1 Incident Command System Activation (Anytime where the physical, emotional, psychological Safety of students, faculty and/or staff is threatened.) Call 911, set up command post, and activate Crisis Response Team Assign duties; determine necessary resources/unmet needs Call District Incident Command regarding nature of emergency Activate Parent Alert System and TV, radio stations, if necessary Safety Office can stop all activities deemed dangerous Log all decisions make, re: time, events, equipment, and personnel Post a Site Map noting location of emergency and staging areas If the crisis is of a chemical, biological, radiological, nuclear and/or explosive nature, and the decision is made to evacuate, direct students to an uphill and/or crosswind site Announce ALL CLEAR when crisis has passed be directing recognizable staff personnel to alert all school faculty and staff Compile final incident reports Evacuation (Fire, bomb threat, gas leak) Stay calm; take class roster when evacuating the classroom/building Remember structural damage may block usual evacuation routs If bomb threat, do not touch, move or disturb unidentified packages. Do not use walkie-talkies or cell phones as they have the potential to detonate bomb(s) Reviewed 2011 Page 1
2 If a bomb threat, the fire department will determine how far and where to move students from danger. If ordered to evacuate, close, but do not lock, doors behind you Transport students with limited mobility Account for 100% of students and staff after evacuation Do not consider the bell system as a signal to return to the school Return to building only if directed be recognizable staff person LOCKDOWN (Stranger in building, gunfire, police helicopter circling overhead, civil disruption and/or active shooter in the building) Stay calm; your attitude/actions will be mirrored by students Bring students from outside and hallways into pre-designated areas (interior windowless rooms if possible) Close and lock all windows/doors immediately; close blinds Sit students out of sight of windows and doors Allow no one to leave the room once secure Take student attendance and communicate to the Incident Commander the names of missing and/or extra students Remain in Lockdown mode until a recognizable school staff person directs you to resume normal activities Reviewed 2011 Page 2
3 SHELTER-IN-PLACE (Severe weather conditions or violent situation near the school) Stay calm; bring students from outside and Holloways into pre-designated areas (interior windowless rooms if possible) Close and lock all windows and doors, except one. At that door, assign a staff person to monitor and direct late arrivals to a sheltered area Move students away from doors, windows and air vents Take students attendance immediately and report missing students Ignore all bells and remain in Shelter-In-Place mode until a recognizable school staff person directes you to resume normal activities CBRNE SHELTER-IN-PLACE (Chemical biological, radiological, nuclear and/or Explosive events (CBRNE) Stay calm; close and seal all windows and doors. Place a wet cloth or other material over the window sill, door threshold, and HVAC vents Instruct students to hold a damp cloth/clothing over their nose/mouth Be prepared for HVAC units to be shut down Take student attendance immediately and report missing students Do not allow anyone in or out of the classroom once sealed Stop food service until health officials give the okay Follow decontamination instructions from emergency officials Reviewed 2011 Page 3
4 If ordered to evacuate, direct students to an uphill and/or crosswind site unless fire personnel say otherwise Remain in CBRNE Shelter-in-Place mode until a recognizable school staff person directs you to resume normal activities HIT THE DECK (Explosion, gunfire is heard) When you recognize immediate danger or hear what sounds like gun shots shout Hit the Deck Ensure that everyone immediately drops to the ground and lies flat Tell students to cover their head with their hands and arms Stay calm; talk with your students ensuring them that you will stay with them no matter what Allow no one to move around or stand up unless absolutely necessary Remain on the floor until a recognizable school staff person directs you to resume normal activities DROP, COVER AND HOLD (Severe weather, earthquakes, and/or explosion) Stay calm; your attitude/actions will be mirrored by students Move all students away from classroom doors and windows Direct students as follows: Drop to your knees with your backs to the windows Make your bodies as small as possible and bury your face in your arms Close your eyes, cover your ears and as much skin surface as possible Reviewed 2011 Page 4
5 If outside: try to move behind an object, lie on your stomach with face away from the source of the event and initiate above actions Maintain Drop, Cover and Hold position until a recognizable school staff person directs you to relocate or resume normal activities RELOCATING STUDENTS (When the immediate area of the school perimeter is deemed unsafe (i.e. bomb threat, severe weather) Stay calm; listen for relocation site (primary/secondary route) instructions Ensure outside perimeter of school and relocation site are secure Take class roster and pre-designated classroom supplies/materials with you Transport students with limited mobility Watch for students who become agitated or violent; they may jeopardize the safety of others Take student attendance before students are moved and after they arrive at the relocation area Report missing and/or extra students to the Incident Commander RELEASING STUDENTS (Following a crisis when school and/or school grounds are considered unsafe) Coordinate Student Release process (Use separate staging area from where the entire student body is gathered) All students should be present and the Incident Commander must approve before Student Release process can be initiated Use runners to get students once their caregivers arrive Reviewed 2011 Page 5
6 Release students to persons whose name appears on the student emergency information card only (ID and signature is required) Keep a list of all student names and time of release to caregiver Families requesting information on an individual who has been injured/killed should be escorted to a pre-designated area where clergy/trauma counselors are present SCHOOL SAFETY TEAM (Physical, emotional, psychological safety of students, faculty and staff are threatened) Coordinate functions of site security (violence, crowd control) physical plant safety and security Assist establishing inner and outer perimeters Set up School Staff Support staging area, if necessary If student relocation is considered, request that law enforcement check relocation route and site for safety before moving students Evaluate safety route to evacuation site before student movement Assist in control access to the school in crisis Assist with student release process by establishing orderly patterns of caregiver identification line and re-unification site (two separate areas) FIRST AID TEAM (Anytime physical, emotional, and/or psychological trauma is present) Stay calm; attend to student/faculty and staff emotional, psychological, physical and social needs Have on hand first aid supplies, medical forms and medications Coordinate and begin immediate, delayed, and minimal triage Notify Incident Commander of student, faculty and staff injuries Reviewed 2011 Page 6
7 If the school was evacuated during inclement weather, contact Red Cross personnel for assistance Remain at the staging area until all treatment has concluded and a recognizable school staff person directs you to resume normal activities COUNSELING TEAM (Anytime physical, emotional and/or psychological trauma is present) Stay calm; attend to victim s emotional, psychological, physical and social needs Allow only emergency personnel, local clergy, pre-screened off-site certified counselors and/or other trauma counselors to enter area Keep a log of those who received counseling, and by whom Notify school incident commander of students, faculty and staff in your care and type of assistance needed Coordinate or assist coordination of student accountability, student release and student/caregiver reunification, if necessary Assign staff to accompany injured persons to hospital with emergency personnel Remain at the staging area until all treatment has concluded and a recognizable school staff person directs you to resume normal activities SUICIDE DOCUMENTATION PROCEDURE I.
