Graduate Certificate in Health Care Management The Program is offered by the Centre for Continuing Education under academic supervision of the faculty of Graduate studies and Research and the Faculty Management. As a person with a Bachelor of Commerce degree, which provides a solid academic background in business, this 15 credit program is designed to provide you with the specialized knowledge you need for today s changing business world in the shortest possible time. One glance at today's newspapers tells you the need for and applicability of effective management in the health care sector. You can strengthen your skills in the areas of departmental management in health and social services, health care systems and the financial aspects of health care. Admission Requirements To be admitted to the Graduate Certificate in Health Care Management, students must meet both the academic and language requirements of the program. Academic Requirements: Students must hold a Bachelor of Commerce degree (or equivalent) as approved by the faculty of Graduate Studies and Research. Students holding other degrees may follow a Qualifying program to gain access to the Graduate Certificate Program. Note: Students without a commerce-related degree may be able to enroll for a Diploma in Management. Admission Procedures You can apply for admissions to the Graduate Certificate in Health Care Management online at http://www.mcgill.ca/conted-students/apply/ The application fee is $60 (non-refundable). This fee includes application for evaluation of transcripts of previous education for students requesting advanced standing in a program. You must also provide several pieces of supporting documentation in order for your application to be processed. Please note that students who do not register within one year from their date of acceptance will be required to reapply. A Student not wishing to be admitted to the program or who has applied for admission but has still to be accepted may register as a Special student in individual courses on a selected basis provided they have the necessary prerequisites and meet the admission requirements. The Program The Graduate Certificate in Health Care Management consists of four required threecredit courses and one three-credit complementary course. Classes are offered once a week for 13 weeks and are generally from 6 to 9 p.m. Courses can be taken in the Fall, Winter, Spring and Summer sessions. Classes in the Spring and Summer sessions may be given in less than 13 weeks. Not all courses are offered every semester. Course Descriptions CHLC 522 Health and Social Services Management Pre-requisites: and Core Program The responsibility of agency management for the timely appraisal of activities. Topics include: program definition and quality of service, evaluation methods, problems and limitations of evaluation research, assessment of project feasibility, the distribution and operational uses of quality control information, internal and external points of view, politics of evaluation, relation of budgeting to self-evaluation. Pre-requisites: None Overview and study of the present Canadian health care system: its components, organization, financing and management uncertainties. Interaction and interface between the healthcare system and other social systems; roles and various levels of government and of the private sector. Close to half the course focuses on the Quebec health care system: its recent evolution, present organization and foreseeable directions. CACC 523 Financial Aspects of Health Care Pre-requisite: Methods of budgeting in the health care system and evaluating health care investment proposals. Problems of benefit measurement and optimal public investment in relation to fiscal and political constraints. This includes the role of governmental expenditures, the public debt, private contributions in the health care system. CHLC 552 Legal Aspects: Health and Social Services Pre-requisite: Health care system in Quebec, the federal and provincial law relevant to it. Explores relationships between civil and criminal law, law and medicine, law and ethics. Major legislation, case law and legal writings will be presented. Addresses human rights, professional responsibility, civil, criminal liability and dilemmas raised by new technologies. CPL2 552 Strategic Management Graduate Certificate in Health Care Management 4
Pre-requisites: Core Program Includes analysis of major forces driving organizations, explores mission development, goal selection, corporate strategy, policy formulation for the benefit of all stakeholders. Discusses situations confronting senior managers in the competitive environment, includes topics such as the identification and evaluation of strategic alternatives, the management of control processes for increased productivity, etc. CPL2 553 Small Business Management Pre-requisites: CACC 520 Accounting for Management CMR2 542 Marketing Principles and Applications This course will focus on the concepts and activities of entrepreneurship in the small business environment. Through the analysis of small business situations and the study of related case material, students will learn the fundamental actions required in practice to start and manage a small business. Skill acquisition will be oriented toward learning to prepare a business plan. CMIS 541 Information Systems for Managers Pre-requisites: None Introduces the importance of Information Systems (IS) in organizations and issues associated with managing these. Provides a strategic view of IS and Information Technology (IT). Students will be presented with managerial, informational and technological issues related to the management of IT, and with a framework to better manage them. Class discussions, case analysis, presentations. CCLW 511 Law 1 Pre-requisites: None Sources and administration of law; the Canadian Constitution and the division of powers; the Quebec Civil Code, comprising the law of persons, the law of property, obligations, contracts, sale, lease and hire, mandate, suretyship, hypothecs and prescription.
