Project Information Title: Project Number: Project Type: Year: 2013 Status: Marketing Text: Train the Trainer to Engage NEETs UK/13/LLP-LdV/TOI-624 Transfer of Innovation completed UK-United Kingdom EnGage aimed to increase participation of NEET young people, particularly vulnerable subgroups of young disabled and immigrant, into VET by upskilling VET providers in effective engagement methodologies. It produced a multilingual, multicultural Train the Trainer toolkit for VET providers. That will aid the successful inclusion and retention of NEET young people, thereby providing sustainable pathways to the labour market. A secondary aim was to raise awareness of heterogeneity of the NEET population across member states so that adaptation can accommodate diversity of NEET profile. Summary: While the low level of labour market participation of young people is not new, the scale it has reached in the current economic crisis is startling-particularly in relation to the disengagement of young people not in employment, education or training (NEET). If it persists it will lead to long term unemployment, a growth in discouraged workers; and ultimately serious consequences for the economic & social wellbeing of a generation across Europe. A key response is to increase participation of NEET by upskilling VET providers in effective engagement methodologies. The EnGage project is producing an innovative multilingual, multicultural European train the trainer toolkit which will support VET providers, tutors and organisations to successfully engage and retain NEET young people into VET, particularly, vulnerable subgroups of immigrant and disabled young people. The specific project objectives include (1)assessing good practice in engagement methodologies by VET providers, collating an up to date analysis of the current needs of NEETs group, particularly immigrants & disabled young people; (2)transferring/adapting existing paper based train the trainer resource pack into a multimedia DVD and resource toolkit for VET providers (3)thoroughly pilot testing course. (4)exante and expost dissemination through stakeholder networks, high profile events, strong communication. Mapping of an EU wide accreditation route for EnGage will also maximise potential for mainstreaming. We have presently completed the assessment of good practice in engagement methodologies of VET providers and collated an up to date analysis of the current needs of NEETs group, this is available here on ADAM and on our project website www.llpengage.eu EnGage transfers the innovation enshrined in the existing NEET Engagement Practices course developed by UK based Springboard, for use with disadvantaged youth to a new target group (NEET young people, including immigrants and disabled young people), with a new delivery method (multimedia DVD) and new countries (Spain, Sweden, Italy and Poland.) Description: The project ended in September 2015, transferring existing materials from monocultural, monolingual to multilingual, multicultural European toolkit for use by VET providers to successfully engage and retain NEET young people. The transfer was geographical exporting content from UK to 4 other countries and as such all materials were translated into Spanish, Italian, Polish and Swedish. We also had a second UK organization who will provide robust evaluation and quality management as well as expertise in designing training and accreditation frameworks and impact measurement frameworks. The transfer was sectoral from post secondary non-tertiary education target at a level in UK education system to becoming applicable as educational support activities within Europe. The original course was paper based and the technological transfer and adaptation to multimedia DVD and resource toolkit ensured accessibility by a greater range of learning styles as well as being more accessible to a wider audience within partner countries and across Europe, for a much longer period. In the longer term, through increased skills, adaptability and insertion into higher quality jobs, NEET young people will have more opportunities to fulfil their potential in the labour market and benefit from mainstream training, as well as greater personal growth and social integration. Secondly, through links to practitioners in VET and voluntary organizations as well as policy makers throughout the project, these sectors will be more attuned to the changing needs of this group and better equipped to provide innovative engagement methodologies. www.llpengage.eu 3

Product 'TNA & Good Practice Report' Title: TNA & Good Practice Report Product Type: procedure for the analysis and prognosis of the vocational training requirement Marketing Text: As the objective of the EnGage project is to increase participation of young NEETs (YNEETs) in VET and therefore put them back on a sustainable pathway to employment, there was a need to: gain an in-depth understanding of NEET young people s needs and variation in characteristics of NEETs across partner countries; gain an in-depth understanding of good practice in engaging NEET by VET providers; support improving the quality and innovation of NEET engagement methodologies in VET systems, institutions and practices. Those three requirements have determined the demand for the research on the European level within the EnGage Partnership (in Poland, UK, Spain, Sweden and Italy). On the basis of those objectives, specific research objectives have been defined. Those have been directly related to research methods and got together in interconnected thematic bundles. Adequately to research objectives, both qualitative and quantitative research methods have been applied. Description: The research process has been divided into stages following one another in a way that allow successive exploration of the research areas. Desk research (stage 1a & 1b) has been planned as an preliminary activity followed by focus group interview with YNEETS (stage 2). VET trainers (stage 3a) and experts questionnaires (stage 3b) has been foreseen as processing right after. Due to time constraints some stages timelines overlap, although for the final results it would be better to separate them. Within the desk research 53 existing documents available on national and international level (e.g. scientific papers, research reports), as well as 17 existing training resources (e.g. guides and training materials for YNEET or for VET trainers working specifically with this group) and plenty of official statistics (i.e. data from the European Social Survey for the period 2002-2012) were analysed. The partnership was also able to collect 101 detailed questionnaires from labour and social policy experts, and 113 questionnaires filled in by trainers working directly with YNEETs. Additionally, the feedback from representatives of 30 YNEET group was gathered within the focus group interview. Eventually a considerable group of project stakeholders has been involved in the research process. The Report prepared as the result of the analysis presents only the most important research findings. The vital data and information gathered during the research process is to be found in appendices. The main body of the Report presents comments about only those results which had the most considerable influence on recommendations and should be considered as conclusions from the broad analysis conducted.
