the SAA TPOC's discretion to approve or not approve the training request. If the SAA TPOC agrees to the training request, they will contact the Metropolitan Emergency Services Board- Point of Contact and assist in the coordinating the exact location, dates, and times of the training. For outside of Minnesota requests, an interested jurisdiction/agency contacts their respective States SAA TPOC to request a MN State sponsored NTED course. It is then at the requesting State s SAA TPOC's discretion to approve or not approve the training request. If the requesting State s SAA TPOC agrees to the training request, they must contact MN HSEM SAA TPOC for the 3-ECHO Hostile Event Response Course, MN-005-RESP and they will assist in coordinating the exact location, dates, and times of the training.
